DRAFT RESOLUTION TO BE SUBMITTED FROM THE HUNGER-FAST PROGRAM ON 28-29 NOVEMBER 2017
Dear Comrades, considering the present situation, the Circle Unions have decided to submit two resolutions, one on RICT and CSI and the other one is on Engagement of Outsourced Postal Agents in West Bengal Circle, in addition to the charter of demand finalised by NFPE from the ensuing hunger-fast progam. The draft of the resolutions are given below, the contents are self-explanatory. Please adopt them and send to the Chief PMG, W.B.Circle through proper channel.

ON Implementation of RICT and CSI
This mass stay-in hunger-fast program and
demonstration note with serious concern that in the name of technological
upgradation of rural postal services, RICT is being imposed on our staffs
without proper infrastructure, support and even training. A huge number of
vacancies to different GDS posts are still kept unfilled. GDSBPM posts are
being managed by lower cadre officials very irregularly violating departmental
rules regarding minimum qualification. There is no standard printed guide for
smooth independent operation. Even the training has been started and continued
while the department has failed to keep the training server functional. As a
result, there is no hands-on training. The registration of the substitutes to
GDS staffs is yet to be done. So, a BPM would be compelled to remain in duty
despite all odds in future till substitutes are registered which seems to take
a long period.
Regarding CSI also, it is apprehended
that the pre-requisites like complete AV-AD Rollout would be avoided.
Connectivity still remains one of the biggest issues in our centralized
projects. Before CSI, connectivity should be ensured at all places. Proper
infrastructure, comprehensive training with documented guide, back up and
support by vendors and replacement of old and sluggish computers must be
ensured before implementation of CSI.
This program resolves to demand that
the implementation of RICT should be deferred till the training server is ready
for hands-on operation by the trainees and registration of substitutes are
completed. Further, the recruitment to the vacant posts of all Branch Post
Offices should be filled up immediately, otherwise circlewide movement will be
launched shortly.

ON Engagement of Outsourced Postal Agents
This mass stay-in hunger-fast
program and demonstration note with serious concern that an effort has been
initiated by different divisions in West Bengal Circle to engage Outsourced
Postal Agents (OPA) with the objective of outsourcing of postal functioning. This
mass gathering of the rank and file of postal employees holds that with huge
number of vacancies in clerical and postman posts, introduction of OPAs and
empowering them for booking and delivery of articles will practically evaporate
the recruitment process. This, on one hand, is a severe attack on the
promotional prospect of the GDS employees and, on the other hand, will reduce
the scope for the unemployed youth of our country in a Central Govt department
like ours.
This demonstration expresses its firm
belief that such engagement of OPAs would be completely unnecessary had the
recruitment to the vacant posts in the department been made in time, and
sternly condemns the decision of outsourcing diluting the process of
recruitment thereby.
This program resolves to demand immediate
scrapping of the engagement of OPAs and expedite recruitment to the vacant
posts in no time.
