          PRESIDENCY  ZONAL  MEETING  ON  7th SEPTEMBET 2014  AT  BARUIPUR,  SOUTH  PRESIDENCY  DIVISION

  As per the decision of the Joint Extended Circle Working Committee Meeting on 12-13 July 2014, the Presidency Zonal Meeting of the Circle Unions will be held at Baruipur, South Presidency Division, on 7th September 2014, Sunday.

   The venue of the meeting is 'Dak Andolan Bhavan', Notunpara, Baruipur. It will start sharp at 10 A.M., before that lunch will be completed. There will be arrangements to stay in the night, those who are in requirement to stay have to inform in advance and they are requested to bring mosquito-nets. Beddings will be arranged by hosting unions.

MEMORANDUM

This mass stay in demonstration for 48 hours ( round the clock ) under the banner of above organizations held in front of your chamber expresses deep anguish and resentment against the intolerable apathy towards innumerable types of staff problems and limitless reluctance to settle those despite several requests, negotiations and correspondences. Even the decisions taken and implemented beyond departmental rules are not being cancelled/ modified and higher administration appears to protect such malpractices. Our members are becoming victims almost in all cases purposefully and the whole environment suggests a reign of administrative anarchy.

Under this situation, this demonstration strongly protests against present administrative inaction to settle staff problems and victimization of our members in different forms and places / divisions.

Already in last week of July in all divisions of Kolkata Region, our respective organizations submitted memorandum including local issues as well as general issues to different tiers of organizations. But nothing happened till date. In this circumstances we are sub meeting this memorandum which need to be settle without farther delay to avoid any kind of continues and sever trade union action.

DEMANDS  :

1. Replacement of Battery of UPS in different SOs under Kolkata Region. 
2. Change of hours of business of Bolpur SO and surrounding of Bolpur S.O under
    Birbhium  Division.
3. Filling up of vacant GDS posts in different office under Kolkata Region.
4. Replacement of existing computer nods which are 8 years old. Example – Suri, Rampurhat, Bolpur Sainthia, Nalhati, Murarai etc. under Birbhum Division Nabapalli, Bongaon, Ashoknagar, N. Bk, M. gram, Rajarhat, Khantura under Barasat division.

5. Allotment of sufficient fund for medical T/A head in different division like  Birbhum, Barasat, Central Kolkata,South Nadia Division etc.
6. Holding of DPC for promotion to MTS / Postman posts from GDS/ Part time employees in Barasat, South Presidency, North Presidency, Birbhum Division etc.
7. Shifting of Airport Post office from Rajabagan P.O ( Single handed )under North 
    Kolkata Divison to Airport stg.
8. Running of cash van as schedule time of North Kol Division avoiding abnormal delay.
9. Issue of General order from Region office to the Divisions regarding effect of date of joining of newly recruited PAs ( for the year of vacancy 2011-2012 ).
10. Arrangement of unapproved vacant post of postman & MTS from GDS rotationally in South Nadia Division.

11. Stop anti employees, unilateral and vindictive attitude of postal administration in the n/o disciplinary proceeding. Example North Presidency, Kolkata GPO, South Nadia, Murshidabad.

12. Filling up postman posts of departmental quota vacancy from 2012 onwards.

13. Stop trade union victimization in Kolkata GPO, North Presidency division etc.

14. Grant MACP in every divisions as per Dte guidelines.

15.  Stop favoritism biased and motivated activity of a section of administration in the name of “administrative interest” during issuance of tenure transfer memo, Murshidabad in particular.

16. Hold CRC meeting timely for granting appointment on relaxation ground.

17. Immediate repairing of different PO Buildings in different divisions.

2. Reopening of Business office of Howrah Division at Kadamtala and Night Post  office of Howrah HO.  
3. Filling up of vacant GDS posts in different office under South Bengal Region.
4. Holding of DPC for promotion to MTS / Postman posts from GDS/ Part time
    employees in different Divisions.
5. Filling up departmental quota vacancy in respect of Postmen from 2011 onwards immediately.
6. .  Stop favoritism, biased and motivated activity of a section of administration in the name of “administrative interest” during issuance of tenure transfer and posting  memo, particular in Tamluk, Purulia, North Hooghly, Burdwan divisions. Cancel irregular posting order for approved Accountants in general line in Howrah Division. Cancel irregular treasury memo in case of Tamluk H.O and issue modified memo following usual formalities in general. Follow Dte guidelines in this regard.

7. Immediate payment of TRCA to the respective GDS in South Hooghly division, pending for long.

8.  Immediate grant HRA @ 30% to the employees of some offices in South Hooghly/ North Hooghly division.

9. Immediate release of HRA to respective PA, Sankrail SO and PA, Botanical-Garden SO in Howrah Division.

10. Formation of Groups/ Cluster as per Dte guidelines in case of Posting of SBCO employees in this region, which had not been followed properly. 


