NFPE, WEST BENGAL Circle held massive agitational program today 27.3.2015 at Yogayog Bhawan


Massive gathering of Part-time, GDS and Departmental employees observed a demonstration today at Yogayog Bhawan. Com. Janardan Majumdar presided over the meeting. Com Pranab Bhattacharjee, Nirmal Dey, Sanjoy Chakarabotry, Sankar Bhattacharjee, Sanjib Barua, Goutam Kundagramme, Amit Mondal (DRM organization) delivered their speech, Finally, J. Majumdar explained the memorandum (posted below) which was accepted unanimously .Hon’ble Ch PMG, WB Circle, due to her pre-scheduled program was not available today at Circle Headquarter. From demonstration, we demanded her immediate intervention, discussions with us to settle the issues at the earliest.

Shukla, Director, Shri Rajeev Mishra Advisor, Shri Mudit  Mittal Director, at 7th CPC Office Chhatrapati Shivaji Bhawan Qutab Institutional Area , New Delhi.

Com. R.N. Parashar, Secretary General NFPE after welcoming Chairman & other members initiated oral evidence on memorandum submitted by NFPE. He narrated all important points related to Postal, RMS, MMS, Admn, Offices, Postal Accounts, SBCO and GDS issues alongwith Casual Labourers issues. All General Secretaries of NFPE affiliated unions presented their sectional issues very nicely.
The most important thing of this meeting was that Chairman gave a patient hearing on GDS issues. Com. P. Panduranga Rao General Secretary, GDS (NFPE) presented the case of GDS in perfect manner and again submitted a copy of memorandum to Chairman. Hon'ble  Chairman  also gave positive assurances on most of the issues.

Meeting was ended in a very cordial environment.

Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

G.I., Dept. of Pers. & Trg. O.M.No. 416/2008-Estt. (Pay II), dated 24.3.2015

Subject: Revision of Special Allowance and Cash Handling Allowance as a result of enhancement of Dearness Allowance w.e.f. 1.1.2014

References are being received from various Ministries with regard to the amount of Special Allowance and Cash Handling Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 st January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/1/2014-E-II (B) dated 27th March, 2014.


This Departments O.M. 4/6/2008-Est(Pay II) dated 1.10.2008 provides that the rates of Special Allowance and Cash Handling Allowance will be increased by 25% every time the Dearness Allowance payable on revised pay scales goes up by 50%.

All Ministries/Departments are therefore, again advised to take necessary action accordingly.

    Joint working Committee meeting of AIPEU, Gr. “C” / Postmen & MTS / GDS (NFPE), Murshidabad Division was held at Berhampore Ho. Nearly 80 members / comrades were presented in the meeting. Com. Mahadev Ghosh, Com. Suhanoty Ali and Com. Sumit Debnath presided over the meeting. Com. Kartik Das and Com. Dipankar Mondal initiated the meeting. Com. Manoj Shaw, Financial Secretary, Gr. “C” union delivered his speech. He described the present position of organization and ensuing our task. 7 comrades (Com. Abdul Hamid, Kandi Zone, Com. Sasti Das, Raghunathpur Zone Com. Kajal Mukherjee, South Zone, Com. Bijoy Pandit, Azimganj Zone. Com. Krishnandu Mukherjee, Cental Zone, Com. Kshitish Roy, North Zone, Com. Ziaur Tahaman, Postmaster cadre) from different zone took part in discussion on organizational review. Com. Nathuram Biswas, Secretary CGCC, Murshidabad Dist. delivered his speech. Com. Ashok Mondal, Com. Prabir Biswas, Com. Kartick Sadhukha and Com. Madhablal Dey presided over the meeting. Com. Koushik Roy, Com. Santi Ranjan Sarkar, Com. Tapan Bhowmick and Com. Samar Das delivered their speech on behalf of respective organization. Then 16 comrades took part in discussion on organizational review. Finally, Com. Debojyoti Gupta, Vice president Gr. “C” union delivered his speech on present scenario and our tasks there of. It was a good impressive meeting.

Krishna Roy presided over the meeting. Com. Nanada Sen was initial speaker. Then Com. Tapan Dasgupta, President Gr. “C” / Convenor of 12th July Committee delivered his valuable speech. He described on role of Divisional organization on ensuing program and membership verification.

As per direction of NFPE Group of unions, West Bengal Circle, every where in our circle very good demonstration was held on 18.03.2015. Massive participation of Part time and departmental employees were observed. Resolution sent to hob’le Chief Postmaster General, demanding expeditions payment to part time employees as per Dte’s order dated 22.01.2015.

