CIRCLE UNION CONVENES AN URGENT CIRCLE WORKING COMMITTEE MEETING

Group - C Circle Union has convened an urgent Working Committee Meeting of the Circle Office Bearers on 5th January 2010 at Tarapada Memorial Hall.

C. G. COORDINATION COMMITTEE DISTRIBUTES BLANKETS FOR AILA VICTIMS IN SUNDERVANS




         THE COORDINATION COMMITTEE OF CENTRAL GOVT EMPLOYEES & WORKERS, WEST BENGAL (CGCC) HAS EXTENDED SUPPORT AGAIN TO THE AILA-AFFECTED VILLAGERS OF THE SUNDERVANS BY DISTRIBUTING 650 BLANKETS AMONG THEM INCLUDING GDS EMPLOYEES.

Over 2000 villages in fifteen blocks of South & North 24 Parganas were devastated by cyclone Aila on 25th May 2009, killing more than 200 people and leaving 100000 more homeless. Apart from exhaustive rehabilitation work of the State Govt, several associations and NGOs also took up assistance to these people. The Postal Circle Unions and CGCC, before this occasion, sent assistance of more than one lakh rupees as relief immediately after the fateful day.

Yesterday, 28.12.2009, the CGCC team distributed 350 blankets among the villagers from Dhamakhali Guest House Maidan in Sandeshkhali Block-2 in presence of local MLA Com. Abani Roy. The team distributed 300 more blankets in Jogeshganj from local Panchayet Community Hall. Hon'ble MLA Com. Gopal Gayen was present there. The CGCC team received warm and hearty welcome from the villagers at both places.

The CGCC team of Com. Tapan Dasgupta, Pijush Roy, Janardan Majumdar, Sumitra Goswami, Sisir Roy, Brindaban Chowdhury, Anindya Mitra, Soumen Roy was accompanied by Barasat Postal Divisional Leadership represented by Com. Asit Bangabas, Subrata Mustafi, Mujaffar Hossain et. al.

PURULIA DIVISIONAL UNIONS HOLD MEETING ON ORGANISATIONAL ISSUES

The Divisional Unions of Purulia held a meeting of their office-bearers' today from 12 P.M. in presence of all Circle Secretaries and Com. Animesh Mitra, Vice-President CGCC. The meeting had a detailed analysis on the day-to-day functioning of the divisional unions and also on the policy matters adopted by the Department in present days and our tasks in that regard.

The meeting was preceded by a short program in remembrance of martyr Com. Asit Mondal, ex-BPM, Kumra B.O., who was killed by the Maoists on 9th December last.

RED SALUTE MARTYR COM. ASIT MONDAL : 1500 CENTRAL GOVT EMPLOYEES WALK CONDEMNING THE MAOIST MURDERERS

At the call of the Coordination Committee of  The Central Govt Employees & Workers, West Bengal, 1500 comrades from all Central Govt establishments in West Bengal joined the Condemnation Rally in the evening of 23rd December 2009 in the city of Kolkata against the murder of Com. Asit Mondal, ex-BPM, Kumra Branch Post office (Purulia Division). We have made the reactionaries to hear our voice that the brutal policy of killing could never be able to stop the movement of the Working Class. 

CIRCLE UNIONS REQUIRE REPORT REGARDING SITUATIONS IN PROJECT ARROW OFFICES

EXTREMELY URGENT  :

All comrades are now aware that presently 72 Post Offices in West Bengal Circle are performing under Project Arrow (64 offices under Phase-III & 8 offices under Phase-IIIa).These offices generate scores daily on their performances in different modules basing on KPI (Key Performance Index).

A software named DATA EXTRACTION TOOL (D.E.T.) is used for picking up all data daily from Project Arrow offices, which contribute to generate the score of the office at the end of the day. This score is uploaded to All India server which is accessed by all tiers of officers who monitor the Project. 