11. Stop anti employees, unilateral and vindictive attitude of postal administration in the n/o disciplinary proceeding. Example Purulia, Asansol division.


12. Stop trade union victimization in Tamluk division etc.

13. Grant MACP in every divisions as per Dte guidelines. In Asansol Division it is pending since long and local administration is soldering nothing.

14. Hold CRC meeting timely for granting appointment on relaxation ground.

15. Immediate repairing of different PO Buildings in different divisions, Bandel SO under North Hooghly in particular.

CONFEDERATION DECLARES NATIONWIDE AGITATIONAL PROGRAMMES

CONFEDERATION DECLARES NATIONWIDE AGITATIONAL PROGRAMMES
Dear Comrades,
The National Sectt. of the Confederaton met at New Delhi on 11.08.2014 to consider the follow up action required in the matter of some of the pressing issues on which Confederation had organized series of agitational programmes prior to the commencement of the Election process of the 16th Lok Sabha. The CHQ has received reports from various affiliaties to the effect that they have all endorsed the common memorandum, the Confederation had submitted to the 7th CPC. Most of the affiliates have emailed copies of the respective memorandum to the CHQ. Those who have not sent copies are requested to do so without further loss of time. This will enable the Confederation to write to the 7th CPC to provide an opportunity to these organisations to tender oral evidence to explain and elucidate their submissions in the memorandum.
The meeting noted that there has been only negative response from the Government on the issues of Interim Relief and merger of DA. We have already sent to you a copy of our letter addressed to the Seretary, Staff Side, JCM National Council, (Com. Shivgopal Mishra) which is yet to be responded. The meeting considered the following issues as important, the pursuance of which must not brook any delay, especially in the background that the 7th CPC has formally written to the Government asking it to indicate the course of action required to be taken on the memorandum of the staff side on Interim Relief and marger of DA.
CHARTER OF DEMANDS
1.      Merger of DA with pay for all employees with effect from 01.01.2014 including Gramin Dak sewaks and pensioners.
2.      Grant of Interim Relief to all employees including Gramin Dak Sewaks and Pensioners.
3.      Inclusion of Gramind Dak sevaks under the purview of 7th Central pay Commission.
4.      Scrap PFRDA Act and grant of statutory pension to all.
5.      Date of effect of 7th CPC recommendations should be 01.01.2014.
6.      Regularisation and revision of wages of casual laboures and contract workers.
7.      Removal of 5% condition for compassionate appointments.
8.      Fill up al vacant posts and creation of new posts wherever justified.
9.      Stop downsizing, outsourcing, contractorisation and privatisation of Government functions.
10.  Grant Productivity linked Bonus to all without ceiling; compute Bonus as weighted average of PLB for those not covered by PLB agreement.
11.  Revise OTA and NDA and implement arbitration awards.
The meeting also considered the policy perception of the new Government in the light of the administrative price hike in petroleum products, the proposals in the Railway and General Budget, the steep hike in the freight and passenger fares of Railways, the decision to hike FDI in Defence Production, Railway Infrastructure and Insurance sectors, disinvestment of public sector including nationalized banks and have come to the inescapable conclusion that under Narendra Modi dispensation, the neo-liberal policies, as expected, will only be intensified and the promised “Achche Din” is for the Corporate giants of the country. The last session of the Parliament witnessed the determination of the NDA Government in changing the labour laws on the lines of the enactment made by Rajasthan Government of Vasundhara Raje Scindhia by virtue of which in almost 90% of the manufacturing units in India, the employers are permitted to indulge in hire and fire policy, for the existing regulations will be dispensed with.
The meeting came to the decision that the confederation must organise serious and prolonged campaign, preferably in unison with the Railway and Defence Federations. We will pursue our consultation with those Federations to reach a common approach in the matter. Since it might take some more time, the meeting decided to pursue the demands through a demonstrative programme.
11th September 2014       -      Submission of the Charter of Demands along with a brief Note to all heads of offices by arranging demonstration in front of all offices; the branch level/district/divisional/state level leaders will explain the demands especially the memorandums on interim relief, DA merger and GDS issues.
19th September 2014       -      Dharna between 10 AM to 3 PM at all important state/districts/divisional centres.
25th September 2014       -      Dharna between 10 AM to 3 PM at New Delhi with participation of the leaders of all affiliates and the members working in the city of Delhi (at a central place-to be decided by the Confederation Delhi State committee).
Confederation office Bearers will meet again at Delhi on 26.09.2014, 5 PM to decide further course of action. Confederation will bring out pamphlets and bulletins to explain various issues like minimum wage, DA, Bonus, GDS problems  etc. shortly as part of an education campaign. The detailed campaign programe to be undertaken after Diwali festival will be intimated later.
