BUT NFPE, AIPEU, GDS AND  POSTAL JCA SERVED TWO DAYS STRIKE NOTICE ON 20.10.2016 AND TOOK A FIRM STAND THAT WE WILL NOT WITHDRAW THE STRIKE DECISION TILL ORDERS ARE ISSUED . 

SECRETARY, DEPARTMENT OF POSTS HELD DISCUSSION WITH US AND REQUESTED TO WITHDRAW THE STRIKE DECISION . 

WE REFUSED TO WITHDRAW . SHRI MAHADEVAIAH WITHDRAWN THE STRIKE DECISION ON 24.10.2016 ITSELF WITHOUT WAITING FOR THE DECISION OF THE FINANCE MINISTRY AND GOVT AND RAN AWAY FROM THE BATTLEFIELD HALF WAY FEARING WITHDRAWL OF RECOGNITION FACILITIES.

CONFEDERATION & JCM STAFF SIDE EXTENDED FULL SUPPORT AND DISCUSSED THE CASE IN THE JCM STANDING COMMITTEE MEETING WITH THE GOVERNMENT ON 25.10.2016..

Com Ajoy Bhowmick Memorial Speech on 25 years of Neo - liberal Economic policies.

As like as previous years, this year too, The Coordination Committee of Central Govt. Employees' and Workers' Union & Association, West Bengal took decision to hold "Com Ajoy Bhowmick Memorial Speech". And accordingly, today at Subarna Banik Samaj Hall the program held. Com Janardan Majumdar, President, The Co-rdination Committee of Central Govt. Employees' and Workers' union & Association presided over the program. 
     This year the subject has been chosen as "25 years of Neo - liberal Economic Policies". Before starting the main discussions, leadership paid tribute to the photpgraph of late Com Ajoy Bhowmick, the then beloved leader of middle class organisation. Finally, Com Pranab Chattapadhyay made his significant speech on the subject which enriched the leaderhip / organisers. From the meeting, The Coordination Committee of Central Govt. Employees' and Workers' Union & Association, West Bengal took oath to strengthen the ongong struggle anywhere, in any form and also to educate ourselves, our employees. 







Strike (9-10 Nov.' 16) program at Yogayog Bhawan 

      At the call of Postal Coordination Committee (NFPE/GDS/Part time), a good program held at Yogayog Bhawan to progagate the ensuing Strike at the call of Postal JCA comprising NFPE/FNPO and their GDS organisation. The Program started at about 1.00 PM and continued till 4.30 PM. The participation followed by a squad on 5th/ 6th/ 7th floor of Yogayog Bhawan, was satisfactory. 
     Presidum consisting Com Janardan Majumdar, Prssident P-III, Com Debasish Guha Thakurta, President, DAP and Com Sukumar Mondal, President P -IV presided over the meeting. Amongst the speakers were Com Annwesha Biswas, Circle Secretary, P-III, Com Sanat Das, Circle Secretary, P -IV, Com Tapan Bhowmik, Asstt. Circle Secretary, GDS, Com Sanjoy Chakraborty, Circle Secretary, R-IV, Com Adhir Das, Asstt. Circle Secretary, P-III, Com Sukumar Bose, Asstt. Circle Secretary, GDS, Com Goutam Kundugrami, Circle Secretary, Part time, Com Sanjib Barua, Circle Secretary, SBCO, Com Asit Bangbas, Asstt. Circle Secretary, P-III, Com Shyam Sundar Dey, Circle Secretary, DAP, Com Bijoy Gopal Sur, Circle Secretary, GDS, Com Ganesh Das, Financial Secretary, Admn. Union and Com Tapan Bharati Financial secretary, GDS. They described two points charter of demands, role of Postal Directorate and the situation based on which Postal JCA issued strike notice. 
     From the meeting one delegation of NFPE met with the hon'ble Chief Postmaster General, West Bengal Circle and handed over the strike intimation. In this context, this is to mention that on 20th Oct.' 2016 in most of the divisions/branches, strike intimation program observed with utmost sincerely. 
     However from today's program leadership appleded divn/branch leadership to start in befitting manner amongst employees for ensuing strike

      Comrades, The Co-ordination Committee of Central Govt. Employees' and Workers' Union & Association, West Bengal has organised a memorial speech on the death ceremony of  our respected leader Late Com Ajoy Bhowmick on 26.10.2016 at Subarna Banik Samaj Hall at 5.30 PM. The subject of the speech is 25 years of new economic policy and the speaker is  com Pranab Chattopadhyay, eminent trade union leader.
   All Divisional / Branch Secretaries and Circle office bearers (in and around Kolkata) are requested to ensure the huge gathering in the said meeting to make it grand success.