The KPI is 100 points which is broken up among Delivery, Savings Bank, Despatch,  eMO, Mail Received and not sent for Delivery etc. The last item target is 0% and certain lapses are awarded with negative scoring. Today, performance of an office, this way,  is entirely regarded on this point scoring and the officers are putting all the efforts and energy to procure high marks everyday in this test. The officers at grassroot level are also facing enormous pressure to elevate the KPI score and they are aggressively doing whatever needed to achieve 'a perfect 100' , be it legal or not-so-legal.

The Circle Unions have been reported on quite a few occasions that  administrative authorities are ordering many local arrangements which are not permissible under extant rules. Somewhere they are compelling Postmen and delivery P.A.s to return articles with inappropriate remarks (to reduce number of undelivered or in-deposit articles), somewhere fictitious bags or station bundles are prepared for local mails also and shown as dispatched.

Project Arrow was devised to ensure better service to the people, but because of the way it is being handled now, it is ending up in exercising innovative ways to score marks through various technological or actual manipulations. Where there is problem of delivery, no proper arrangement is explored, none is getting deep into the problem, the target only is to create panic to reach the expected figure. The System Assistants are tortured as a nightmare. No formal order is being given from authorities for such manipulations, and we are getting ourselves incriminated into it. Thus the Project which provided us a hope is getting frustrated to its original object and none other than our bureaucrats are responsible for spoiling the opportunity. We cannot sit tight and watch the situation to continue.

The Circle Unions require categorical information regarding the overall situation of all the Project Arrow offices in each Unit / Division. We need to know whether any type of malpractice / Arrangement beyond permissibility of Rules / Retention beyond office hours regularly / Humiliating comments or threats from administrative authorities  / verbal orders which are not transformed into a written one within reasonable time / preparation of unnecessary and unruly bag or station bundles to hide in-deposit article  / Unusual engagements of System Assistants beyond 8 hours and interference into their personal life and time is taking place in the Unit and Divisions.

PLEASE SEND YOUR REPORT WITH CATEGORICAL INSTANCES POSITIVELY WITHIN 31st DECEMBER 2009 AS THE CIRCLE UNIONS WILL TAKE UP THE ISSUE WITH THE Ch PMG ON 6th JANUARY 2010.  OUR SYSTEM ASSISTANT COMRADES HAVE BEEN INSTRUCTED THROUGH SMS TO ASSIST THE BRANCH / DIVISIONAL SECRETARIES IN PREPARATION OF THE REPORT.   3. A report has to be submitted from each branch /division reflecting no. of membership, organisational situation, different fund collections, details of remitted quota to all tiers, no. of subscription to Sangrami Dak & Coordination. Report of the last biennial conference should also be brought.
  4. Our traditional tasks like hoisting of flag, garlanding the Martyr's stand should precede the meeting.
  5. Sincere efforts should be ensured from all concerned for success of the meeting. Emphasis must be given on the content of discussion. Zonal conveners will look after all necessities of proper arrangements. Circle Union Office Bearers will remain present in their respective zonal meetings.
  6. Host divisions will expedite invitation letters having road directions & transport.

C.G. COORDINATION COMMITTEE HOLDS SEMINAR ON 'TERRORISM, ASSASSINATION & THE MOVEMENT OF THE WORKING CLASS'






The Central Government Employees & Workers of West Bengal vouched in unanimity against the Reign of Terror and brutal killing spree of the Maoists and the political & intellectual perpetrators in the seminar convened by the C.G. Coordination Committee, West Bengal today evening at Centenary Hall, Calcutta University.

Com. Amiya Patra, leader of mass movement from Bankura, an affected district of the Maoist killings, was the speaker on the contemporary topic of  ' Terrorism, Assassination & Movement of the Working Class'. The entire hall remained spellbound by his oration and depiction of the real picture we were not aware of. His speech will be published in the next issue of 'Coordination' patrika.


Com. Shova Mondal, widow of Com. Asit Mondal, ex-BPM, Kumra B.O. who was killed on 9th December last, and their son Meghdoot Mondal were present on the dais in the seminar. The C.G. Coordiantion State Committee handed over Rs.15,ooo/-  and a blanket as a token assistance to the family where our Shahid comrade was the only earning member. Apart from taking up the case of compassionate appointment from the family by the Postal Unions, the CGCC will also take up the education expenditure of the other son who would not be granted the job.  