LSG PROMOTION AND ALLOTMENT ORDER OF WEST BENGAL CIRCLE


HUGE GATHERING ---- SUCCESSFUL MEETING IN Cooch behar Division.
     GDS Convention alongwith joint Working Committee Meeting of AIPEU, Gr.-“C”, Postmen & MTS, Cooch behar Division successfully held on 15.03.2015 at Babu Tarapada Memorial Hall, Cooch behar. Com. Animesh Sarkar, Com. Ratan Roy, Com. Manteswar Roy and Jiban Karmakar presided over the meeting. Com. Bijay Gopal Sur, President (CHQ) & Circle Secretary, GDS (NFPE) inaugurated the joint meeting. There was huge gathering of Part time staff / GDS & Departmental staff / members of Cooch behar Division, which is a very rare experience in recent years in Cooch behar Division. Com. Sanatan Das, Deputy Circle Secretary,AIPEU, Postmen & MTS, West Bengal Circle,  Com. Nanda Sen, Asstt. Circle Secretary, AIPEU, Gr.-“C”, West Bengal Circle, Pranab Bhattacharjee, Ex-president, AIPEU, Gr. “C”, West Bengal Circle delivered their valuable speech. Com. Shib Sankar Roy, our respected leader, recalling the history of struggle in Cooch behar Division and advised the organisors to face present challenges.
     Finally Com. Janardan Majumder, Circle Secretary, AIPEU. Gr.-“C”, West Bengal Circle delivered his speech. In the meeting mainly --- ensuing membership verification including GDS, program of N (JCM) and March to parliament on 28.04.20, present position of payment of arreras since 2006 for part time employee, role of administration and our task etc. were discussed in details. Our comrades of Cooch behar Division took oath to strengthen our organization, as well as implementation of all ensuing organizational program.

Government employees may get LTC to visit SAARC nations

Central government employees may get to visit some SAARC nations barringPakistan under new Leave Travel Concession (LTC) rules being finalised by the Centre. 

"Employees will be able to avail LTC to visit some SAARC countries. A proposal in this regard is being finalised by the government," Union Minister Jitendra Singh told . 

LTC allows grant of leave and ticket reimbursement to eligible central government employees. 

The decision has been taken to promote people-to-people contact and boost tourism among the SAARC regions, he said. 

"The government has been taking many steps to promote trade and travel. This is one of such steps to further boost ties among SAARC nations," said Singh, Minister of State for Personnel, Public Grievances and Pensions. 

The South Asian Association for Regional Cooperation (SAARC) is a group of eight nations comprising BangladeshBhutanMaldivesNepal, Pakistan, Sri LankaAfghanistan and India. 

Officials in the Personnel Ministry said the LTC facility will not be available for visiting Pakistan and few other nations due to security concerns. 

The draft for new LTC rules is in initial stage and it will be finalised after inter-ministerial consultations, they said. 

"One of the major decisions taken by the Narendra Modi government soon after it took over was to extend the facility of conversion of 'home town' LTC to visit states of Jammu & Kashmir, northeastern region and Union Territory of Andaman & Nicobar for a further period of two years up to September 25, 2016," the Minister said. 

The Personnel Ministry has been regularly reviewing LTC rules to allow government employees to visit unexplored places like northeast. The ministry is also considering allowing government servants not entitled to travel by air to fly in economy class. 

The ministry has of late put in place measures to check misuse of LTC facility. CBI is probing fake travel bills scam (LTC scam) allegedly involving certain government employees and present and former Members of Parliament. 

"All the ministries or departments are advised to bring it to the notice of all their employees that any misuse of LTC will be viewed seriously and the employees will be liable for appropriate action under the rules. 

"In order to keep a check on any kind of misuse of LTC, ministries or departments are advised to randomly get some of the air tickets submitted by the officials verified from the airlines concerned with regard to the actual cost of air travel vis-a-vis the cost indicated on the air tickets submitted by the officials," according to an order issued by the Personnel Ministry.

No proposal to raise, reduce retirement age of government employees': Lok Sabha

New Delhi: There is no proposal to either raise or reduce the retirement age of central government employees from the present 60 years, Lok Sabha was informed Wednesday.
"No, madam," Minister of State in the Prime Minister's Office Jitendra Singh said in his reply to a question on whether government proposes to increase the retirement age of central government employees.
His reply was the same to another part of the question on whether there is a proposal to fix the retirement age at 58 years. In the run up to the Delhi assembly polls, Prime Minister Narendra Modi had on two occasions scoffed at suggestions that his government planned to reduce the retirement age.

Condolence meeting of Late Com. Sanat Nandy held on 10th march’2015.

        Calcutta Postal Club and Postal C-ordination Committee (NFPE) jointly held condolence meeting of Late Com. Sanat Nandy. Com. Bijoy Gopal Sur and Com. Suvash Dasgupta presided over the meeting. He was honoured by all leaders and one minute’s slience was observed at the beginning. In momory of Com. Sanat Nandy, particularly reflecting his organizational activiess in Caluctta Postal Club and Our organization (NFPE), one resolution has been placed by Janardan Majumdar, Secretary, Postal Co-ordination Committee. Then Comrade Paresh Chakraborty, General Secretary, Calcutta Postal Club paid homage to Com. Nandy by brief speech. After that Com. Sushanta Kar, Ex- Secreaty, AIPEU, GR. – “C” RLO, Kollata & member of pensioner Association and com. Gopal Mukherjee Ex-leader of RLO, Kolkata and member of pensioner Association expressed organizational gratitude in Com. Sanat Nandy.
         Finally, Com. Shibsankar Roy, our respected leader deliveres his detailed speech on Com. Sanat Nandy. Actually, both the leaders like Com. S. S. Roy & Com. Sanat Nandy worked together in organizational for a long time. So, recalling the past, he described Com. Sanat Nandy as a good man as well as a good leader.
     Meeting took oath that we will struggle hard to move further taking the doctrine to Com. Sanat Nandy with us for ever.
