Respected sir,

           

                Kindly refer to Dept of Expenditure, Ministry of  Finance, OM F. No.23(4)/E.Coord/202O/I dated 23/3/2020 on the above subject. The basic spirit of the letter is that parttime, DRM and outsourced staff who will not be able to attend office in view of lockdown order regarding Covid-19 prevention, as announced by various State Govt. and finally in general by Central Govt. they shall be treated as on duty during such period of absence and necessary pay/ wages would be paid to them accordingly to avoid their hardship in this crisis.

                In these circumstances, you are requested to pursue so as to implement the above OM in case of our Parttime/ DRM,  outsourced persons working in all Post Offices/ Business Offices/RMS/ MMS offices under West Bengal Circle.

             We hope that as our Circle Head, you will kindly intervene and make the arrangement so that all the low paid parttime, DRM and outsourced staff may get due remuneration at the  present situation.

Respected Sir,

              All the Circle Unions under NFPE & FNPO have already issued a letter to the Chief PMG (copy enclosed as attachment) expressing our anguish and strong resentment over the way of dealing in with the above issue at the level of authorities. And after that we are happy to mention that some effective measures have already been taken in South Bengal Region. But we are experiencing practically no result in North Bengal Region. Rather, it is learnt that the authority in North Bengal Region is taking all out efforts everyday to run all post offices with all staff on the analogy that there is no effect of corona infection in North Bengal Region. And accordingly, SSP/SPOs are exerting tremendous pressure on lower level employees.



            But when the infection has spread across the world as a pandemic, the idea of considering a part of West Bengal an exception takes us by real surprise. In fact it is already confirmed in print and electronic media that already COVID-19 has made its footsteps in North Bengal too and infected person is admitted to North Bengal Medical College Hospital.



            Under this circumstance, we sincerely request you to provide necessary action honouring the basic spirit of Postal Dte. instruction contained in memo no. Z-92011/25/2020-Coord/O&M dated 26.03.2020 to make most important fields of postal services available with minimum staff maintaining roster and ensuring proper sanitization (by providing Personal Protection Equipments by office) with support of pick up and drop transportation. Otherwise if all offices run as usual and anybody on duty gets infected in Post Offices/Admin/RMS offices etc. by corona virus, we would have no option but to bring this to Authority at Highest Level.



           We think you will be wise and considerate enough to remove the anxiety among the employees of North Bengal Region and also to avoid any severe action from the Staff Side.



           A line having action taken will be highly solicited.

Respected sir,
             We, both the above Federations in West Bengal Circle, express the deepest anguish, strongest grievance and resentment of our staff over the attitude and behavior of a section of officers in our circle.
              
            We are seeing that outside, there is no reality and atmosphere at all for the staff to reach and keep all the offices open. Yet, the PMsG, South Bengal and North Bengal Regions, PMG (M&BD) and subsequently some lower level officers are exerting severe pressure and practically threatening all staff under their respective jurisdictions for attending offices at any cost, which is inhuman and draconian at this hour. In our circle, the department has taken no action to provide minimum protection to staff, with some very rare local exceptions. In the name of providing basic and minimum postal service as told by the Postal Directorate, the above officers are pressurizing the staff to keep all offices including B.O.s open and all staff to attend including GDS and contingent-paid workers, without exploring comparatively easy method of running postal services in selected post offices with minimum staff.
             But none of the orders of these officers convey some way out as to how to manage some transport on the road, or how to maintain hygiene and protection in the office and counters as hand wash, sanitizer and masks are practically vanished from the market. With the issue of series of orders daily, staff side would prefer some words of reality on these aspects. Our circle authorities could have taken it up with the State Govt authorities to ensure supply of these items to our staff as they are supposed to provide ‘essential service’. But unfortunately, we are left on our own and probably supposed to provide service keeping ourselves and our families at life risk. We believe that our officers at all levels are really interested to provide service in the circle and hence, it is our humble request to officers at all levels to come down to the field, which will certainly encourage the staff. 
            Otherwise from the staff side, we are communicating you in clear words that if these officers are not restrained from their present activities immediately, our unions will come forward and make steps very shortly towards withdrawal of entire postal services in our circle. Our employees along with their family members are so aggrieved that they are ready to face any kind of consequence for that.
             We hope that as our Circle Head, you will kindly intervene and make them act sensibly and wisely to manage the present crisis.