      Comrades, NFPE West Bengal Circle has decided to hold 4 hours dharna program (1.00 PM to 5.00 PM)  at Yogayog Bhawan, O/0 the Chief Postmaster General, West Bengal Circle on 26.10.2016 for serving strike intimation in support of two days nationwide strike on and from 9-10 November' 2016 demanding bonus parity to GDS and payment of revised wages to casual labourers.  

   Please mobilise maximum number of employees (in and around kolkata) to the Yogayog Bhawan on that day to make the program grand success.

NFPE has ALLOTTED 500 quota to west bengal circle to attend the parliament march and thereafter postal co-ordination committee, west bengal circle has  decided to attend minimum 10 persons from each  big division ( p-iii, p-iv, gds & part time contingent paid) and minimum 4 persons from each small division Like RLO, Fgn. post, psd, alipore barabazar etc.

all Divn./Branch secretaries are requested to book the tickets in 12303 (poorva exp) or 12339 (w b sampark kranti exp) or 12323 (kolkata anvt exp) as per their quota immediate and inform to com manoj shaw or com adhir das with in 20.10.2016 for accommodation booking. the outward journey will be started on 13.12.2016 and inward journey will be started on 15.12.2016 (afternoon).

            As already decided by the PJCA, the two days strike demanding bonus-parity to GDS and payment of revised wages to casual labourers will take place on 9th& 10th November 2016. There is no positive outcome till this date. File is still pending in Finance Ministry. The PJCA has decided to serve the strike notice on 20th October 2015 to Secretary, Department of Posts, New Delhi. On that day, dharna is being organized in front of all Divisional/Regional/Circle officer by PJCA, as already decided.

            Copy of the strike notice should be served to all Circle/Regional/Divisional heads after conducting demonstrations. Draft copy of the strike notice is enclosed herewith.

            Please print notices and also issue circulars to all offices including Branch Post offices so that every employee shall get ready for the strike, if demands are not settled before 9th November 2016. Conduct intensive campaign among all employees.

            Please treat it as most urgent and important.

PROTEST DEMONSTRATIONS AND GATE MEETINGS


RESOLUTION TO BE ADOPTED IN THE GATE MEETINGS TO BE HELD IN FRONT OF ALL CENTRAL GOVERNMENT OFFICES

(office) on 20.10.2016, after the demonstration conducted as per the call of the Confederation of Central Government Employees & Workers, as part of the nation-wide agitational programmes culminating in strike, for settlement of the justified demands of the Central Government Employees and pensioners, mentioned in the Charter of Demands, resolved as follows:

The proposed indefinite strike action of the Central Government employees under the banner of National Joint Council of Action (NJCA) of JCM national Council Staff side organisations from 11th July 2016 was deferred, on the basis of the assurance given by the Group of Ministers including Home Minister, Finance Minister and Railway Minister to the NJCA leaders on 30th June 2016 that the demands of the employees, particularly the increase in minimum wage and fitment formula, will be considered favourably and a High Level Committee will be constituted for submitting the proposal to the Government in this regard within a period of not more than four months. This meetings views with grave concern that even after three and half months the committee is not constituted and inordinate delay is taking place in implementing the assurance given by Hon’ble Ministers. This meeting further notes with concern the unilateral orders are issued by the Government imposing stringent conditions for Modified Assured Career Progression (MACP) promotion and also abolishing non-interest bearing Advances like Festival Advance and Natural Calamity Advance, without any consultation with the JCM Staff Side.

This meeting, therefore, urges upon the Central Government to expedite action to honour the assurance given by the Group of Ministers and also to settle the legitimate demands of the employees and pensioners raised in the charter of demands.
