No Objection Certificate (NOC) is not required for Govt Employees to Obtain Passport
      The Ministry of External Affairs has recently issued an Office MemorandumNo.VI/401/01/05/2014 making the ‘Prior Intimation Letter’ valid proof like ‘No Objection Certificate (NOC)’ to obtain passport for government employees, public sector undertakings (PSU) employees and autonomous body employees.
      Government employees, who applies for passport with ‘Prior Intimation Letter’, they do not need to police verification.
     The above provision is applied for getting passport only not for VISA, the government employees are required to obtain ‘No Objection Certificate (NOC)’ from their departments concerned for getting VISA from foreign embassies for travelling abroad as per CCS (Conduct) Rules and the instructions have been issued by the Department of Personnel and Training (DoPT) from time to time.


OUR DEMAND FOR HRA ON THE BASIS OF CENSUS 2011-- SUCCESS


 Revision of the classification/upgradation certain cities/towns on the basis of Census-2011 for the purpose of grant of House Rent Allowance and Transport Allowance to Central Government employees
The Union Cabinet has given its approval to the proposal of the Ministry of Finance, Department of Expenditure for reclassification/upgradation of certain cities/towns on the basis of Census-2011, for the purpose of grant of House Rent Allowance (HRA) and Transport Allowance to Central Government employees.
On the basis of the final population figures of Census-2011, two cities have qualified for being upgraded from 'Y' class to 'X' class and 21 cities have qualified for being upgraded from 'Z' to 'Y' class for the purpose of HRA. Six cities have qualified for being upgraded from "Other Places" to specified higher class for the purpose of Transport Allowance.
The revised classification of cities shall take effect from 01.04.2014. The impact on the exchequer on account of upgradation of 29 cities would be approx. Rs.128 crore for the year 2014-15.
In our circle two cities i.e. Durgapur and Siliguri have also upgraded as Y and the Central Govt. employees of said cities should be benefited.

HISTORIC PROGRAM ON 27 – 28 MAY’2015 AT YOGAYOG BHAWAN.
      Red salute to our members / organisers / Branch – Divisional leaders for such a huge gathering. Yesterday nearly 100 comrades stayed at night. Simple imagine. Only NFPE can do it.
       Today more than 1000 members took part in Dharna. What a big rally inside Yogayog Bhawan! One can hardly recall such a big rally in recent days. It’s a new record.
     We (NFPE) are being attacked every where by a section of administration. That’s why are gathering, our rally grows larger and larger.
       Those who are attacking us should take a proper lesson from today’s program of NFPE or we are ready for a befitting organizational reply. This is the message of 2 days’ demonstration.
      Yesterday Com. Shankar Bhattacharjee, Circle Secretary, DAP and today Com. Nirmal Chandra Dey, Circle Secretary, P-IV presided over the meeting. Circle Secretaries and office bearers like, Com. Janardan Majumder, Circle Secretary, P-III, Com. Nirmal Chandra Dey, Circle Secretary, P-IV, Com. Goutam Kundugrami, Circle Secretary, Part time Casual labour, Com. Aparesh Lahiri, Circle Secretary, R-III, Com. Sanjoy Chakraborty, Circle Secretary, R-IV, Com. Sanjib Barua, Circle Secretary, SBCO, Com. Sankar Bhattacharjee, Circle Secretary, DAP, Com. Circle Secretary, P-III delivered their speech on different days. They described the charter of demands and also anti employee role, particularly anti NFPE role of a section of administration at all level. We welcome that our Chief Postmaster General assured as to hold a meeting as soon as possible to discuss in details of the 15 point charter of demands.

PROGRAM OF 22 MAY WAS VERY GOOD, INFACT ENCOURAGING EXCEPT 3/4 BRANCH/DIVISIONS.

      EVERYWHERE THE PROGRAM OF 22 WAS IMPRESSIVE THOSE 3/4 DIVISIONS HELD THE PROGRAM ON NEXT DAY. GOOD PARTICIPATION OF OUR MEMBERS WAS OBSERVED IN MOST OF THE DIVISIONS. IN SOUTH HOOGHLY DIVISIONS WHERE HEAD OF THE DIVISION TOOK ALL OUT EFFORTS TO RESIST THE PROGRAM, IT WAS GRAND SUCCESS. MORE THAN 200 POSTAL EMPLOYEES FROM NEIGHBOURING ZONE TOOK PART IN THE MEETING HELD OUT SIDE THE OFFICE (SERAMPORE HO) TILL LATE EVENING.

