One-Liners
  1.  An amendment has been notified in gazette to the CCS (Leave) Rules 1972 by DoPT. Please see the Federation/CHQ blog for details and save a copy. This is regarding admissibility of maximum period of leave.
  2. South Hooghly Divisional Unions  have decided to hold their Study Camp on departmental rules and disciplinary proceedings on 15th April 2012. 
  3. A meeting of the Circle Union's Sub-Committee of Postmaster cadre will be declared shortly. The committee presently have 9 members ---- Coms. Avijit Kundu (Barasat Divn), Arani Bhattacharya (Howrah), Sourav Bhuniya (East Kolkata), Munshi Sirajul Islam (Central Kolkata), Kajal Mukherjee (South Hooghly), Partha Ghosh (North Presidency), Pranata Bag (Nadia South), Dibakar Chowdhury (Dinajpur) and Niranjan Roy (Coochbehar).

    HOWRAH  DIVISIONAL  UNIONS  HALT  ADMINISTRATIVE  EFFORT  TO  OPEN  FRANCHISEE  OUTLETS 
          The administrative efforts are continuing to open Franchisee Outlets in different parts of West Bengal. After divisions in North Bengal Region, effort has been initiated to open two outlets in Howrah Division, one each in pincode areas of Howrah-1 and Howrah-2.   
         Divisional Unions of Howrah protested instantly and hugely today before the divisional administration. Due to their timely reaction, the effort has been put to a halt. 
          It requires mentioning that recently Circle Unions have written twice to the Circle Head reiterating the stand of NFPE against expansion of postal service in this fashion by inviting private players slowly. It was one of the strike demands also by the Postal JCA. The Circle Administration has communicated us that it is being done due to the pressure of the Postal Directorate, but we also replied that in yesteryears also, the decision and policies were there, but due to ground reality and severe staff-sentiment against this scheme, West Bengal Circle Administration pragmatically decided not to pursue its implementation and the cordial relation between the administration and the staff-side continued.
           Please recall that we are against Franchisee Outlets because it opens up our business to private parties slowly and silently. The license fee is nominal. More so, attracting unemployed youth to it at a meager wage is another shape of exploitation. Why not rather go for opening Sub or Branch post offices where these youth can get a job with minimum social honour and prospect? We are, on principle, against this scheme and ready to stop it by any means.
           We congratulate member of Howrah division for their sensible movement even in absence of Group-C divisional secretary and request all of our divisional unions to react instantly and obstruct such effort wherever and whenever it is noticed and to contact Circle Unions immediately.

    COM. BALINDRA NATH ROY,  PART-TIME  NIGHTGUARD,  DOMOHANI  S.O.  (JALPAIGURI  DIVISION)  AND  DIVISIONAL  PRESIDENT,  POSTAL  WORKERS'  UNION, SHOT  DEAD 

       Com. Balindranath Roy, Part-Time Night Guard of Domohani S.O. was shot dead by a gang of armed dacoits last night, after a vain attempt to loot the cash and valuables of the office. 
        Com. Roy was on duty as usual last night, when the gang broke into the office. Despite several attempts they could not budge the lock of the Godrej Defender Safe of the office. It appeared that at the time of their frustrated departure, the armed miscreants shot Com. Roy on his forehead, which caused a fatal injury to bleed him to death.
        Alongwith his service as a Part-time employee, he was closely associated with our organisation from the very beginning and held the responsibility of the President of the Postal Workers' Union, Jalpaiguri Division. His sudden death will cost a lot to the movement of the downtrodden Part-time workers of the division.
       Com. Roy is survived by his ailing wife, two married daughters and an unemployed son, who passed the Madhyamik (10th). The family was in stringent financial condition, without any land or property.
      Circle Unions deeply mourns the demise of Com. Roy and acknowledges his ultimate sacrifice for the department. This incident has once again pointed out the insecurity of Postal staffs holding the responsibility of huge Govt cash. In no other Govt department staffs are left with so much Govt property with absolutely no arrangement of security. We are looking forward to see in what shape the department acknowledges the sacrifice of Com. Roy. Circle Union has already contacted the Regional and Circle Administration to explore relief to the bereaved family. A sum of Rs.7000/- has already been approved from Circle Welfare Fund. 
         Circle Unions request all Branch & divl Unions to wear Black Badge in condolence tomorrow or on the day after tomorrow and display posters on Notice Boards and offices demanding arrest and punishment of the murderers. Some more organisational decision will be declared shortly.

