SILVER JUBILEE ALL INDIA CONFERENCE OF P-IV AT CUTTACK
25th Biennial All India Conference of AIPEU Postman&MTS/Gr.D – Cuttack (Orissa)
All India Postal Employees Union – Postman & MTS/Gr.D 25th ( Silver Jubilee)All India Conference is being held at Cuttack for three days; 29th 30th & 31st of December 2013.
A colorful and big rally was conducted along the streets of Cuttack town from GPO to the Venue of the Conference with the participation of hundreds of comrades with red flags and slogan shouting. The rally led by Com.R.N.Dhal, Com.D.B.Mohanthy, Com.R.C.Mishra, Com.N.C.Singh with the participation of NFPE leadership, General Secretaries and many other leaders of Orissa. Many organizations of Orissa offered their floral greetings to the participants and the rally.
Open session :
At the venue, National flag hoisted by Shri Jagannath Patnaik, Chairman, Reception Committee, NFPE flag by Com.M.Krishnan, Secretary General, NFPE, AIPEU flag by Com.SK.Humayun, All India President and all the invitees Com.Basudeva Acharya, Hon’ble M.P., Com.Janardhan Pathi, CITU and all the leaders paid their homage to the martyrs column with floral tributes.
Comrades of Orissa welcomed all the Invitees, delegates with their cultural & traditional song to the city of Cuttack for the success of this Silver Jubilee conference.
Com.D.B.Mohanty, General Secretary, Reception Committee welcomed the Chief Guests, Invitees, Leaders, Delegates, Visitors to the session.
Com.Jagannath Patnaik , Chairman, Reception Committee made the welcome speech and invited all the participants to made the conference a grand success.
Com.Basudeva Acharya, Hon’ble Member of Parliament inaugurated the Silver Jubilee Conference by giving a valuable message on the policies of the Govt. and emphasized the significance of Postal trade union movement to safeguard the Govt Sector.
Shri S.J.Tilak De, Hon’ble Chief Postmaster General, Orissa Circle & Shri P.K.Bisoi, Postmaster General, Berhampur were attended as Chief guests for the session.
Com.Janardhan Pati, Vice President, CITU, Orissa, Com.R.N.Malik, Convener, Shramik Ekta, Orissa, Com.M.Krishnan, Secretary General, NFPE were addressed the session. Reception Committee honoured all the Guests & Leaders by covering shawl and presenting the AIC mementos.

FIRST MILESTONE ON legal fight for GDS DEPARTMENTALISATION
Hon’ble Supreme Court of India has ordered the Delhi High Court to decide the prayer of NFPE & AIPEU-GDS (NFPE) in writ petition No. 1003 of 2013 to treat the three lakhs Gramin Dak Sevaks as civil servants for all purposes at par with other regular employees as per 1977 SC Judgment & to quash the GDS (Conduct & Engagement) Rules 2011.
This is a TURNING POINT IN THE HISTORY OF GDS

This is a Writ Petition filed under Article 32 of the Constitution of India by the National Federation of Postal Employees and All India Postal Employees Union GDS (NEPE). The principal prayers in the Writ Petition are, (one) that a direction be issued to the respondent to treat the Gramin Dak Sevaks as Civil Servants for all purposes at par with the other regular members of the civil services and regular employees in relation to all service matters including the pension and all retiral benefits, and (two) the Department of Posts, Gramin Dak Sevaks (Conduct and Engagement) Rules, 2011 be declared invalid and unconstitutional.
2. Having regard to the controversy raised in the matter, we are satisfied that the grievance of the petitioners can be adequately considered by the High Court under Article 226 of the Constitution of India.
3. Since about three lakh persons serving as Extra Departmental Agents (Dak Sevaks) are concerned about the subject matter and they are spread all over the country, we are satisfied that to avoid multiplicity of proceedings in different High Courts, it would be appropriate that the matter is considered by one High Court.
4. We, accordingly, transfer this Writ Petition to the Delhi High Court for consideration.
5. The Registry shall transmit the record and proceedings of the Writ Petition to the Delhi High Court.
6. Upon receipt of the record and proceedings of the Writ Petition, the Registry of the Delhi High Court shall register the Writ Petition and proceed with the matter accordingly.
7. So far as this Court is concerned, Writ Petition stands disposed of.

POST SHOPPE IN BANGALORE GPO
Bangalore GPO is launching a new service ‘Post Shoppe’ in Karnataka Circle. This has been in existence in Postal services earlier also. This is a new venture to enhance the pleasure and purpose of visit to India Post Office by esteemed customers thereby satisfying their other needs too while they are at business with us.
The Post Shoppe is basically aimed at bringing various items of selected consumer utility products on sale under one roof at Bangalore GPO. The Post Shoppe is now initially designed for the stationery products, philately frames, books from National Book Trust in Kannada, Hindi and English, coffee mugs with zodiac designs on it, light refreshments, beverages like coffee, tea, boost etc, envelopes, Greeting cards, HMT watches, Delight Solar lamps, Xerox, etc. The Post Shoppe is designed with a capacity for vertical and horizontal expansion.
All products available in the Post Shoppe are for sale on MRP rates only.
It is also proposed to expand on the basis of feedback from the customers on their needs and also to create a platform for various organizations if approached with the approval of Chief Postmaster General, Karnataka Circle, Bangalore 560001.

