CIRCLE  UNIONS  WRITE  TO  CHIEF PMG  FOR  PROVIDING  APPOINTMENT  TO  SON  OF  LATE  COM. BALINDRANATH ROY 
     Circle Unions have written the above letter to the Circle Head requesting a suitable appointment on compassionate ground for the only son of Late Com. Balindranath Roy, ex-Part Time Nightguard, Domohani S.O. (Jalpaiguri Division) who was killed in the night of 28th March 2012 by a gang of dacoits trying to loot the Govt valuables of the office.
      The family has no earnings now, nor they have any property but a deplorable hut to reside in. The Circle Unions have requested the Circle Head to provide a job to his son of 24 years as an exception, as the sacrifice Com. Roy had made was also exceptional.
     All Divisional Unions are requested once again to extend their financial support to the family through Circle Unions as called by the last Joint Extended Circle Working Committee.  
CGCC  CIRCULAR  FOR  OBSERVING  MAY-DAY  AND  TASKS  ON  ENSUING  STATE  CONFERENCE 
        Coordination Committee of Central Govt Employees & Workers, West Bengal, has announced program for May Day. Comrades of Kolkata & neighbouring divisions are requested to attend the flag hoisting in the morning and the rally and meeting in the afternoon of 1st May 2012 in large numbers.
         The state conference is also due on 4 -7 November 2012 at Sarat Sadan, Howrah. Comrades are requested to comply with the tasks assigned.

2005-2008 P.A.  CANDIDATES  TO  FINALLY  GET  DUE  SENIORITY  TO  THE  SUBSEQUENT  RECRUITS ---- ORDER  RELEASED  BY  C.O.  :  SUCCESS  FOLLOWING  CONSTANT  EFFORTS  OF  THE  CIRCLE  UNION

    After continuous efforts and long follow-ups of the Circle Union, C.O. has finally released order acknowledging seniority of 2005-08 P.A. candidates to the P.A.s joined before them in 2009 & 2010. The CAT or High Court litigation would not pose as any factor in the way of their seniority. The very first line of the order refers to the representations of the such P.A.s from different divisions, which the Circle Union instructed on 2nd January 2012 to submit to the Chief PMG and draft was given in this blog on 3rd January 2012 (http://aipeup3wb.blogspot.in/2012/01/2005-08-p.html).
     The news that Circle Union was constantly pursuing it with our Circle Head  was also published in this blog on 28th January 2012 (http://aipeup3wb.blogspot.in/2012/01/circle-union-meets-chief-pmg-com.html).
    But we still congratulate the P.A.s of 2005-08 batch who despite of all propaganda remain with us in large numbers. It is their fight for rights and their unabated determination to achieve that has succeeded. Circle Union will continue to pursue for speaking orders regarding implications of this seniority and benefits of wages.
    We are also thankful to our Circle Administration for realistic assessment and decision on the prayers of concerned staffs and request of our organisation for providing justice to them. This will undoubtedly strengthen our cordial relation with the Circle Administration.

    Study camps on departmental rules and disciplinary proceedings/ contributory negligence were organised by South Hooghly Division at Srirampore and by Birbhum Division at Suri, both on 15th April 2012, Sunday.
        The study camp of South Hooghly Division was inaugurated by Com. Janardan Majumdar, Circle Secretary, Gr-C. The presence of comrades in the camp was about 200. Com. Gouranga Deb Maity, AGS Gr-C (CHQ) spoke on the scopes of 'RTI Act 2005' for individual staffs and unions. He also explained the rules for GDS and answered queries in a separate session with GDS comrades. Com. Bijan Chakraborty, Asstt. Circle Secretary, Gr-C, deliberated on departmental rules, procedures of punishments and roles of Defence Assistants. Com. Samir Chakraborty, Circle Organising Secretary, Gr-C, was also present in the camp. Apart from this, Com. Jayanta Chanda, System Assistant, Howrah Division, spoke briefly on day to day system-related problems in reference to a booklet compiled by Howrah Divn on this. The participant comrades also took interest in a session on personal and attitudinal development taken by Sri Mrinal Chakraborty, a personality and professional management coach.
        In the camp at Suri (Birbhum Divn), Com. Asit Bangabas, Asstt. Circle Secretary, Gr-C, was present and spoke on Disciplinary Rulings and Contributory Negligence. Retd. Supdt Sri Agamananda Mukherjee and former leader of the division Com. Tarapada Patra also spoke on different rulings. The camp was attended by working committee members of all divisional unions and prominent activists.
        Circle Union requests other divisions also to arrange the study camp in coming days and build up defence assistants from our comrades.

