MEMBERSHIP  VERIFICATION : DIRECTION  OF CIRCLE  UNION  

    We are sure that our organisers in all divisions and units have already completed collecting signed membership forms from our members and would-be members. But as the last date has been extended by the Directorate till 06.08.2015, the Circle Unions advise our comrades not to submit the forms now and hold till as close as possible to the last date. We would rather utilise this extended period of time to increase our membership even more by additional drives to those who still remain distant from NFPE for different reasons.

     We firmly believe that in present crisis, if the actual scenario and our role is properly explained to everyone, none could stay away from us. Let us devote ourselves in that task, and at the same time, please maintain close contacts with our members. We need to remain absolutely serious in this highest responsibility in the organisation and none or nothing should be taken for granted. Let NFPE be the winner again.

Divisional Conference of Central Kolkata Dn. ------ great and inspiring success.
     Divisional Conference of AIPEU, Gr. “C” and Postmen & MTS, Central Kolkata Division was held successfully on 21st June’2015. The joint open session was held at Auditorium hall, Yogayog Bhawan. Com. Sukanta Goswami and Com. Birbal Munshi presided over the open session. Com. Tapan Dasgupta, President, Gr. “C” Circle union inaugurated the open session highlighting the attack of Central Govt. on working class and present tasks there of. More than 400 members including nearly 75 lady members took part in the conference.
     The delegate session of each union was held separately. From Circle Unions and neighbouring divisions Com. Somnath Goswami, Com. Gouranga Deb Maity, Com. Nirmal Dey, Com. Sanjib Barua, Com. Sukumar Mondal, Com. Manas Khatua, Com, Manoj Shaw, Com. Jayanta Malakar and Com. Ranjan Malakar were present in the conference. Com. Nirmal Dey, Com. Sukumar Mondal, Com. Manas Khatua, Com. Janardan Majumder, Com. Sanjib Barua & Com. Manoj Shaw also addressed the conference.
     Com. Lalbahadur Patra, Com. Dipak Basak & others placed the report. In both the conference nearly 10 comrades took part in discussion. Com. Lalbahadur Patra, Secretary, Gr.-C and Com. Dipak Basak, Secretary, Postmen & MTS summed up on the points raised by the delegates.

      Com. Kalyan Mukherjee, Com. Dipak Basak, and Com. Arun Das were elected unanimously as president, Secretary and treasurer respectively from Postmen & MTS Conference. Com. Asish Barua, Com. Lalbahadur Patra and Com. Kalyan Chatterjee elected as President, Secretary and Financial Secretary respectively from Gr.-C conference. 






















Extended Circle Working Committee Meeting of AIPEU, Group C, West Bengal Circle will be held on 11th July 2015 at Tarapada Memorial Hall

     The next session of the class on disciplinary proceedings and Defence is scheduled to be held on 26th July 2015, Sunday, at Tarapada Memorial Hall.  This will be in the form of extended session of Circle Defence Sub-Committee. Group-C Circle Union is arranging the class with the guidance of Com. Shibsankar Roy. In this session, mock Rule-14 boards will be set up and hearing will be conducted with experienced comrades as I.O. & P.O. Participant comrades will be trained as the Defence Assistant through the hearing. A few original Rule-14 cases issued by the department will be used for the training. This will be a whole day session starting at 10 A.M. sharp,  and may extend till late evening. Night stay will be arranged for participants if requested in advance.

    Comrades are requested to book tickets in advance. Early leaving will not be permissible. Divl Secretaries are requested to depute only serious and willing comrades who are already acting or intending to act as Defence Assistants on behalf of our union. Please intimate the number of participants in advance.

HOLD  DEMONSTRATION  IN  ALL DIVISIONS   ON  TODAY / TOMORROW  AGAINST  THE  CONSPIRACY  AND  ACTIVITIES  OF  SSPOs,  SOUTH  HOOGHLY  DIVISION  AGAINST  NFPE ---- ADOPT  &  SEND  RESOLUTION

      We have already apprised our comrades of the biased, vindictive and autocratic attitude and activities of Sri Bidhan Chandra Das, SSPOs, South Hooghly Division. He is now playing the role of mentor and spokesman of FNPO unions in that division and openly advocating for their membership by all means possible. Huge numbers of charge sheet under Rule-16 & 14, FR-17(A) have been issued against our members on flimsy grounds. One comrade has been charge sheeted only for seeking information under RTI Act 2005, and the punishment order (recovery @Rs.33000/- each month for 5 months, while his gross pay is Rs.28000/- p.m.) has been challenged at High Court by our comrade.

        This person is entirely communal. For the first time we are watching a communal person in the chair of a divisional head openly blurting hatred to some selected religions and condemning gods/gurus of personal beliefs.

         Taking the advantage of the time of membership verification, he has unleashed severe attack on NFPE members. Our members have been approached to change membership to get relief, to avoid charge sheet or distant transfer. Some transfer orders have been challenged at court.  

         Circle Unions already reported the regional administration, but so far there is no visible action. As it is now the question of protecting our members and strength of the union at South Hooghly division, we cannot wait any more. We have issued a letter to the Chief PMG allowing 48 hours of time to transfer him from Serampore, and that too, not to any post of independent charge. We have also written to Com. Parashar, General Secretary, Group-C (CHQ), to take up the matter with Directorate. Both the letters are given below, comrades are requested to go through them minutely. 

      Now that he has declared war against NFPE, entire NFPE in West Bengal has decided to teach him a lesson of lifetime. If the C.O. fails to transfer him immediately, comrades, be prepared for the movement of strongest intensity in recent times. We cannot let one arrogant, law-ignoring officer humiliate and put NFPE down in West Bengal and tolerate suffering of our comrades endlessly.  This person is a shame on the face of our department.

