   A resolution should be placed and adopted from tomorrow's demonstration program at all divisions at the call of the circle union.

This massive demonstration  held on 12th May, 2020 in front of .........................Divisional Office, under due maintenance of lock down rules,  under the banner of NFPE affiliated unions of ....................Division unanimously resolved to express massive resentments against the unexpected anti-staff actions which are being taken by the top to bottom Postal authorities amidst the ongoing alarming situation of COVID-19 pandemic.      
  While with the realisation of the unprecedented gravity of the situation Postal Employees and Workers including GDSs are fighting against the ongoing COVID-19 pandemic to serve the nation at the risk of their lives at that time Authorities are issuing various arbitrary and autocratic orders some of which are inviting more risks for the lives of Postal Staffs under this pandemic, some are intended to hammer the fundamental rights and basic interests of the Postal staffs and some are even more dangerous and are intended towards step by step corporatization of the DOP risking the job security of Postal staffs.
        Our staffs are being pressurized to increase number of AePS transactions and to open IPPB accounts in r/o each and every employees including GDSs although both of said works requires handling of biometrics. Delivery staffs are being forced to make 100% doorstep deliveries against the ethics of lockdown. All business offices are being instructed to carry out bookings of all types of normal articles in addition to booking of essential goods, bulk medicines, pension papers etc. from BNPL customers. Some Divisional Authorities are issuing orders towards mandatory opening of ‘salary account’ with IPPB Limited by each and every employees including GDSs In absence of any such order from Directorate level, Circle level and Regional level. Process is going on towards opening of CSC (Common Service Centre) counters at Post Offices with the intention to corporatize DOP step by step which will definitely put the job security of Postal Staffs at risk.
        Only keeping own selves ‘safe and secured’ Postal Authorities are trying to restore normal Postal services absolutely neglecting the security/preventive measures for the lower level staffs and treating them as sacrificial items.
This massive demonstration unanimously resolved to record its vehement protest against all the aforesaid autocratic and arbitrary unilateral actions of the Postal authorities and demands immediate halt in said actions.
The demonstration further resolved to demand immediate fulfillment of following justified demands which are the need of the time.

Demands :-
1.   (A) Regular sanitization of all Post offices/RMS offices, mail vans and of vehicles carrying Postal staffs. Articles/Article Containers received from foreign and other states should invariably be sanitized before its receiving by Foreign Post and RMS offices.
       (B) Regular supply of PPE (Gloves, N95 Masks, Hand Sanitizers etc.) for the staffs on duty.
2. Immediate stoppage of doorstep delivery of items other than Medical equipment and medicines.  Immediate stoppage of function of Business Office. 
3. Immediate stoppage of pressurizing for AePS transactions and for IPPB Account opening.
4. Immediate stoppage of steps towards opening of CSC (Common Service Centre) counters at Post Offices.
5. Immediate arrangement of payment of all due wages of the casual labors and DRMs engaged in the Department for the entire period of lockdown in accordance to MoF’s guidelines in this regard. All Casual Labors/DRMs should be provided with identity cards mentioning that they are performing essential services in Department of Posts.
6.  Immediate stoppage of any Steps towards mandatory payment of salary of employees and GDSs through IPPB Account.
7.  Arrangements for mandatory COVID-19 test of all Postal staffs rendering their services in these days of COVID-19 pandemic.
8. In no circumstances any mail guard official should be entrusted with duty beyond eight hours.
9. Immediate compassionate appointment of one of the dependent family member of Late Abul Hasan, Ex-MTS, Foreign Post, Kolkata who died in harness on 18.04.2020 being affected by COVID-19.
10. Immediate withdrawal of all the unjustified and illogical disciplinary cases initiated/finalized during this lockdown period on flimsy grounds only to serve the motivated intensions of the respective disciplinary authority. e.g. case of Smt.Beata Tirkey, Ex Supervisor Barabazar HO (now in North Kolkata Division) and some cases of Dinajpur Divn.

