Dear Comrades,

2.     Circle Unions will function round the clock from night of 11.02.2014 and continue till end of Strike. All the Branch / Divisional Unions will ensure constant touch with their respective Circle Union. Control unit as per local convenience is also to be maintained at Branch / Divisional level.
3.     All who are in-charge of office and Joint Custodian should keep the keys with them. However if the Department wants surrender of those keys, the same should be done on proper a quittance.

4.     The Department through field officers may ask each employee to submit a declaration to state whether he / she is going to participate in the Strike or not. The declaration be returned to the Head of the Office with a statement of the concerned official that I will act as per the directive / decision of my service union like NFPE as well as Confederation.

5.      Entire Leadership should not behave as if days of strike are holidays. They have to take decision based on reality or after necessary discussions with respective Circle Union. With courage. passion and conviction we have try at our level best so that we may conduct Strike most successfully avoiding untoward incidents which may come from different outside corners/forces.

6.     All rumors through media / Press / Interested quarters be ignored and nobody should believe such news unless it is verified from respective Circle Union / CHQ / Federations.

7.     This is the unanimous decision of all the Circle Unions that at Branch / Divisional level  based on reality, the local head ( like Chief Postmaster / Sr. Postmaster / SP / SSP ) should enter in his / her office. In RO / CO, Officers from Director and above may enter in his / her office.