The Coordination Committee has also declared a program of rally of all affiliated organisations on 23.12.09 from Rani Rasmoni Road / Metro Channel to College Square in protest of the murder of Com. Asit Mondal. All Comrades are requested to employ highest effort to gather maximum number of members in the rally.  

CHIEF PMG COMMITS TO CHANGE ATTITUDE IN FRONT OF PRESSURE , DISCUSSION WILL CONTINUE

Facing enormous pressure from the NFPE group of Unions of West Bengal Circle, the Chief Postmaster General has been compelled to make the commitment to change her discourteous attitude and behavioral autocracy in the discussion held today from 10:00 A.M. at the C.O.

The Circle Secretaries made it clear that the way she preferred so long to work in the circle will not be allowed further. Instances were given that the organisational letters were not being even acknowledged, taking action on them was a word apart. Staff matters were neglected desparately and efforts were taken  to create a panicky situation circlewide. Ch PMG herself was taking measures to curb trade union rights by trying to stall all movements in Yogayog Bhavan, sometimes by issuing letters citing conduct rules, sometimes by creating obstructions in the way of the gatherings.

She was given a clear understanding that if she did not intend to change this pattern of working, the staff side would show its strength in no time and the she would be responsible for an entire dislocation in the circle.

Facing such enormous pressure, the Ch PMG apologised for not responding to the letters of the unions and issued instruction to the DPS (HQ) & ADPS (Per) to instantly reply all letters in future. She also committed that no scope for such gross misunderstanding will be given from the circle administration and she had no intention to curb any right of the recognised service unions. Her proposal for gathering of staffs outside Yogayog Bhavan during demonstrations  was instantly and vehemently rejected by the Circle Secretaries.

The two hours discussion concluded today with the decision that all staff-related issues raised by the Circle Unions will be discussed on 6th January 2010. Minutes of today's discussion would be made available shortly. We shall send the copy of the minutes to our branch / divisional secretaries.

CIRCLE ADMINISTRATION PREFERS TO RETREAT IN FRONT OF STAFF UNITY , DEMONSTRATION FOR NEXT THREE DAYS STAYS POSTPONED

The Postal staff fraternity of West Bengal has shown its integrity and unity again under the leadership of NFPE.

As per the call of the Circle Unions, our comrades arrived at the Circle Office even before the opening of the Circle Office in huge numbers to declare resentment over the attitude of the officers and to take the oath to put a halt to the autocratic mentality of Smt. Rameswari Handa, the Chief Postmaster General.

The mood of the demonstration was militant and the slogans were appropriate. The Circle Administration was made to understand the reality that even this demonstration was token and if they do not change the attitude towards the staff and the staff representatives, an impasse would follow inevitably.

Finally, the DPS (HQ), conveyed a message from the Chief PMG inviting the leadership in a discussion. The Circle Secretaries made it clear that the discussion should thoroughly cover all the items submitted to the present Chief PMG time to time, and she should also give up her feudal attitudes and pretensions. The Circle Administration has agreed. It has been decided that the C.O. will convey the points of agreement in a letter tomorrow, followed by a discussion between the Chief PMG & the Circle Secretaries on 17.12.2009, at 10:00 A.M.

On the basis of the above understanding, the Circle Unions have decided to postpone the demonstration from 16th to 18th December 2009. But from our experiences, we request all our comrades to follow up the developments very closely and carefully, as the programs may need to be resumed any day if the discussions fail.

So please let us maintain the spirit and keep ourselves ready to react any moment of time for organizational requirement.

HOLD CONDEMNATION MEETING TOMORROW AGAINST THE MURDER OF COM. ASIT MONDAL

The Postal employees in our circle are shocked and mourning the brutal cold-blooded murder of Com. Asit Mondal, BPM, Kumra B.O. Irrespective of differences, the postal fraternity condemns the killing spree of the Maoists and their obvious patrons in West Bengal.