It has been unanimously resolved in the demonstration that if Postal authorities does not put a halt in their aforesaid anti-staff actions and if the authorities fails to fulfil the above demands in no time in that case these Unions will be compelled to launch strong trade union action under due maintenance of ‘social distancing codes’ for the sake of staffs as well as for customers, responsibility thereby will definitely be developed upon the Authorities.

DA Freeze করার আক্রমণের বিরুদ্ধে প্রেস বিবৃতিঃ-

এটা ঠিক সারা দুনিয়ার অনেক দেশের মতো আমাদের দেশও একটা নজিরবিহীন সংকটের মধ্যে দিয়ে যাচ্ছে। সে বিষয়ে কেন্দ্রীয় সরকারী দপ্তর/ অটোনোমাস সংস্থার কর্মচারী/অবসরপ্রাপ্তরা যথেষ্ট ওয়াকিবহাল। সেই উপলব্ধি থেকে দেশের স্বার্থে আত্মত্যাগে কর্মচারীরা/অবসরপ্রাপ্তরা প্রস্তুত। সেই কারণেই আমরা PM National Relief Fund এ একদিনের বেতন দিতেও আগ্রহী। যদিও সেই সুযোগ কেন্দ্রীয় সরকার কর্মচারীদের দেয় নি। উল্টে এমন একটি নতুন ফান্ডে একদিনের বেতন দিতে বলে যে ফান্ড সম্পর্কে কর্মচারীদের কোনো ধারণাই নেই। এই প্রেক্ষাপটে গরিব মানুষের পাশে দাঁড়িয়ে  নানান সামাজিক দায়িত্ব পালন করছে কেন্দ্রীয় সরকারী  কর্মচারী/ অবসরপ্রাপ্তরা।

কেন্দ্রীয় সরকারী কর্মচারী/ অবসরপ্রাপ্তরাও শ্রমজীবী মানুষেরই অংশ। এমন নয় আর্থিক বিপর্যয় সহ বর্তমান জাতীয় সংকট তাঁদের জীবন-জীবিকাকে স্পর্শ করেনি। এই পরিস্থিতিতে যে কায়দায় জানুয়ারি ২০২০ থেকে  জুন ২০২১ পর্যন্ত DA Freeze করার সিদ্ধান্ত নিয়েছে কেন্দ্রীয় সরকার, তা যেমন কর্মচারীদের জীবন-জীবিকার উপর ব্যাপক আঘাত নামিয়ে আনলো, বিশেষ করে অবসরপ্রাপ্তদের উপর একই ভাবে বাজারের চাহিদার উপর, সামাজিকভাবে তার প্রভাব হবে গুরুতর। অথচ এই সিদ্ধান্তের ফলে কেন্দ্রীয় সরকারের যে অর্থ সাশ্রয় হবে তা আদায়ের অন্য পথ কেন্দ্রীয় সরকারের কাছে খোলা ছিল। কর্পোরেটদের কাছে বিভিন্ন খাতে কেন্দ্রীয় সরকারের যে মোট পাওনা তার সামান্য অংশ আদায়ের উদ্যোগ নিলেই কর্মচারীদের DA Freeze করার মতো সিদ্ধান্ত নেবার প্রয়োজন হতো না। অর্থাৎ জাতীয় সংকট মোকাবিলায় কর্পোরেটদের ছাড় দিয়ে সাধারণ শ্রমিক-কর্মচারী, মধ্যবিত্ত, নিম্ন-মধ্যবিত্ত মানুষকেই একতরফা বেছে নিলো কেন্দ্রীয় সরকার। এই বিষয়ে সিআইটিইউ সহ বিভিন্ন শ্রমিক সংগঠন, কেন্দ্রীয় সরকারী কর্মচারীদের  কনফেডারেশনের আগাম আবেদনকেও উপেক্ষা করা হলো। কেন্দ্রীয় সরকার এতটাই নির্মম যে ভবিষ্যতে দেশের পরিস্থিতি স্বাভাবিক হলে বর্ধিত/বকেয়া মহার্ঘভাতা পে করার সুযোগও নাকচ করে দেওয়া হয়েছে। ভারত সরকারের এই সিদ্ধান্তকে শ্রমিক-কর্মচারীদের কাজের ঘন্টা বাড়ানো, ট্রেড ইউনিয়ন বন্ধ করা, মজুরি কমানোর যে ভাবনা মালিকশ্রেণি করছে, তার ধারাবাহিকতা হিসাবেই চিহ্নিত করতে হবে। করোনা পরিস্থিতিকে সামনে রেখে সাধারণ মানুষের উপর উদারনীতিকেই আরও নগ্নভাবে কার্যকর করছে কেন্দ্রীয় সরকার।এর ফলে কর্পোরেটদের পক্ষ্যে, সাধারণ মানুষের বিপক্ষে কেন্দ্রীয় সরকারের শ্রেণি-গত অবস্থান আরও একবার স্পষ্ট হলো।