GENERAL BODY MEETING OF THE EMPLOYEES JOINED AFTER 2004
A general body meeting of the employees who joined on and after 1-1-2004 will be held on 11-12-13 (Wednesday) at Tarapada Memorial hall (Circle Union) at 5.30 p.m. Against new Pension Bill, a court case will be filled in Kolkata High Court to save fundamental rights of employees and workers who are working under the same employers with same designation.
All the employees who joined on and after 1-1-2004 are requested to attend the meeting in time to protect their own rights. Divisional Secretaries are requested to take necessary efforts for gathering the employees from their Divisions.

Report on Circle Conference of AIPEU Gr-C, Postmen and MSE/Gr-D
And GDS(NFPE), WB Circle
The 36th Circle Conference of AIPEU Group C, 32nd Circle Conference of AIPEU Postmen & MSE/Group-D and 2nd Circle Conference of GDS(NFPE) were held on & from 27-30 October in Central Kolkata. After hoisting the Red Flags and garlanding the Martyrs Column, the joint open session started at about 10-30 in the morning at Mahajati Sadan, Kolkata on 27th October. At the beginning one classical (singing and dancing) portrait having title ‘ADHIKAR KE KAKE DAI……….(which means, without struggle no rights can be achieved)’. Presidium comprising Tapan Dasgupta, Jaharlal Pramanick & Saifuddin Ahemed presided over the open session. Eminent economist and also ex-Finance Minister of our state Dr. Asim Dasgupta inaugurated the open session. He nicely described the entire global position and also the onslaughts of new liberal economic policies of Central Govt on our country including service sectors like Post offices, Banks, LICs etc. He had a frantic call to the audience to build up united struggle against this new liberal policy. He also stressed on the necessity of united struggle to restore the democratic rights in our state, which has already been curbed in the era of present Govt. In the open session Comrade M. Krishnan Secretary General, NFPE delivered his valuable speech. Before his speech he released one book “25 YEARS OF NFPE AND ITS CONTEMPORARY MOVEMENTS” written by Comrade Shiv Shankar Roy, our respected leader. Three pioneers of historical 1946 postal movements Com. Jyotsna Basu, Com. Sisir Bhattacharya & Com. Parimalananda Dey Bhowmick were sincerely honoured in open session.
Delegate Session started in the afternoon of 27th and continued till 30th evening. Circle Secretaries placed biennial report in their respective session, which as per opinion of the delegates/observers was a good document having educative values. In Group C no of delegates was 93 and no of observers was 75. Amongst them 13 were lady comrades. Including 7 lady comrades 52 delegates took part on discussion on secretarial report & organizational review. Here, one biographical book ‘ COM. NANI BANERJEE- HIS SACRIFIES AND DEDICATION’ written by Com. Rabindralal Bhattacharya ex Dy. Secretary General, NFPE was also released.
In Postmen & Group-D, including 9 lady comrades 152 delegates/observers were present in delegate session. Including 2 lady comrades 39 delegates took part on discussion on secretarial report & organizational review.
In GDS (NFPE) no of delegates/observers were 94 out of which 24 delegates took part on discussion on secretarial report & organizational review.
In all the three delegate sessions, prominent leaders including Com M. Krishnan, Com I.S.Dabas , Com P. Pandurangorao, Com S.S.Roy & Com R.L. Bhattacharya made their nice speech which enriched us. Our previous leadership of different divisions were also present in the conference to encourage todays’ leadership.
The main points which were discussed- attack on postal services & our task thereof, future of GDS organization and our role, membership of all organizations, setting up of Post Bank of India-its merits & demerits, review of previous strike including 12th December,2012 and role of organizations at different tiers, Cadre restructuring & Postmaster Cadre, filling up of all vacant posts including GDS, demands of System administrators/PORMS accountants/Marketing executives & role of our Department, finalization of HSG-I recruitment rules, proper infrastructure of computerization & MGNREGS, attack of administration on our members and our role, role of our higher forum like NFPE, CHQ, CGCC, 12t July Committee , our different publications like Sangramee Dak, Bharatiya Post, Postal Life, Rural Postal Employee etc.
In all the three sessions a large no of proposal on some burning & legitimate issues were adopted. One Exhibition on ‘BABU TARAPADA MUKHERJEE AND HIS WORKS” was also conducted & made open during the conference session. On 28th there was a cultural programme at Mahajati sadan where eminent film Director Shri Tarun Majumder was present and delivered encouraging speech to the delegates/observers. One high profile drama ‘MUKTIDIKSHA” written by Utpal Dutta was also staged, where conspiracy against first socialist Govt(formed in Parry in France ) in world was reflected. As a memorabilia ‘RED FLAG’ was gifted to all the 35 divisions of our Circle. It seems a model conference to strengthen our unity and build up united struggle to save our Department as well as our country from the onslaughts of new liberal economic policies. This is also a unique and historical conference. Our comrades have tried at their level best to cultivate the idealism of NFPE particularly when we have been passing through a critical time.
