DEVELOPMENT IN IMPLEMENTATION OF MACP IN WEST BENGAL CIRCLE
The NFPE Group of Circle Unions have placed the issue of implementation of MACP as one of the most important agenda in the Four-Monthly Meeting with the Chief PMG on 19.7.2010.
One of the major obstacles of granting promotion to us under MACP was the gross misinterpretation by a group of officers of the Circle Office, who held that as the concept of Grade Pay was not there before the Sixth Pay Commission, one needs to stay in a particular Pay Band for at least 10 years to get the first ACP promotion. In other words, none will get promotion before 01.01.2016 (as Pay Band has been introduced from 01.01.2006). Circle Office made a request for clarification in this regard from the Directorate.
We have cited numerous instances from other Circles where ACP promotions have been granted and all other arguments those proved the stand of the West Bengal Circle Office futile. The clarification has also arrived from Dte. holding our points correct. So, now there is no place to further delay in according the approvals by the C.O. to the units like Kolkata G.P.O. & Barabazar H.O.
As implementing MACP requires clearance of TBOP / BCR promotions upto 31.08.2008 and many divisions are trailing behind that target, we request all our Branch / Secretaries to take up the matter with local administrative heads and pursue an expedited action in a time-bound manner. Please intimate Circle Unions in details if any reluctance is noted.
Regarding North Bengal Region, the problem is having an officer with Rs.5400/- Grade Pay in the committee. In the entire region, only the Divisional Head of Jalpaiguri is such an officer, apart from the rank of DPS / PMG. The Chief PMG has agreed to our request that both the SPOs, Jalpaiguri Division and the DPS will be engaged in the committee to expedite the process in North Bengal Divisions.
