DEMONSTRATION AT ALL DIVISIONAL LEVELS ON 2nd MARCH 2010 ----- CALL OF THE POSTAL JCA

   THE POSTAL JCA IS MARCHING TO PARLIAMENT ON 2nd MARCH 2010 AT 2 P.M. IN NEW DELHI. THE JCA HAS GIVEN THE LOWER TIER ORGANISATIONS A PROGRAM TO HOLD MASSIVE DEMONSTRATION ON THAT DAY UPTO ALL DIVISIONS.

    THE JCA HAS AGREED TO THE OBSERVATION THAT THE DEPARTMENT IS BECOMING MORE & MORE UNILATERAL IN ALL ACTIONS. DESPITE SEVERAL AGREEMENTS WERE REACHED WITH THE STAFF-SIDE, THE DEPARTMENT IS SILENTLY OR DESPERATELY ADVANCING  IN ITS OWN COURSE . EVEN IN THE CASE OF RMS/MMS STRKE, WHERE A WRITTEN MINUTES WERE PREPARED & ISSUED, THE PROMISED STSTUS-QUO IS NOT BEING MAINTAINED.

     THE JCA HAS DECIDED TO EXPRESS STORNG OBJECTIONS & PROTESTS AGAINST THESE AUTOCRATIC ATTITUDE OF THE OFFICERS AT ALL LEVELS. DURING THE MARCH TO PARLIAMENT, ALL DIVISIONS & CIRCLES HAVE BEEN INSTRUCTED TO HOLD MASSIVE DEMONSTRATIONS AND SEND A LETTER FROM THEIR PLACES TO THE HON'BLE MINISTER OF COMMUNICATION & IT.

CHIEF PMG, MAHARASHTRA & GOA CIRCLE IS ARRESTED BY CBI IN CHARGE OF BRIBARY

THE CHIEF PMG OF MAHARASTRA & GOA HAS BEEN ARRESTED BY CBI IN THE CHARGE OF DEMANDING TWO CRORE RUPEES BRIBE. HE WAS CARRYING Rs. ONE CRORE TWENTY FIVE LAKH RUPEES IN CASH IN A BAG IN HIS CAR.

     It is announced by the CBI that the officer demanded the bribe for changing the designation a land reserved for our department to a South Mumbai Hotelier.

    As we all know that high level corruption in the top level bureaucracy in our department is not very rare, only that it comes into light rarely. This also explains the mystery behind the hyperactivity of our officers and Ministry to ajar our doors to the private players ignoring department's interest.

PROTEST RECORDED THROUGH DEPUTATION TO NORTH 24 PGS POLICE SUPERINTENDENT ------ I.C., TITAGARH P.S. TRANSFERRED

 A DEPUTATION HAS BEEN SUBMITTED TODAY TO THE SUPDT. of POLICE, NORTH 24-PGS, DEMANDING ACTION AGAINST THE POLICE OFFICIALS INVOLVED IN LATHICHARGE ON POSTAL EMPLOYEES OF BARRACKPORE ON 9th FEBRUARY 2010.

  • 200 COMRADES FROM THE ASSEMBLY IN FRONT OF THE POLICE SUPER OFFICE RAISED THEIR VOICE AGAINST THE BRUTALITY OF POLICE.

  • THE INSPECTOR IN-CHARGE, TITAGARH P.S., THE LEADER OF THE POLICE TEAM, TRANSFERRED TO AN UNIMPORTANT POST.

  •  TIME FOR POSTAL ADMINISTRATION TO RETREAT IF THEY WANT PEACEFUL WORKING ENVIRONMENT.

        A delegation of CGCC comprising of Comrades Tapan Dasgupta, Pijush Roy, Debajyoti Gupta, Rina Saha and Sandhya Das met Sri R.Srivastava, Supdt. of Police. The SP apologised for the illegal and indisciplined behaviour of his force, as the police force on that day, did not issue any notice or warning before lathicharge, as was required by Police Code.

   SP further informed that the I.C., Titagarh P.S. is transferred to an insignificant post and in future, no further action will be taken except formalities. He also assured that his force will behave at par with the Govt policy of not interfering in democratic movements.
     Now it is time for mounting pressure on the Departmental Administration to accept our demands of cancelling transfer orders issued by SSPOs, North Presy and get him transferred. The situation at the division is getting worsened day-by-day and all the work has been put almost to a halt due to inaction of the SSPOs. His presence is not in favour of smooth working in the division. The Circle Administration should immediately choose between a stalemate and healthy atmosphere shirking ego.
   All our organisers are instructed to take adequate preparation for a larger movement now.