    A  PACEMAKER  IS  AVAILABLE  FOR  FINANCIALLY  DISTRESSED  HEART-PATIENT --- PLEASE  ANNOUNCE  WIDELY  IN  ALL  OFFICES 
          Com. Amit Das, P.A., Writers' Building S.O., Central Kolkata Division, appeals to all comrades to inform that a high-quality dual-chamber pacemaker (DDDR) was installed in his father's heart on 08.01.2012. But unfortunately, his father, Late Arun Kr. Das, had died on 25.01.2012. The cardiac surgeon and the pacemaker company (St. Jude Medical, Sweden) investigated the condition of the pacemaker, sterilised and sealed it, and informed that it is totally safe and in usable condition. 
             Com. Amit now wishes to donate it to any heart-patient who requires it but could not afford to purchase it (it is a high-cost one), which could be a life-saver. The Circle Union urges to all our leaders, members and colleagues, whoever goes through this blog, to widely spread the news of this rarest opportunity and search out a financially-distressed patient in need. 
             We would be very happy if this could be provided to any of our low-paid staff like Part-Time and GDS or their families. But the pleasure is no less even if the patient is not our member or even not our staff. Please take utmost effort to this noble cause irrespective of choice, caste or creed. You also have an additional responsibility to clear any doubt or taboo, if the patient or his/her family have any, regarding the re-use. We have consulted cardiologist, and there is nothing as priceless as a life.

    NORTH  BENGAL  DIVISIONS  HOLD  DEMONSTRATION  AGAINST  FRANCHISEE  OUTLETS : CIRCLE  UNIONS  WROTE  TO  CIRCLE  HEAD  IN  PROTEST 
        Despite repeated communication of the stand of NFPE Group of Unions to the administration regarding outsourcing of Postal functioning like Franchisee Outlets, the North Bengal Regional Administration has taken up efforts to open such outlets in the NB divisions. Notifications have been published in local newspapers, divisional heads are also actively pursuing this scheme, which is nothing but expansion of postal service in privatised shape.
        All divisions in North Bengal Region have staged demonstration today at divl headquarters and sent savingrams to C.O. & R.O. against implementation of this scheme. The Circle Unions have written to the Chief Postmaster General, with a copy to the PMG (NB & Sikkim Region), requesting to halt further advancement. 
        All divisional secretaries in West Bengal Circle are requested to communicate the news widely and prepare to build up movement on urgent call on this issue. It is our responsibility to save our establishment, while the Govt itself is trying to destroy it.

    ORDER  RELEASED  FOR  ADVANCING  INCREMENT  TO  JANUARY 2006  FOR  EMPLOYEES  HAVING  INCREMENT  FROM  FEBRUARY  TO  JUNE  IN  PRE-REVISED  SCALE

    Subject:— Central Civil Services (Revised Pay) Rules, 2008 — Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.
    In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules,  2008, there will be a uniform date of annual increment, viz. 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July  will be eligible to be granted the increment. The first increment after fixation of pay on  1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

    2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June  during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.
    3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under  Rule 10 of these Rules, those central government employees who were due to get their  annual increment between February to June during 2006 may be granted one increment  on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get  the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.
    4, In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

       Finance Ministry has released the above order for grant of one increment on 01.01.2006 in pre-revised scale of pay for Central Govt employees whose increment date was between February to June 2006. These employees were deprived from getting increment for more than one year due to discriminatory recommendation and implementation of the 6th CPC. The staff side has been fighting for long in the National Anomaly Committee to bring justice to us on this issue. The Departmental order is expected to follow soon.
            We congratulate the leaders of the staff-side for their consistent and sincere efforts.

    ALL  Gr-C  DIVL  SECRETARIES  TO  SEEK  INFORMATION  FROM  UNIT/DIVL  HEADS  ON  P.A. RECRUITMENT  UNDER  RTI ACT 2005  
        Comrades are well aware that due to administrative inefficiency, we have lost many P.A. vacancies in all divisions since the year 2000. Moreover, due to wrong format of vacancy statement circulated by the C.O., the vacancy of retired, deceased, dismissed, promoted officials and surplus posts diverted from other divisions could not be reflected in the vacancy statement. As a result, existing P.A.s are suffering increased workload day by day, but the administration is totally reluctant and careless. They feel cozy to pressurise us more because this wrong calculation did not affect them. We and our families suffered the entire heat. 
         The Circle Union, in consultation with the CHQ, is now requesting all divisional secretaries to seek information under RTI Act 2005 from all Unit/ Divl Heads in the following format within 20th March 2012, so that we get the information within a month, or, on expiry of 30 days we shall approach the CIC, New Delhi directly. For our own security and to thrash the administrative reluctance and inefficiency in this issue, let us file the RTI immediately and follow up the process of reply within prescribed time limit (30 days).

