Induction training of newly recruited PA/SA
Induction training of newly recruited PA/SA will be started in PTC, Darbhanga from 16th April, 2014. Allotment schedule is being prepared by the Circle Office.

DATE OF POSTMAN AND MTS EXAMINATION HAVE BEEN CHANGED
Postman examination of 2013 will be held on 04-05-14 and MTS examination of 2013 will be held on 18-05-14.
SB APTITUDE TEST WILL BE HELD ON 27-04-14
SB aptitude test for the PAs of Postal Divisions will be held on
27-04-14 (Sunday) from 10.00 to 12.00 Hrs. Applications in prescribed
proforma is to be furnished to the respective Divisions within 31-03-14.
2nd Convention of Postal CO- Ordination Committee of West Bengal
2nd Convention of Postal CO- Ordination Committee of West Bengal was successfully held on 23-03-14 at Auditorium of Yogayog Bhawan. Com Pijush Ray inaugurated the august convention.152 delegates were participated from all the affiliated of NFPE, WB.Com.Pranab Chattapadhay and Com Shibsankar Ray deliberated their speech. Com Bijoy Gopal Sur, Com.Janardan Majumder and Com Sanjoy Chakraborty were elected as President, Secretary and treasurer respectively of the next commitee.All the Circle President and Secretaries of affiliated unions have been selected as working committee members.

GOOD NEWS FOR BPMs REGARDING TELEPHONE CHARGES
Amount of Rs50- will be paid in each month to all the BPMs under Kolkata
Region for communicating the delivery status of all Speed Post /
Registered articles, eMO etc.to the concerned account office on the day
of receipt. The said amount will be reimbursable for such work without
seeking any prior permission / approval and should be charged directly
as 'Bills paid' head by the SPM after obtaining proper voucher from the
BPMs.This was decided during the meeting of PMG, Kolkata Rgn.with the Head of the Divisions on 17-03-14

REVISION OF DRM RATE
DRM rate has been revised by the Ch. PMG, WB Circle to the amount of Rs. 245/- per day(i.e. 8 hours duty) and the wages should be paid on pro-rata basis @ Rs. 30.62 per hour. The revised rate will be in force with immediate effect.

Dear Comrades,
As already mentioned in the last month’s
“General Secretary’s Desk” a Special Convention and Workshop of all Circle
Secretaries and Divisional/Branch Secretaries of AIPEU Group-C will be held on
2014 May 26th & 27th (Monday, Tuesday) at Shah Auditorium, New Delhi,exclusively to discuss the P-3 specific
issues and for preperation of the draft memorandum of AIPEU Group-C (CHQ) to be
submitted to the 7th Central Pay Commission. The
draft memorandum prepared in the workshop will be placed in the website and
also before the Central Working Committee of AIPEU Group-C (CHQ) to be held in
August 2014 in Andhra Pradesh
Circle, for final approval.
All Circle/Divisional Secretaries of
AIPEU Group-C are requested to attend the convention and Workshop WITHOUT FAIL.
If any Circle/Divisional/Branch Secretary cannot attend due to unavoidable
circumstances, one representative should be deputed on behalf of Divisional /
Branch/ Circle Union. Limited number of special visitors will also be
allowed to attend. Please book your tickets well in advance. Please convene your Divisional/Branch/Circle Working
Committees/Circle Councils before coming to Delhi and discuss and finalise all
P-3 specific points to be included in the 7th CPC Memorandum in a most democratic
and transparent manner. Suggestions should be the outcome of collective
discussion and collective wisdom. Active involvement of rank and file members
may also be ensured in the process.