   THE NFPE GROUP OF CIRCLE UNIONS ARE EXPRESSING SHOCK AND AGONY OVER THE BRUTAL MURDER OF SRI SUSHIL YADAV, BRANCH POSTMASTER OF KELEJORA B.O. UNDER ASANSOL DIVISION. SRI YADAV HAS BEEN ASSASSINATED ON 18TH APRIL, WEDNESDAY, AT ABOUT 10-15 A.M. IN OPEN DAYLIGHT AT PARIRA ON KALLA-DOMOHANI ROAD.
        IT IS INTIMATED BY OUR COMRADES THAT LATE SRI YADAV WAS ON THE WAY TO HIS OFFICE AS USUAL WHEN SOME MISCREANTS CAME RIDING A MOTOR BIKE AND REPEATEDLY FIRED SHOTS AT HIM FROM A REVOLVER. THE PLACE IS IN FRONT OF A PRIMARY SCHOOL AND THE MURDER HAS BEEN COMMITTED IN FRONT OF ALL STUDENTS, TEACHERS AND OTHER PEOPLE PRESENT IN THAT BUSY LOCALITY. THE REASON OF SUCH BRUTALITY IS STILL UNKNOWN. WE HAVE NOT HEARD OF ANY ARREST MADE BY POLICE SO FAR. LATE SRI YADAV WAS SURVIVED BY HIS PARENTS, WIFE, A SON LESS THAN A YEAR OF AGE, BROTHER AND SISTER.
         THOUGH LATE SRI YADAV WAS NOT A MEMBER OF OUR ORGANISATION, ASSESSING THE INCIDENT, WE HAVE DECIDED TO CALL TO HOLD DEMONSTRATION TODAY OR ON MONDAY AT RECESS HOURS AT ALL DIVISIONS AND SEND RESOLUTION FROM THERE TO THE CHIEF POSTASMTER GENERAL, WEST BENGAL CIRCLE, IN THE FOLLOWING TEXT, BY POST OR FAX (033-2212-0070).

      This demonstration of NFPE Group of Unions, ......... Branch/Division deeply condoles and expresses anguish over the brutal murder of Late Sushil Yadav, BPM of Asansol Division. In recent past, there are several instances of Postal employees of different cadres being attacked and/or murdered, which reveals the gross lack of security to us. 
       This mass demonstration resolves to demand to the administration of all tires to take suitable steps to ensure arrest of such miscreants and murderers as well as providing adequate security to the Postal employees who are working everywhere, serving people and giving shape to different social welfare schemes of the Govt practically without minimum security provisions.

BARASAT  DIVISION  HOLDING  CONDOLENCE  MEETING  ON  DEMISE  OF COM.  BIMAL  DEY  BHOWMICK 
          Barasat Divisional Unions are holding a condolence meeting tomorrow evening at Barasat H.O. in fond memories of late Com. Bimal Dey Bhowmick, former Divl President and Secretary, Gr-C, Barasat Divn. Com. Bimalda has left us forever on 22nd March 2012.  He also dischrged the responsibilities of the Joint Convener of 12th July Committee, North 24 Parganas. He was 79 and survived by only his elder brother, having no family of his own.
            Circle Unions pay humble tribute to the uncompromising attitude and dedication of Com. Bimal da.