    COM.  NAREN  HALDER,  SECRETARY,  P-IV, NADIA  SOUTH DIVISION,  PASSES  AWAY 

       Comrade Narendranath Halder, Divisional Secretary, Postmen & MSE/Gr-D union, Nadia South Division, has passed away on 15th evening following a brief treatment after repeated cardiac arrests.
         Com. Narenda, born on 1st January 1956, entered the department in GDS cadre in undivided Nadia division in the year 1979. He hailed from a indigent family but acquired expertise in English on own effort to get promoted to Postmen cadre in 1988. Being a comrade dedicated to our ideology and committed to our organisation, he took part in several Circle & All India level programs. He took the charge of Offg. Divl Secretary of P-IV in 2010 and was re-elected in 2011. In 2011 Indore AIC of P-IV, he boldly deliberated as first speaker from West Bengal Circle. He took up a great responsibility while conducting our last Circle Conference at Kalyani. 
         As his last program, he participated in the Study Camp of Kolkata GPO on 10-11 March 2012. He was taken to Kalyani Gandhi Hospital after sustaining a heart attack at home on 14th and was recovering there, but another massive attack on 15th evening, put a premature halt to his contributions to the class struggle. He was survived by his aged parents, wife and two sons.
        West Bengal Circle Unions mourn the demise of our Narenda and the great loss to the organisation and conveys condolences to the bereaved family and comrades. Let us bear his baton ahead.

    CG  EMPLOYEES  TO  GET  MEDICAL  REIMBURSEMENT  FOR  IVF  TREATMENT 
       Order has been released by the Ministry of Health & Family Welfare that both the CGHS beneficiaries and beneficiaries under CS (MA) Rules 1944 will get medical reimbursement for In-Vitro Fertilisation (Test Tube Baby) of an amount not exceeding Rs.65,000/- or the actual cost, whichever is lower.
         The order has been released vide their no. Z.15025/5/2011-CGHS III/CGHS (P) dated 22.11.2011, circulated under Postal Dte. no. 6-1/2012-Medical dated 30.01.2012 and West Bengal C.O. no. A&P/A/M-1/Ruling/Part-IV dated 24.02.2012 (as Standard Circulation List no. 1). The order is effective from the date of issue.
             The main conditions for such reimbursement are:
    • Prior permission to be obtained on the basis of recommendation for such procedure by Head of Department of Gynaecology & Obstetrics of a Govt. Medical Institution. Permission will be one time for three fresh cycles.
    •  IVF procedure may be allowed, on case to case basis, in private hospital if it is registered with the State/Central Govt and has the necessary facilities, notwithstanding the clause of recommendation in above point.
    • There should be clear evidence of failure of conventional treatment before IVF.
    • The age of women undergoing IVF should be below 39 years.

    SEMINAR & CIRCLE  STUDY  CAMP:
    OUR  COMRADES  HAVE  MADE  IT  HISTORIC

    The Seminar and the Circle Study Camp on Disciplinary & other Rules completed successfully with avid participation of the delegates.

      The program started with hoisting of NFPE flag by Com. Tapan Dasgupta, Gr-C Circle President and garlanding the martyr's column.
       After a brief inauguration by Com. Shib Sankar Roy, Jt. Convener, 12th July Committee, ex-Circle Secretary Gr-C & ex-AGS(CHQ) and our teacher, video clips were shown having observations of Smt. Manjula Parashar, Secretary(Posts), Sri Kapil Sibal, Minister of Communication & IT, Sri Sachin Pilot, Minister of State and Sri Samir Kochar, a prominent businessperson speaking on the situation of India Post in the Round Table on National Postal Policy in New Delhi on 1st February last.
       This was followed by the Seminar on 'India Post: Present Scenario, challenges & our tasks' by Smt. Sharda Sampath, Hon'ble Postmaster General, Kolkata Region. Through PowerPoint slides she discussed the present situation of deep trouble and the struggle of India Post to hold and enhance the social relevance once it had.
         Com. K.V.Sridharan, G.S. Gr-C(CHQ) then took over to present the first item of the Study Camp --- 'How to present cases before the administration citing Rules', with an excellent PowerPoint presentation. 
    The next subject was much awaited. Com. Shib Sankar Roy took the class on 'Disciplinary Proceedings and the Role of Defence Assistant'. He also prepared a brief yet effective note in Bengali on the subject which was distributed among the delegates. The subject was explained drawing reference to real-life cases supplied to the delegates also. Com. Rabindralal Bhattacharya, ex-Deputy Secretary General of NFPE and our teacher, subsequently made the discussion more lively citing different incidents from his 50-years experience over the matter. Interactions and a set of Q & A on CCS(CCA) & Conduct Rules were followed next.
           The next class was taken by Com. Gouranga Deb Maity, Asstt. Circle Secretary & AGS (CHQ) on 'RTI Act 2005: A Tool for Trade Unionists'. Com. Maity explained the procedure & advantages of seeking information under this Act. The scope for the Trade Union leaders is huge if this is used against the administration, especially against the corrupt and reluctant parts of the administration which acts against the interest and welfare of general staffs. 
         The house was adjourned with placement of the work paper by the Circle Secretaries and distribution of subjects of Group Discussions.