As CHQ is holding the Special Convention
and Workshop at New Delhi
itself it is decided to fix delegate fee of Rs.700/- (Rs. Seven hundred only)
per head. Food (only lunch and Tea) and accommodation (hall with floor
beddings and bath room facilities) will be provided by CHQ. Delegate fee
is reduced from Rs.1,000/- to Rs.700/- as the Breakfast and Dinner is not
arranged by CHQ. Convention will be from 11 AM to 7 PM on both days. The rent of the AC Auditorium for two days itself
comes to Rs. One Lakh Twenty Thousand (Rs.1,20,000). AC is required as
May is the hottest season in Delhi.
Draft memorandum prepared by CHQ will be supplied in the convention/workshop
along with file.
Total Expenditure may come to Rs.
4,50,000/- (Rs. Four Lakh Fifty Thousand only) NO DELEGATE WILL BE ALLOWED TO PARTICIPATE IN THE CONVENTION/WORKSHOP
WITHOUT PAYING DELEGATE FEE. THIS WILL BE STRICTLY IMPLEMENTED.
IMPORTANT
All CHQ Office Bearers and Circle
Secretaries who are attending the 4th
April 2014 Nagpur Confederation National Convention and also the 26th &
27th May, 2014 Delhi Convention and Workshop on 7th CPC P-3 specific Memorandum are requested to bear their TA/DA from
their respective Circle Unions. As the CWC is to be held in the month of
August 2014 in Andhra Pradesh Circle and again in November 2014 at Jamnagar
(Gujarat) in connection with the final ceremony of NFPE Diamond Jubilee
Celebrations, we have to pay the TA/DA to all office bearers and Circle
Secretaries (CWC members) attending the CWC. Paying TA/DA for Nagpur and Delhi
conventions also will result in huge expenditure for the CHQ. All CHQ
office bearers and Circle Secretaries are requested to co-operate and bear with
the CHQ.
CIRCLE/DIVISIONAL/BRANCH
SECRETARIES - YOUR ATTENTION PLEASE:
As we have to devote full two days for
discussion and preparation of P-3 memorandum to be submitted to 7th CPC, we
will not be getting any time to discuss the pending problems of
Circle/Divisional/Branch Unions. Hence
there will not be any discussion on Circle/Divisional/Branch level pending
issues in the Special Convention & Workshop. However the CHQ want
to consolidate all pending problems of Circles/Divisions (other than Pay
Commission related issues) and
the General Secretary will explain the position of each case in the Special
Convention/Workshop.
In order to facilitate the CHQ to consolidate and reply the
position / action taken in respect of all the important pending issues in the
Convention/Workshop, all Circle/Divisional/Branch Secretaries are requested to
fill up the enclosed Proforma-I and send it to the CHQ on or before 30th April,
2014. Please ensure that the report is sent before the cut-off date
without fail, ie. before 30-04-2014. Please fill up Proforma-II also and send it before
30-4-2014, so that CHQ can provide accommodation only for those delegates who actually want it. It is
presumed that many delegates may hire hotel accommodation at their own cost.
ENROL NEW MEMBERS IN THE MONTH OF APRIL, 2014.
In some circles, in each Division, there
are employees who are not yet enrolled as members in any union
(Non-members). Similarly some employees from other unions may be willing
to join our Union. Further many
new-recruits who joined the department are yet to be enrolled as members under
check-off system (Recovery of subscription from pay-roll). All the above categories of employees are
to be enrolled in the membership of AIPEU Group-C in the month of April. All Divisional/Branch Secretaries
and Circle Secretaries are requested to make a special drive to collect the declaration from all
non-members in April, 2014. Declaration should be submitted in the same
proforma submitted at the time of membership verification. Signature of
Director (SR) not required. No other change. Modified order of
Directorate already cancelled and old order stands. White paper
application not enough. It should be in the proforma
itself. Please note.

CONVENTION OF POSTAL COORDINATION COMMITTEE, WB
All the Divisional Secretaries and Circle Office Bearers of Group of NFPE, WB are requested to attend the convention of Postal Coordination Committee on 23rd March at sharp 10 am.at yogayog Bhwan auditoriam. CIRCLE UNION ADDRESSED ALL INDIA UNION (CHQ) TO TAKE UP THE ISSUE OF JOINING OF NEW P.A.s WITH POSTAL DIRECTORATE IN NEW DELHI

Arrangement of immediate joining of newly selected P.A.s in West Bengal Circle.
Dear Comrade,
This is for
your information that 409 new Postal Assistants have been selected in West
Bengal Circle for the year 2011-12. Though the result has been declared in the
month of December 2013, their joining has been halted due to non-completion of
Police Verification Report (PVR). The department and the selected candidates
have done everything on their parts, but the reports are pending almost in all
cases with the Police Authority. Now as the calendar of the 16th Lok
Sabha Election has been declared and it is the priority of State
Administration, it appears far-fetched that Police authorities would do
anything in coming three months or so.
In addition to the above
candidates, the vacancy for the year 2013-14 has been declared and another 534
PAs will be waiting soon for joining in this Circle. Due to the acute shortage
of staffs, the NFPE Group of Unions requested the Circle Administration to
arrange their joining after providing in-house training like yesteryears, and
the Chief PMG also discussed the matter in a recent video-conference with the
concerned member of the Postal Directorate. But the Directorate rejected the proposal
saying that provision of in-house training and joining thereafter was permitted
only for two years relaxing the rule, and it could not be extended any more. At
present, PVR is a pre-condition of induction training in Postal Training
Centers (PTCs) and joining will follow after that. This is going to cause
inordinate delay. There is also a possibility that if the PV Reports come early
for some candidates from the bottom of the merit list, they would avail the
training first and would be senior to the toppers.
This Circle Union has
also cited that in North Bengal Region, an in-house training for candidates of
2011-12 has already been started and so, it should be allowed in all other regions
of West Bengal Circle. But due to the rejection of the Directorate, the Chief
Postmaster General has expressed his handicap and has requested us to approach
the Directorate through the All India Union.
Thus, the present
situation is ---- despite having huge vacancy and workload on the existing
staffs in one side and a good number of capable, willing and successful
candidates on the other, our Circle is losing their service and they are losing
their seniority. They are in severe anxiety and mental strain. The irrational
rigidity of the Postal Administration has become the bone of contention and
pain for all. Under such constraints, we would like to channelize the sentiment
of all the selected candidates in West Bengal Circle and request you to please
take up the issue with the Directorate immediately for allowing the relaxation
of the PVR condition this year due to announcement of the election, so that the
department can get the service of the new P.A.s at the earliest. As the largest
organisation in the department and also as most of the new P.As are with us in
this Circle, we need to redress this issue with priority. Therefore, we are
sincerely requesting your special attention.