     IN NORTH BENGAL/SOUTH BENGAL/KOLKATA REGION, FROM EVERY REGION WE RECEIVED VERY ENCOURAGING MESSAGE/INFORMATION ETC. ON THIS PROGRAM.

      SO OUR MEMBERS/ORGANISORS ARE PREPARED TO FIGHT AGAINST WHIMSICAL/ARROGANT/VINDICTIVE ADMINISTRATION IN THE INTEREST OF OUR DEPARTMENT AS WELL AS OUR BURNING DEMANDS REMAINING UNSETTLED MONTH AFTER MONTH.

      MEETING OF BRANCH/DIVISIONAL SECRETARIES HELD TODAY. CIRCLE OFFICE BEARERS WERE ALSO PRESENT. COM. ASIT DAS PRESIDED OVER THE MEETING. COM. JANARDAN MAJUMDER/COM. NIRMAL CHANDRA DEY/COM.  P.A./S.A.  RECRUITMENT  2014  BATCH  :  POSTAL  DIRECTORATE  SEEKS  REPORT  ON  6-POINTS  FROM  ALL  CIRCLES

     Postal Directorate, New Delhi, during the course of inquiry of recruitment process of the 2014 batch of P.A./S.A., has sought information and report on six points from all Circles (except some states where the recruitment process is already cancelled). The points are as follows :

1.    No. of candidates for which result declared.
2. No. of candidates trained already.
3. No. of candidates undergoing training.
4. No. of candidates who have been issued orders for training but yet to be deputed for training.
5. No. of candidates who have been posted without training.
6. No. of candidates issued with appointment letter.

So far we have learnt, most Circles have sent the report today to New Delhi, the rests are processing and likely to send tomorrow.
We once again appeal to all not to panic or fall victim of rumours. We are trying our best to keep constant watch over the situation and draw the best for all candidates.

[ Please prepare a separate charter of demands exclusively on branch/divisional level demands and submit it to local authority with copies to all Circle Unions, which need not to be sent to respective PMG or Chief PMG. ]

 As per decision of Circle Working Committee meeting dated 19.05.2015, all Circle Office Bearers will take detail account of the program in his/her division as well as in neighbouring divisions and report it to the Circle Secretary.

                                                                                 RESOLUTION

               This demonstration held under the banner of above organization and also under instruction of NFPE & GDS (NFPE), W.B.Circle, expresses deep anguish and resentment against the intolerable administrative apathy towards innumerable types of staff problems and limitless reluctance to settle them despite several requests, negotiations and correspondences followed by series of demonstration at different levels from time to time. Even service-oriented problems are remaining unsettled for long. As a consequence, both the service and the staff have been suffering a lot.
Under this situation, this demonstration strongly protests against present administrative inaction to settle staff problems and vindication to/ victimization of our members in different forms and places / divisions.
Today under the banner of NFPE & GDS(NFPE), we resolve to submit our minimum demands which need to be settled without further delay to avoid continuous and severe trade union action.

                                                                         MINIMUM   DEMANDS

1. Provide proper infrastructure in Post Offices/ RMS/ MMS Offices in the interests of overall Postal Services. Ensure working atmosphere including basic amenities in all post offices.

2. Immediate implementation of Dte’s communication no. 2-53/2011-PCC dated endorsed by CO letter no. EST/b/Z-04/Unions dated 30.01.2015, where in remuneration payable to full time Casual labour (other than temporary status/Part time casual labour/Workers engaged on contingent basis) has been ordered.
 Ensure regular payment of monthly wages and also at the rate fixed by Govt. to DRMs working in different  offices of our Department.

3. Stop favoritism, high-handedness, biased and motivated activity of a section of administration in the name of “administrative interest” during issuance of tenure transfer memo.

4. Stop administrative vindication of our employees/organizers/leadership in the name of disciplinary proceedings, sometimes even violating stipulated rules. Settle all disciplinary cases within timeframe.

5. Ensure Proper infrastructure during implementation and functioning of CBS --- End subsequent worries, miseries and sufferings of our staff and members of public. Provide justified compensation to the employees for detention beyond duty hours for CBS.