          The session started with presentation of the Groups on the subject given overnight. Com. Sridharan explained each issue with reference to relevant rules and guided the discussion.
           Then Com. I.S.Dabas, General Secretary Postmen & Gr-D/MSE (CHQ) deliberated on 'The Problems of Postmen/Gr-D & the Rules covering delivery system, duties of overseers & Gr-D'.
           Simultaneously. a meeting with the comrades of Postmaster Cadre also took place in another room. Circle leadership and Com. Sridharan were present and took part in the discussion on their unique problems and career prospects. To pursue and resolve their problem in this Circle effectively, a Circle Sub-Committee of 9 comrades was constituted (separate news will be blogged shortly).
       The joint session resumed again with Com. Sridharan presenting GDS Rulings with another attractive PowerPoint presentation. This session covered both GDS Conduct & Engagement Rules and B.O.Rules. Then the final subject ---- Contributory Negligence' was taken by Com. K.V.Sridharan. With the aid of aptly prepared PowerPoint presentation, the G.S. made the complicated issue simple and catchy. 
                 Our participants (159) have given us honest feedbacks with their appreciation, suggestions and commitments to propagate this cultivation upto divisional levels. All comrades were given many sets of Questions & Answers both in Bengali & English, an 88-page study material, all the Q & As, all PowerPoint presentations are available with Circle Union (actually there were two more presentations on Disciplinary Rules & History of P&T Movement in India. A very important document having Vigilance Guidelines of the Postal Directorate is with us, which Com. Sridharan had shown and talked about.

              Circle Unions expect that the Divisions will feel more confident operating the organisation and this program will be observed in all divisions in due course. Let us work together and explore new avenues to build up a stronger organisation.

    CIRCLE  STUDY  CAMP  : DIVISIONS  PLEASE  NOTE  THE  GROUPS  FOR  GROUP-DISCUSSION

    The Branch Unions of Kolkata GPO are fully prepared for the seminar and Circle Study Camp. Com. K.V.Sridharan is arriving on 9th evening, Com. Dabas on the next morning. 
       GPO comrades have arranged comfortable place for stay and the sessions. The sessions will be conducted in the auditorium (room in the photo), decorated with white boards, permanent speaker system and projector.  A PowerPoint presentation will be shown on disciplinary rules. Another video will also be shown on the National Postal Policy.

    Participants will be having following documents:
    1. An 88-page study material (book), questionnaires on CCS (CCA) & CCS (Conduct) Rules, questionnaire on staff-matters (these all are contributions of Gr-C CHQ Team);
    2. Questionnaire on Postmen & Gr-D/MTS, questionnaire on GDS Rules;
    3. A Note prepared in Bengali by Com. Shib Sankar Roy on Disciplinary Proceedings;
    4. A collection of solutions to everyday computer-problems in our offices (prepared by Com. Jayanta Chandra, Howrah Divn)
    5. Two Rule-16 disciplinary cases as models (item no. 4 & 5 --- one set per division). 
    6. A Review of the 28th February strike, with incidents of attacks on our comrades, will be given to all comrades.

              All comrades are needed to fill up a credential form on arrival, deposit delegate fees of Rs.250/- each and to fill up a feedback form before leaving. Participants are requested to come with preparation for a tight schedule and discipline. None is allowed to leave for the night, as the first day session is expected to continue till midnight. Secretaries will also have to participate in the strike review.