আমরা এই সিদ্ধান্তের তীব্র প্রতিবাদ করছি। অবিলম্বে ভারত সরকারের এই সিদ্ধান্ত  প্রত্যাহারের দাবি জানাচ্ছি। অন্তত পক্ষ্যে ভবিষ্যতে সমস্ত বকেয়া মহার্ঘভাতা ( যে সময়ের জন্য ফ্রিজ করার কথা ঘোষণা করা হয়েছে) এরিয়ার সহ পে করার নির্দিষ্ট সিদ্ধান্ত এখনই ঘোষণা করা হোক।

যাইহোক কেন্দ্রীয় সরকারের এই সিদ্ধান্তের প্রতিবাদে  লকডাউনের পরিস্থিতিতেও নিয়ম-নীতি মেনেই আগামী ২৭ এপ্রিল এই রাজ্যে সাংগঠনিক কর্মসূচি পালিত হবে। মাননীয় প্রধানমন্ত্রী/ অর্থমন্ত্রীকে প্রতিবাদ-দাবিপত্র মেইল করা হবে।  যে অফিস গুলো খোলা আছে সেখানে টিফিনের সময়। আর অন্য ক্ষেত্রে বাড়িতে কর্মচারী/ অবসরপ্রাপ্তরা দাবি সম্বলিত  প্ল্যাকার্ড, সংগঠনের ফেস্টুন সহযোগে। সামগ্রিক প্রচারে যথাযথ ভাবে ব্যবহার করা  হবে সোশ্যাল মিডিয়াকেও।

Respected sir,

           

                Kindly refer to Dept of Expenditure, Ministry of  Finance, OM F. No.23(4)/E.Coord/202O/I dated 23/3/2020 on the above subject. The basic spirit of the letter is that parttime, DRM and outsourced staff who will not be able to attend office in view of lockdown order regarding Covid-19 prevention, as announced by various State Govt. and finally in general by Central Govt. they shall be treated as on duty during such period of absence and necessary pay/ wages would be paid to them accordingly to avoid their hardship in this crisis.

                In these circumstances, you are requested to pursue so as to implement the above OM in case of our Parttime/ DRM,  outsourced persons working in all Post Offices/ Business Offices/RMS/ MMS offices under West Bengal Circle.

             We hope that as our Circle Head, you will kindly intervene and make the arrangement so that all the low paid parttime, DRM and outsourced staff may get due remuneration at the  present situation.

Respected Sir,

              All the Circle Unions under NFPE & FNPO have already issued a letter to the Chief PMG (copy enclosed as attachment) expressing our anguish and strong resentment over the way of dealing in with the above issue at the level of authorities. And after that we are happy to mention that some effective measures have already been taken in South Bengal Region. But we are experiencing practically no result in North Bengal Region. Rather, it is learnt that the authority in North Bengal Region is taking all out efforts everyday to run all post offices with all staff on the analogy that there is no effect of corona infection in North Bengal Region. And accordingly, SSP/SPOs are exerting tremendous pressure on lower level employees.



            But when the infection has spread across the world as a pandemic, the idea of considering a part of West Bengal an exception takes us by real surprise. In fact it is already confirmed in print and electronic media that already COVID-19 has made its footsteps in North Bengal too and infected person is admitted to North Bengal Medical College Hospital.