Our organisers are requested to please hold a Condemnation Meeting ('Dhikkar Sabha') tomorrow at tiffin time at all big offices in the circle and ensure to raise courage and voice of class-hatred against these criminals of humanity in the name of Maoism.

We are condemning the patronization of these killers by a section of politicians and so-called intellectuals who are paving their way through. We will not allow their dreams of such 'change' come true.

COM. ASIT MONDAL, BPM, KUMRA B.O., BANDOAN (PURULIA) KILLED BY MAOISTS


Comrade Asit Mondal, Branch Postmaster, Kumra B.O. (Bandoan S.O.) in Purulia Division , our dedicated member and a popular social activist in the locality, has been shot publicly at Rajauli Hat yesterday noon by Maoists. Fatally shot twice in head and chest, Comrade Mondal breathed his last at Purulia District Hospital at night.


Comrade Mondal became a target of the Maoists for being our member and widely popular in the area for his service and integrity to our idealism. But he did not bother to bow down before the threat even in front of the warning to leave the locality or the idealism.


We do not have appropriate words to condemn the brutal murder and want to declare to these terrorists that the struggle for idealism cannot be strangulated by murders. History has witnessed a lot of killers, but they never said the last word.

BCR MEMO RELEASED FOR 395 OFFICIALS IN THE CIRCLE

An order of financial upgradation under BCR scheme has been issued by the Circle Office today in favour of 395 officials in the circle. They will be having financial benefit for upgradation to the scale of 9300-34800 (PB-2) with grade pay of Rs.4200/- from the date mentioned against each name.

EXCERPTS OF COMPUTER SUB-COMMITTEE MEETING

The Circle Computer Sub-committee has met in  a meeting today at 6 P.M. at Circle Union Office. Attending members have discussed the implication and possibilities after the Technology Seminar in New Delhi on 21.11.2009. 
A consensus has been reached that on All India basis, there is a visible slow yet steady organisational progress. West Bengal Circle should now take up a two-way policy ---- firstly, to strengthen the situation in the circle; secondly, to gear up the efforts in this field at All India level as was done earlier.
As it is noted that many members of the committee are finding difficulty to attend the meeting in the evening of working days  due to distance and nature of work and the situation now requires a thorough discussion, a decision has been taken to hold a Sub-committee meeting on a Sunday, providing ample time for all members to ensure presence. The tentative date is 17th January , 2010. North Bengal members of the sub-committee (from Coochbehar & Jalpaiguri) are requested to book reservations. Comrades are requested to be in touch.

GET PREPARED FOR CONTINUOUS DEMONSTRATION AT CIRCLE OFFICE FROM 15.12.2009 TO 18.12.2009

The Circle Unions decided earlier that on expiry of one month's ULTIMATUM to the Circle Administration notified from the circlewide program of 12th November 2009, continuous sit-in demonstration would be floored at the C.O. from 15th December to 18th December 2009.

However, the program was kept in abeyance due to RMS/MMS indefinite strike scheduled to commence from 15.12.2009. Now, as the proposed strike has been postponed, the Circle Unions have decided to hold the demonstration as declared.

Accordingly, our organisers are requested to initiate necessary organisational preparation immediately so that the demonstration from 15.12.2009 to 19.12.2009 reflects our strength before the insensitive and discourteous attitude of our Chief Postmaster General towards staff problems and staff representatives. Date wise allotment for the branch / divisional unions to attend the C.O. will be communicated shortly.


The Chief PMG, W.B.Circle, meanwhile, requested to have a joint discussion with the Circle Secretaries  of Postal Group-C & RMS Group-C unions to resolve the impasse. Both the Circle Secretaries informed her that as it is an issue of NFPE Group of Unions, all Circle Secretaries should be approached. The Chief PMG agreed, but till today, she has not shown any interest to hold such a joint discussion. Evidently, she is simply devoid of the feeling of necessity to resolve the situation amicably. Thus it is the need of the moment to show our strength and omnipotent presence in West Bengal Circle.
LET US GET PREPARED FOR THE FIGHT AND RECORD YET ANOTHER VICTORY OVER THE WHIMS OF AUTOCRACY.