         Therefore, all of you are requested to hold a lunch-hour demonstration in all divisions today or tomorrow and send the resolution (text given below the letters) to the Chief PMG and PMG, South Bengal Region through fax and by post. Campaign vigorously and use this program as the preparation for a huge consolidated fight against this officer and his patrons.   




Resolution  dated               
       This joint demonstration of NFPE Group of Unions, ........... Divisional branch/unit unequivocally condemns the communal, biased, vindictive actions of the present SSPOs, South Hooghly Division. It is evident to this demonstration that he is abusing the scope of his chair to satisfy ulterior motive and maligned the dignity of his post. Therefore, this demonstration resolves to demand the following for immediate implementation :
  1. Transfer the present SSPOs, South Hooghly Division immediately.
  2. He must not be transferred to any post involving independent charge.
  3. All the punishments and proceedings under Rule-14/16, FR-17(A) awarded/initiated/contemplated by him must be withdrawn unconditionally.
  4. An impartial probe/inquiry should be conducted by an appropriate third party against the communal behaviours and comments by this officer to instigate communal disturbance.
      Delay in implementation of the above demands will invite severe trade union movement without further notice and administration will remain responsible for all probable dislocation.

UPDATE  ON  P.A./S.A.  APPOINTMENT  2014  BATCH 

     As a part of our continuous efforts to clinch the issue of halt imposed by the department on the process of appointment of Postal/Sorting Assistants 2014 batch, we have an update from our All India Union (Central Headquarters), New Delhi, yesterday. According to sources, order having the decision regarding the appointment may be issued by the Postal Directorate very shortly. 

     We are in touch with the All India Union and will notify in this blog as soon as any news reaches. We request all to please avert rumours and wait for authentic news to come. All candidates are requested to keep contact with Divisional Secretaries.

   Comrades Janardan Majumder, Asit Das and Manoj Shaw have been to the residence of Comrade Parthasarathi Das, fomer Circle President, Group-C, yesterday to meet him. He has been unwell in recent times due to different physical ailments. 

     Com. Partha da has always been an inspiration to all of our organisers for his sacrifice, uncompromising loyalty to our idealism and class awareness. He has been an ideal teacher for young and new activists of NFPE to learn the feeling towards the organisation and the working class. Though retired and mostly home-bound for unfitness, he still closely keeps all organisational news updated. 

    Com. Partha da has wished success for our organisation in the present time of crisis. On behalf of all comrades, we feel greatly honoured having his wishes and also wish that he recovers from all ailments early.

MEMBERSHIP  VERIFICATION  2015 : ALL  DIVISIONAL  SECRETARIES/ACTIVISTS  ATTENTION  PLEASE
  
   All of our divisional leaders are already aware of the notification of Postal Directorate issued regarding fresh membership verification. We know that already you have distributed the new membership form to every corner of your respective divisions. Links to both the notification and authorisation form have been given in our Group-C (CHQ) and NFPE blogs.

     Circle Union would like to request you all to pay attention and keep the following salient features in mind during conducting the process of this most serious work.
  1. This notification is issued for verification of departmental employees only, not for GDS. Every employee, new or old, has to sign fresh authorisation form with the initial of Director (SR&Legal) as given in CHQ/Federation website. Please do not try to prepare or print separate form.
  2. This verification will be valid for next 5 years, i.e., for next five years only new members [on new recruitment (outsider/departmental) or upon change from other unions] have to sign. So, now each and every member/intending member has to sign.
  3. All forms are to be submitted under receipt through a list in triplicate and a forwarding letter only to the Divisional Head (and nobody else) by 6th July 2015 . Please note that you (authorised office bearer) need to sign each page of the list.
  4. Divl Head will scrutinise the forms and compare them with the list IN PRESENCE OF ONE REPRESENTATIVE FROM EACH UNION. After scrutiny, the list has to be displayed by Divl Head on the notice board on 7th & 8th July 2015.
  5. Any employee having his/her name in more than one unions' lists, may represent to Divl Head by 15th July 2015, if any union has submitted false membership form in his/her name.
  6. Divl Head has to consider and dispose all such representation by 17th July 2015. After that, he/she will return one set of the list to the union duly acknowledging the receipt of two sets of lists along with authorisation (membership) forms.
  7. These lists and forms will then be supplied by Divl Head to the D.D.O. (Head/Senior/Chief Postmaster of concerned H.O.) for starting deduction of subscription from the salary for the month of July 2015, i.e., payment to be made on 31.07.2015.
            These are the most important points of the notification dated 09.06.2015 and our guideline. Please be vigilant that the above dates are maintained scrupulously by all Divl Authorities without any deviation. There are other details also regarding dealing with complaint of fake authorisation form, genuine signature to more than one union, remittance of subscription and preparing some reports etc., which you may obtain by reading it thoroughly. In case of any complication/complaint/clarification, please contact Circle Union immediately.

     Now our task is, needless to say, to jump into action right now. Please remember that the more number of employees gathered under the banner of NFPE, the more power of bargaining with administration we hold. So please enrich and devise yourselves by recollecting the sacrifices, struggles and achievements of our organisation for years together, for which the entire Postal fraternity chose us all over India to remain the largest and the most trusted organisation ever. Let us grow now even stronger than ever.

The last date for submission of authorization letters by the Union has been fixed as on or before 06.07.2015. It should be sent to the Divisional Heads. The Form for this verification is furnished. Please download.

While obtaining option and forwarding to Divisional head, please ensure that the name of the Union be mentioned as "our original name of union".
All Divisional/Branch Secretaries are requested to act swiftly at once and enroll full membership. Please explain and appraise in person to all the newly recruited comrades that issuing authorization letter in favour of more than one union shall be avoided.