            Under this circumstance, we sincerely request you to provide necessary action honouring the basic spirit of Postal Dte. instruction contained in memo no. Z-92011/25/2020-Coord/O&M dated 26.03.2020 to make most important fields of postal services available with minimum staff maintaining roster and ensuring proper sanitization (by providing Personal Protection Equipments by office) with support of pick up and drop transportation. Otherwise if all offices run as usual and anybody on duty gets infected in Post Offices/Admin/RMS offices etc. by corona virus, we would have no option but to bring this to Authority at Highest Level.



           We think you will be wise and considerate enough to remove the anxiety among the employees of North Bengal Region and also to avoid any severe action from the Staff Side.



           A line having action taken will be highly solicited.

Respected sir,
             We, both the above Federations in West Bengal Circle, express the deepest anguish, strongest grievance and resentment of our staff over the attitude and behavior of a section of officers in our circle.
              
            We are seeing that outside, there is no reality and atmosphere at all for the staff to reach and keep all the offices open. Yet, the PMsG, South Bengal and North Bengal Regions, PMG (M&BD) and subsequently some lower level officers are exerting severe pressure and practically threatening all staff under their respective jurisdictions for attending offices at any cost, which is inhuman and draconian at this hour. In our circle, the department has taken no action to provide minimum protection to staff, with some very rare local exceptions. In the name of providing basic and minimum postal service as told by the Postal Directorate, the above officers are pressurizing the staff to keep all offices including B.O.s open and all staff to attend including GDS and contingent-paid workers, without exploring comparatively easy method of running postal services in selected post offices with minimum staff.
             But none of the orders of these officers convey some way out as to how to manage some transport on the road, or how to maintain hygiene and protection in the office and counters as hand wash, sanitizer and masks are practically vanished from the market. With the issue of series of orders daily, staff side would prefer some words of reality on these aspects. Our circle authorities could have taken it up with the State Govt authorities to ensure supply of these items to our staff as they are supposed to provide ‘essential service’. But unfortunately, we are left on our own and probably supposed to provide service keeping ourselves and our families at life risk. We believe that our officers at all levels are really interested to provide service in the circle and hence, it is our humble request to officers at all levels to come down to the field, which will certainly encourage the staff. 
            Otherwise from the staff side, we are communicating you in clear words that if these officers are not restrained from their present activities immediately, our unions will come forward and make steps very shortly towards withdrawal of entire postal services in our circle. Our employees along with their family members are so aggrieved that they are ready to face any kind of consequence for that.
             We hope that as our Circle Head, you will kindly intervene and make them act sensibly and wisely to manage the present crisis.

Respected sir,
             Our unions have noted that since lock down has been imposed and it has been instructed by different authorities to continue basic postal service with skeletal number of staffs, almost every order contains the direction to use hand wash, mask, soap, sanitizer etc. The Control Room of our C.O. has also kept repeating the same words.
             Ironically, the Divisional Heads are also reciprocating the same words in their communications in divisions, while the fact is, these Personal Protection Equipment (PPEs) are practically vanished from the market. So, postal employees are compelled to work without these items, or using their own hard-collected stock which they could have used for their family members. This is pathetic. Question is arising in our minds if this indifference is shown as we are lower level employees only.
            When the Central and the State, both Governments have identified postal service as ‘essential’ and exception from lock down, we don't understand as to why our Circle Office is not directly taking the matter up with the State Govt authorities, obtaining the requirement from the divisions, to supply these PPE items adequately. When these are not available in the market and it is known to everybody, reiterating the direction in every correspondence is nothing but a futile exercise and an effort to shirk responsibility.
            We strongly opine that the administration should take the matter up with the State Govt immediately so that our staffs who are working in post offices risking their lives, feel a little assured. Though we strongly believe that the present situation is not favourable for opening and keeping offices open, this action is required to ensure minimum protection to working staffs. The present action is nothing but transferring responsibility downwards in an insensitive and inhuman way.
             We prefer our circle administration to kindly think over it.