BARASAT DIVIDION HOLDS 5th SUNDERVAN CONVENTION

BARASAT DIVISIONAL UNIONS HELD THEIR 5th SUNDERVAN CONVENTION AT SANDESHKHALI BHAGABATI HIGH SCHOOL ON 14th FEBRUARY 2010.

    The divisional unions traditionally holds the Sundervan convention every alternate year. This year, the program was convened on 9 point demands including price control, against anarchism of Maoists & their patrons, against decentralisation & corporatisation of Govt sectors etc. The convention was inaugurated by Com. Asit Bangabas, Dist. Secretary of CGCC. Leadership of democratic movements like Com. Santosh Biswas, Com. Abu Bakkar Laskar were present. Com. Abani Banerji was present on behalf of Dist. Pensioners' Association.

       About 150 comrades were present from Hingalganj, Hatgachha, Minakha, Sandeshkhali and Najat. On behalf of Circle Unions Com. Salil Mukherjee and Com. Bijan Chakraborty presented the views on the issues.

DEPUTATION TO SUPDT. OF POLICE, NORTH 24 PGS ------ RISE VOICE AGAINST BRUTAL LATHICHARGE ON POSTAL EMPLOYEES

   THE NFPE GROUP OF CIRCLE UNIONS AND THE NORTH 24 PARGANAS DISTRICT COMMITTEE OF C.G.C.C. WILL SUBMIT A DEPUTATION TO THE DISTRICT SUPDT. OF POLICE CONDEMNING THE BRUTAL LATHICHARGE OF POLICE ON OUR COMRADES OF NORTH PRESIDENCY DIVISION PARTICIPATING IN A PEACEFUL AND DEMOCRATIC SIT-IN DEMONSTRATION ON 9th FEBRUARY 2010.

        The Circle Secretaries are jointly issuing a letter to the Ch PMG, PMG (Kolkata Region) with copy to regional director. Copy of the letters will be sent to all branch & divisional unions. Our demands are -----
  1. Immediate cancellation of the motivated & irregular transfer memo issued by the SSPOs, North Presy. Divn.
  2. Immediate withdrawal of F.I.R. / case against our comrades.
  3. Immediate replacement of the present SSPOs, North Presy. Divn.
                    Comrade Secretaries of the Kolkata & neighbouring branch / divisions are requested mobilise our comrades to make the gathering huge at the office of the Supdt. of Police, North 24 PGS,  at 2 P.M., from which the deputation will be submitted. All are remain in readiness to organise programs suitably as per the calls of the Circle Unions if the administration delays to settle the issue amicably.

         To reach the Supdt. of Police office, you have to avail bus from Barasat Colony More (Hela Bat tala) towards Moyna (on Chakda route). The stoppage is S.P. office.

NON-REGULAR EMPLOYEES STRIKE ------ A MILESTONE IN THE MOVEMENT OF THE WORKING CLASS

NON-REGULAR AND CONTRACTUAL WORKERS HAVE RECORDED A HISTORIC SUCCESS IN TODAY'S STRIKE IN EVERY CORNER OF WEST BENGAL.

     At the call of various trade unions including CITU, AITUC, UTUC, 12th July Committee and other federations, part-time, non-regular and contractual workers participated in the strike with a zeal and spontaneity which has exceeded the expectation of even the organisers. This movement was the first of its kind, solely on the demand of the non-regular employees of all Central, State, Undertaken, different service sectors, private and aided departments and offices in the state. 

      During last couple of months, the preparation for the strike was maximum. Due to serious efforts and sincerity of our comrades, the initial fumbling and weaknesses were shaken off. In our department, relentless campaigning was floored through Working Committee meetings, General Body meetings, street corners, gathering at the heart of the city, rally to submit memorandum to the Labour Commissioner etc.

      These efforts resulted in a unique strike today. Departmental employees also expressed solidarity through stay-in demonstration in support of the demand of non-regular employees from 12 PM to 4 PM.

           Today's program will be regarded as a memorable event in the history of the Trade Union movement in India. We would invite the attention of our comrades to two aspects of the strike. Firstly, INTUC declared to support this strike, therefore INTUC-affiliated organisations in West Bengal merely remained idle visitors to the strike, while activists belonging to one particular newly formed orgnisation, highlighted heavily by media for bringing about 'changes' around us, campaigned against the program. Secondly, most of the electronic media, as usual, covered  the news from the point of view of suffering of common people and staffs, without expressing any consideration or sympathetic comment on the issues of the non-regular employees. Evidently, these organisations and media are only playing their parts from their class outlooks, there is no hiding.