Respected sir,
             Our unions have noted that since lock down has been imposed and it has been instructed by different authorities to continue basic postal service with skeletal number of staffs, almost every order contains the direction to use hand wash, mask, soap, sanitizer etc. The Control Room of our C.O. has also kept repeating the same words.
             Ironically, the Divisional Heads are also reciprocating the same words in their communications in divisions, while the fact is, these Personal Protection Equipment (PPEs) are practically vanished from the market. So, postal employees are compelled to work without these items, or using their own hard-collected stock which they could have used for their family members. This is pathetic. Question is arising in our minds if this indifference is shown as we are lower level employees only.
            When the Central and the State, both Governments have identified postal service as ‘essential’ and exception from lock down, we don't understand as to why our Circle Office is not directly taking the matter up with the State Govt authorities, obtaining the requirement from the divisions, to supply these PPE items adequately. When these are not available in the market and it is known to everybody, reiterating the direction in every correspondence is nothing but a futile exercise and an effort to shirk responsibility.
            We strongly opine that the administration should take the matter up with the State Govt immediately so that our staffs who are working in post offices risking their lives, feel a little assured. Though we strongly believe that the present situation is not favourable for opening and keeping offices open, this action is required to ensure minimum protection to working staffs. The present action is nothing but transferring responsibility downwards in an insensitive and inhuman way.
             We prefer our circle administration to kindly think over it.

COVID-19 Infection and Situation in Contai Division : Action Requested

Respected sir,
          Your kind attention is invited to an incident of Contai Division.
      A case of COVID-19 infection has been declared today where a
person from Nayabad (adjacent to EM Bypass, Kolkata) got infected
after attending a marriage ceremony at Egra. The ceremonial house is
adjacent to Egra MDG and concerened Beat Postman visited that house
during the ceremony day on 16.03.2020 for delivering eMO.
          The matter has now been intimated to the SPOs, Contai
Division and all staffs want to go to quarantine and the office should
also be closed down immediately.
          The Circle Unions hold that this is the inevitable
consequence of what the department has decided, exposing all staffs to
life threat. The department has miserably failed from the beginning to
provide any Personal Protection Equipment (PPE) in Post office/ RMS/
MMS offices at entry points and has no clue as to how to maintain
social distancing among the customers in the counter.
         Our authority should take a note that our ground level staffs
are the only people who are exposed to the threat without any
protection. We found no other department like ours, rendering
'emergency services', acting almost indifferently to save the lives of
its own staffs.
         Taking lessons from the attitude of some officers in
different regions including RMS/MMS, we are to communicate that if one
single postal employee who is put to work gets infected by corona
virus didease, our administration will be solely responsible and our
organisation will not fail to decide steps to save the lives of
helpless and unprotected postal employees.

Respected sir,
         We have gone through the C.O. order contained in memo no. Control Room-2020/1 dated 25.03.2020, coordinating among the regions and different authorities. 
         However, this is for your kind information that after issuing the order, in some divisions, mainly in South Bengal Region, such orders are issued in the name of continuing service, which is like declaring war against the staffs and even is not in conformity with the Dte. instruction dated 24.03.2020. It is to mention here that in earlier meetings you told us that no staff would be pressurized. But the PMG(M&BD) is simply pressurizing our staffs with the saying "you have to attend office at any cost". 
         We fail to understand as when there is a complete lock down outside and not a single transport is available on the road as per the decision of the Government, how it could be possible by all staffs to attend office "at any cost". There is no reality  and atmosphere in which our staffs could attend office without fail. We wonder to note that our officers of apex level  are in state of denial of the reality and are pressurizing even in this situation.  
           Furthermore, it is in total contradiction of the flexibility and spirit shown in the DoPT memo no. 11013/9/2014 -Estt.(A-III) dated 25.03.2020 in case of all Ministries in New Delhi having emergency services.
           In this situation, we sincerely request you to kindly restrain the authorities from such over-enthusiastic activities and act sensibly, otherwise the situation would aggravate, which is not desirable.