6. a) Cancel unilateral and unjustified decision of GM (PAF) reducing no. of PA section and merging of PA (Misc) Section.
     b)  Save DPLI office and maintain status quo in respect of staff strength.

7. Stop the process for issuing MMS schedule frequently and abolition of sections. Replace condemned mail motor vehicles by new ones. Stop harassment to the staff in mail offices in the name of ‘ floor clearance’.

8. Fill up of all vacant posts of Senior Manager, Assistant Manager, Skilled Artisans and Drivers etc in MMS.

9. Award exemplary punishment under existing law to the former officiating ASPOs (HQ). Malda Division, now working in Dinajpur Division for committing sexual harassment. Initiate proper fact-finding inquiry to investigate the written complaint of the bereaved family of Late Arindam Sarkar, deceased staff Kolkata GPO.

10. Fill up all vacant GDS posts. Hold DPC for promotion from GDS/Part time to MTS cadre.         

11. Open a Central Processing Centre at Yogayog Bhawan for smooth PLI/RPLI business also.  
                                                                                                
12. Hold periodical meetings with service unions at all levels regularly and effectively.

13. Settle personal claims, specially medical claims in different divisions. Increase allotment of fund to clear bills/advances in time to support real-time medical need of the staffs.

14. Stoppage of unjustified combined duty in GDS cadre. Arrange to clear retiral benefits to GDS employees on the day of retirement or immediately in case of death in harness. 

15 a) Grant 100% compassionate appointment to the waiting dependants of decease employees in all cadres.
   b) Maintain constant liaison with Postal Directorate so that the present stalemate in case of recruitment in PA/SA cadre under the vacancy 2013-2014 is clinched within a short timeframe and our innocent candidates may join as early as possible. Resume the training which started in different divisions before issuance of Dte instruction dtd 27 April’2015 but unilaterally stopped by West Bengal Circle Office immediately after the instructions.

    Poster for the programs to be observed in all divisions on 22nd May and 27-28th May 2015 at Circle Office on the most prominent demands and pains of our staff-members at this moment. It is being despatched now from Circle Unions. Please circulate, display and popularise the demands.

  Please note it essentially emphasizes on the betterment of postal services like infrastructure, proper management, recruitment (including new PA/SA 2014 batch) etc. and not only on personal staff benefits. Prepare our campaign accordingly, it is a fight to save the existence of our department.

  Former President, AIPEU Gr-C (CHQ) and NFPE, Com. Tamhankar, a smiling presence in all of our programs even years after retirement, we remember you with mournful heart. Hailing from Maharashtra, he became one of the prominent leaders of national level. His contribution in exercising rules of the department among the staff-members and using RTI Act as a device for trade union will be remembered. He left us on 17.05.2015 at 7-30 A.M.

Successful Divisional Conference of Contai Division

The Divisional Conference of all unions under NFPE, in Contai Division successfully held on and from 16th to 17th May’2015 at Jahalda. Nearly 450 members/comrades attended the conference.
After hoisting the Red flag of NFPE & AIPEU and garlanding at the matrys’ column, Conference stared at about 7.30 PM. Member of the presidium were Com. Bikash Chanda, (Gr. “C”), Com. Swapan sit, (P-IV) Com. Jagarnath Samanta,(GDS,NFPE)  and Com. Dipankar Maity, (PWD). Com. Tapan Dasgupta, President, AIPEU, Gr. “C”, West Bengal Circle, inaugurated the conference highlighting the attack of Central Govt. on working class and present tasks there of. Divisional Secretraries of four organization placed report and 11(Eleven) members including 1 (one) female member took part on discussion. Convenor of Jahalda Mahukama 12th July Committee, delivered his speech explaining the attack of neo-liberal economic polices and role of working class. Amongst other speakers, Com. Nirmal Chandra Dey, Circle Secretary, P-IV, Com. Sukumar Bose, Asstt. Circle Secretary, GDS (NFPE), Com. Gouranga Deb Maity, Asstt. General Secretary (CHQ) & Asstt. Circle Secretary, Gr. “C” and Com. Manoj Shaw, Finance Secretary, Gr. “C” were also addressed the conference. Com. Asish Dutta, Secretary, GDS (NFPE) and Com. Ajit Rana, Secretary, Gr. “C” replied the points as raised by our members. A beautiful michil has organized by the contai division on May 17, 2015 before starting the conference.