KOLKATA GPO COMRADES EXTEND ASSISTANCE TO THE MARTYR FAMILY

OUR COMRADES OF KOLKATA GPO EXTEND THEIR HUMBLE HAND TO THE MARTYR FAMILY OF LATE COM. ASIT MONDAL, FORMER GDSBPM, KUMRA B.O., BANDWAN, PURULIA.
    The GPO branch unions of NFPE took up the noble duty to provide a little help to the family of the late comrade Mondal. From generous contributions of our members, the branch unions collected Rs 35,000/-. Today, a convention was arranged on the topic  'Anarchism, Terrorism and the Tasks of the Working Class'. The speaker was Com. Pranab Chattopadhyay, esteemed leader and orator of the State Coordination Committee.

     In presence of 300 comrades, the GPO unions handed over Rs. 35,000/- in cash, quilt and new garments to Smt. Soma Mondal, the widow of Late Com. Asit Mondal. His elder son Sri Meghdoot Mondal was also present. On behalf of the Circle Unions, Com. Janardan Majumdar, C.S., Gr-C, Com. Nirmal Dey, C.S., P-IV and Com. Goutam Kundagrami, C.S., Postal Workers Union attended the program. In the present days of hardship, all of these helps and assistances may not be very significant, nor they can repair the loss of the family, but the spirit of our comrades and the stance of organisation are getting far stronger and confident day-to-day.

WE WANT IMMEDIATE TRANSFER OF SSPOs, NORTH PRESIDENCY

COMRADES, IN A MOST RARE INCIDENT TODAY, OUR COMRADES OF NORTH PRESIDENCY DIVISION HAVE BEEN SUBJECTED TO PHYSICAL TORTURE BY THE LATHICHARGE OF POLICE FORCE AT BARRACKPORE, WHICH DID NOT PERHAPS HAPPEN SINCE THE SEVENTIES IN WEST BENGAL.

       The Divisional Unions of NFPE in North Presidency Division were protesting some unjustified transfer orders issued by Sri Subal Mallick, SSPOs. He has issued transfer order even for a staff who is going to retire within 3 months, violating departmental guidelines. When objected by the divisional unions, he only ratified himself with the explanation of his discretion and consideration of suitability.
     Our comrades went on a stay-in demonstration in protest of the autocratic attitude of the egoistic SSPOs. But today morning, he summoned the police force for rescue. A police force from local P.S. arrived and without provocation or notice, started Lathicharging. 7 of our comrades were instantly injured by their battons including 5 lady comrades. The police who charged were all males. One of our comrades was arrested from the site. This was the way of the rescue of the SSPOs.

     There were also previous instances when this very Mallick used humiliating language for the staffs, issued unnecessary orders against staff interest or benefits and the attitude was like of a emperor treating his subjects as if on his kind will. 

             Group-C Circle Secretary Com. Janardan Majumdar, Circle President Com. Tapan Dasgupta, Asstt. Circle Secretary Com. Debajyoti Gupta  visited Barrackpore immediately after the incident. All of the Circle Unions have decided that our comrades will go on 1 (one) hour pen-down and demonstrate tomorrow at the beginning of working hour at all offices in the Circle. The Branch and Divisional Unions will hold demonstrations at headquarters and will send a resolution from the demonstration  to the Chief Postmaster General, PMG (Kolkata Rgn) and DPS (Kolkata Rgn) by Fax demanding unconditional immediate transfer of this Subal Mallick from North Presidency. We shall settle for nothing less and alternatively, the Circle Administration should get ready to see the retaliation Circle-wide. The text of the resolution follows below :

  This mass demonstration of NFPE Group of unions, ...... Branch/ Division, at the call of the Circle Unions, equivocally condemns the autocratic, anti-staff and aggressive activities of the SSPOs, North Presidency Division. This demonstration expresses its strong grievances against the arbitrary transfer orders issued by the said officer even violating the departmental guidelines and demands cancellation of the transfer orders issued by him under no. B-1/ Staff/ Arrangement/ 2010 dated 04.02.2010.
          This mass demonstration further and finally expresses its deep anguish and serious concern over the brutal Lathicharge by the Police on the peaceful and democratic protest movement of the staffs by the provocation of the said officer and demands  his immediate unconditional transfer from North Presidency Division for smooth functioning of the division. This mass demonstration resolves to initiate serious trade union actions if there is any delay in materialising the demanded action.