      The Joint Extended Circle Working Committee has been successfully held at Tarapada Memorial Hall on 12th. The urgent meeting was aimed at the discussion and decision on the situation evolved after formation of new AIPEU-GDS (NFPE) union.
          Com. Tapan Dasgupta, Gr-C Circle President and Com. Bijoy Gopal Sur, President (CHQ) of AIPEU-GDS (NFPE) explained the reality and the necessity of the decision taken to form the new union. Few of the Divl Secretaries have also expressed their views over it. after an in-depth discussion and realistic analysis, it has been decided that all comrades of West Bengal Circle will jump into action for building up the new GDS union. Some other important decisions have also been taken which require to be communicated by the Divl Secretaries to our members after return.
          Com. Janardan Majumdar, Circle Secretary Gr-C and Com. Nirmal Dey, Circle Secretary, P-IV, also spoke in the meeting. Com. Somnath Mukherjee, ex-Dy. General Secretary, Gr-C (CHQ) felicitated Com. Bijoy Gopal Sur for being elected as the CHQ President of AIPEU-GDS (NFPE). Decisions have been taken that the new GDS orgaanisation, supported by the strength of entire NFPE, will hold its Divl and Circle Conferences as early as possible.The tentative date of Circle Conference is 17th June 2012 in South Hooghly Division.
       The meeting expressed deep condolences to the ultimate sacrifice made by late Com. Balindranath Roy, President, Postal Workers' Union, Jalpaiguri Divn and Part-Time Nightguard, Domohani S.O. to protect Govt property. Circle Union has decided to raise fund to assist the family. Seven divisions readily contributed to the fund with their readily available resources. Circle Unions will also contribute their funds shortly. 
            We congratulate all comrades for making the meeting successful.

AIPEU-GDS(NFPE)  STARTS  ITS  JOURNEY :

  The AIPEU-GDS (NFPE) Union has started its journey with the launch of their website today by Comrade M.Krishnan, Secretary General, NFPE. We extend our heartiest congratulations, best wishes and solidarity to them in the coming days. We are sure that this organisation, being the only GDS organisation honoured and accepted by NFPE as associated organisation, will emerge in no time as the only organisation fighting uncompromisingly for the exploited GDS cadre. The days of corruption, looting of organisational money will see its fate soon.

Dear Comrades,
History has its own course. Nobody can prevent it.
The Gramin Dak Sevaks (GDS) Union was formed in the year 1999 by NFPE with the guidance and blessings of Com. K.Adinarayana, the Legendary Leader who scarified his whole life for the emancipation of GDS. But the union was hijacked by a group of persons who are totally against NFPE and thus Com. Adi and NFPE was cheated. They even prevented the GDS employees from shouting the slogan - “NFPE ZINDABAD”. They looted the GDS money in lakhs and crores. They purchased flats and buildings. All the benefits achieved by the NFPE through continuous struggle was snatched away by the Government one by one during the period from 1999 to 2011. Sufferings of the GDS increased but the ‘anti-NFPE group” could not do anything. Neros were fiddling when the Rome was burning. They continued to blame NFPE for their inefficiency. They published open letters in their journal challenging the NFPE leadership.
Through money power and muscle power this “anti-NFPE group” tried to silence all those who questioned the leadership and those protested were sent out of the union in a most undemocratic manner and adhoc-committees were appointed dismissing the duly elected bodies. Even in the earlier All India Conference, GDS delegates who contested against the leadership were not allowed to contest and were brutally attacked and thrown out from the conference hall.
It is at this juncture, the majority of the GDS delegates who attended the All India Conference held at Amaravathi decided to shape their own destiny. The new union of the GDS called “All India Postal Employees Union GDS (NFPE)” was formed on 7th April 2012 by the majority of the delegates. Thus the broken link of GDS with NFPE is restored after a long gap of twelve (12) years. Those black days are over. Once again the GDS are going to march forward under the banner of NFPE. We shall fight together for the cause of GDS. We shall fight against the Govt. which is totally unsympathetic towards the three lakhs Gramin Dak Sevaks.
In this joint struggle we shall abide by the great traditions of Com. Tarapada Mukherjee, Dada Ghosh, K.G.Bose, N.J.Iyer and Com. Adinarayana. Com: Adi, who fought many a battle for the emancipation of GDS shall be our guiding spirit and the mighty National Federation of Postal Employees (NFPE) shall be our hope and inspiration.
We shall restore the pride and honour of three lakhs Gramin Dak Sevaks. We shall unleash series of struggle including strike exclusively for realisation of the GDS demands. We shall restore our past fighting tradition and the glory of GDS.
