ALL  Gr-C  DIVL  SECRETARIES  TO  SEEK  INFORMATION  FROM  UNIT/DIVL  HEADS  ON  P.A. RECRUITMENT  UNDER  RTI ACT 2005  
    Comrades are well aware that due to administrative inefficiency, we have lost many P.A. vacancies in all divisions since the year 2000. Moreover, due to wrong format of vacancy statement circulated by the C.O., the vacancy of retired, deceased, dismissed, promoted officials and surplus posts diverted from other divisions could not be reflected in the vacancy statement. As a result, existing P.A.s are suffering increased workload day by day, but the administration is totally reluctant and careless. They feel cozy to pressurise us more because this wrong calculation did not affect them. We and our families suffered the entire heat. 
     The Circle Union, in consultation with the CHQ, is now requesting all divisional secretaries to seek information under RTI Act 2005 from all Unit/ Divl Heads in the following format within 20th March 2012, so that we get the information within a month, or, on expiry of 30 days we shall approach the CIC, New Delhi directly. For our own security and to thrash the administrative reluctance and inefficiency in this issue, let us file the RTI immediately and follow up the process of reply within prescribed time limit (30 days).

Questions to be Submitted
Please supply the following information in respect of P.A. cadre for each year from 2000 to 2011 (items 1 to 6) and item no. 7.

1.     No. of vacancy in PA cadre declared in notification of Direct Recruitment Quota.
2.     No. of vacancy in PA cadre declared in notification of Departmental Quota.
3.     No. of P.A. posts filled up in Departmental Quota. 

4.     a) No. of compulsory retirement/ dismissal & removal from service/death in       harness.
    b) No. of such vacancies reflected in that year’s vacancy statement.

5.     a) No. of posts vacated due to resignation/promotion (IP/LSG/HSG/Rule-38)
     b) No. of such vacancies reflected in that year’s vacancy statement.

6.     a) No. of posts diverted from other divisions.
    b) No. of such vacancies reflected in that year’s vacancy statement.

7.     a) How many posts of LSG are managed by officiating arrangement as on                  01.01.2012.
    b) How many posts of HSG-II are managed by officiating arrangement as on 01.01.2012.
    c) How many posts of HSG-I are managed by officiating arrangement as on 01.01.2012.

       Please submit the fees of Rs.10/- at MPCM counter as UCR with the reason 'Fees for RTI Act', fill up the form (available at Complaints Branch of every Divl Office) & submit the query with the original UCR Receipt (retain xerox and receipted copies). You can also submit it in plain paper. Please sign your name with organisational designation (Secretary, AIPEU Gr-C, ....... Branch/Division). Address the Unit/ Divl Head with his designation and also as 'CPIO' (Central Public Information Officer). Please do not get confused if any local officer tries to convince you that unions cannot file RTI, we have learnt some of them discouraging RTI this way, but rest assured, they are bound to supply information to unions as per the Act.