SOUTH PRESIDENCY DIVISIONAL GR-C PRESIDENT SHOT AS MISCREANTS SNATCHED 39 LAKH OFFICE CASH

COMRADE BINDHYACHAL RAM, PRESIDENT OF THE GROUP-C UNION OF SOUTH PRESIDENCY DIVISIONAL BRANCH & SPM, SONARPUR S.O., HAS BEEN SHOT BY A GROUP OF MISCREANTS YESTERDAY IN A STARTLING EVENT.
               Com. Ram was bringing the office cash of nearly 39 lakhs including cheques and stamps from the iron safe embedded inside Sonarpur Police Station, accompanied by Group-D Com. Manoranjan Nayek and Sri Sujit Halder, an armed Home Guard.

       Just in front of the stairs of the office, a group of 4 / 5 miscreants opened a load of gunshots to them. Sri Halder took 8 injuries in his body, while Comrade Ram, our experienced organiser and leader, sustained a bullet injury at his back, about two inches below the right scapula. The miscreants snatched the cash bag and fled from the site riding bikes awaiting on the road.

      Both the injured victims are under treatment at Rabindranath Tagore International Institute of Cardiac Sciences in Kolkata. Com. Ram is scheduled to undergo surgery today to remove the bullet from his body.

       Sri Ashok Kr. Kolay, Divl Supdt., attended the office and the hospital day long and provided necessary help. Anxious staffs from all offices  also attended the hospital. Group-C Circle Secretary Com. Janardan Majumdar visited the hospital and remained with the comrades.

     We demand for every possible measure to get hold of the miscreants and recover the Govt money.

OUR PRIME TASK ------ MEMBERSHIP VERIFICATION THIS YEAR IN THE OFFING

DEPARTMENT IS FINALISING THE PREPARATION OF ISSUING ORDERS FOR MEMBERSHIP VERIFICATION ONCE AGAIN.

    As you know, the membership verification process was obstructed by BPEF, who do not even have 10% membership, by filing numerous court cases on different pleas. Finally, after discussion of the Director (SR & Legal) with all the Federations, the department is likely to issue the order to obtain membership this year again.

     As the P-3 CHQ expects, the last date for obtaining membership may be April and would be effective from May 2010. The CHQ has instructed to take care so that the number of dual membership can be avoided.
     West Bengal Circle Unions request all Branch & Divisional Secretaries and organisers to dedicate themselves in membership collection with the highest priority. In the present scenario of threat and terror and the deliberate role of the media, there is no place for complacence. Comrades should complete preparation by the time of the release of the order to jump into action once the form and guideline is issued.

     We have to establish again that the position of NFPE is in the heart of the Postal Employees and we are the organisation in foremost line in the struggle for the working class in our department.

BLOOD DONATION CAMP ORGANISED BY NORTH HOOGHLY DIVISION

The Divisional Unions of North Hooghly Division organised a voluntary blood donation camp today.

     The camp was organised at the divisional union office 'North Hooghly Dak Karmachari Sangathan Bhavan' at Chinsura. 40 comrades including 7 lady comrades donated their blood for the noble cause of mankind.
     West Bengal Circle Unions sincerely congratulate the organisers and the donors of the camp and calls upon all to organise and take part in all kind of social welfare activities.

MEETING AT RANI RASMONI ROAD, KOLKATA, IN SUPPORT OF STIKE OF NON-REGULAR EMPLOYEES ON 12TH

IN SUPPORT OF THE STRIKE OF THE NON-REGULAR EMPLOYEES IN WEST BENGAL AT THE CALL OF CENTRAL TRADE UNIONS, 12th JULY COMMITTEE AND NFPE, EMPLOYEES AND WORKERS OF ALL SECTIONS PARTICIPATED IN THE MEETING AT RANI RASMONI ROAD, KOLKATA.
        In our department, the Part-time and other contingent-paid workers like DRM are participating in the proposed strike on 12th February 2010. Our comrades from East Kolkata, Central Kolkata, South Kolkata, Kolkata GPO and Barabazar H.O. unit were present in the program today.

      All of our organisers are requested to take maximum effort for success of the strike through participation of each and every non-regular employees in our circle.
