TWO-DAYS'  STAY-IN  DEMONSTRATION  AT  CIRCLE  OFFICE  ON  19-20 AUGUST 2014 : PREPARATION  AND  DIVISIONWISE  ALLOTMENT

    As per the decision and call of the joint circle working committee meeting held on 12-13th July 2014, continuous stay-in demonstration will be floored in front of Kolkata and South Bengal Regional offices at Yogayog Bhavan from 11 A.M., 19.8.2014 to 5 P.M., 20.8.2014. The datewise allotment for participation of comrades from units and divisions is given below.

       We deeply mourn to inform our comrades that Comrade Janardan Majumder, Circle Secretary, Group-C, has lost his father Nepal Chandra Majumder yesterday evening at 7:52 P.M. He was 85 and was ailing from geriatric problems. He breathed his last at their residence, while Comrade Janardan Majumder was away in New Delhi for organisational purposes. He rushed back home at night.

        We extend our deepest condolences to our Circle Secretary and to all the members of the bereaved family for their irrepairable loss.

NO SEPERATE AGITATIONAL PROGRAMMES BY AIPEU-GDS (NFPE) AS WE ARE PART OF CENTRAL JCA

NFPE & FNPO and all its affiliated Unions/Associations including AIPEU-GDS (NFPE) has declared nationwide joint agitational programmes, in which “INCLUSION OF GRAMINDAK SEVAKS IN THE TERMS OF REFERENCE OF 7TH CPC” is the number one demand. As such, AIPEU-GDS (NFPE) has decided not to go ahead with the separate agitational programmes already declared by it, for the larger unity of all postal employees which is essential for the settlement of GDS demands. Hence AIPEU-GDS (NFPE)’s separate agitational programme is merged with the joint agitational programme of Postal Joint Council of Action.

WORKSHOP  ORGANISED  BY  GROUP-C  CIRCLE  UNION  ON  DISCIPLINARY  RULES  &  TASKS  OF  A  DEFENCE  ASSISTANT

      The workshop on 'Disciplinary Rules and tasks of a Defence Assistant' has been held today at Tarapada Memorial Hall, as decided in the last Joint Extended Circle Working Committee. 61 comrades participated in the workshop from all divisions and units in West Bengal Circle, 11 Circle Office Bearers including Circle Secretaries of Group-C and Postmen Unions were also present. The objective of the workshop has been to create a pool of able defence assistants within the organisation to help victimised staffs for their innocent mistakes, which is a serious organisational task and dire need of the moment. 
      
        Comrade Shibsankar Roy, our teacher and guide, took the sole responsibility of training the participants today. CGCC, West Bengal, has published a booklet on different rules governing the service of a Central Govt Employee including brief descriptions of disciplinary rules and preparation and responsibilities of a Defence Assistant. A copy of this booklet has been distributed to each participant by the Circle Union. Each of them has also been provided with three charge sheets --- two Rule-16 and one Rule-14 case for discussion.

     In the first half, the provisions of CCS(Conduct) & CCS(CCA) rules were discussed by Com. Roy with a PowerPoint presentation in Bengali. It also contained the theoretical aspects of tasks of a Defence Assistant. In the post-lunch session, the practical aspects were elaborated with references to the given three cases. All participants were deeply involved in the class, which were exhibited through series of questions and countless interactions.

         The Circle Union is going to hold the second level of this training program about after three months, when mock disciplinary boards will be formed and participants will be divided into groups to defend charges during hearing. Experienced veteran comrades from CGCC will extend their assistance for the next level.

         By this time, Circle Union requests all comrades to start involving themselves with Rule-16 cases of their divisions. The best way to become a Defence Assistant is by starting to write defences. Com. Shibsankar Roy and Circle Union will help every interested comrade by all means.

Central offices to continue with 5 day week

There is no proposal to change the present five-day week for the employees of central government ministries and departments, Lok Sabha was informed on Wednesday. “No,” said Jitendra Singh, minister of state for personnel, public grievances and pensions in a written reply to a question whether the government plans to change the five days per week working for central government servants. There were reports that the government was considering increasing the five-day week schedule to six days. The minister said there was also no proposal to enhance earned leave and casual leave being granted to the employees. “There is no such proposal under consideration of the government,” he said.

ALL CENTRAL GOVERNMENT EMPLOYEES WILL HAVE TO COMPULSORILY SUBMIT THEIR ASSETS AND LIABILITIES

All Central Government employees will now have to compulsorily submit a detailed report on their properties and debt owed by them…

Already, each year, the Group-A officials are required to submit information about the immovable properties owned by them. Now All categories of Central Government employees too have been asked to submit these details. The DOPT has issued relevant orders to this effect.

The Government has issued this order in accordance with the Lokpal rules. According to this rule, Central Government employees will now have to submit all details regarding the cash-in-hand, bank investments, share certificates, stocks and bonds, mutual fund investments, insurance policies, P.F. details, loans, motor vehicles, gold and silver ornaments, and precious metals, to the Government.


The employees have to also submit details of movable and immovable properties owned by their spouses and children. Application forms will be given to all the employees, to be filled up and submitted before the 31st of July for each financial year.

There are more than 50 lakh Central Government employees, including IAS, IPS and IFS officers, all over the country. All of them will have to henceforth submit details of their properties. If the total property owned by the employee is less than his/her four months’ basic salary, or if the total amount is less than Rs. 2 lakhs, then he/she could be considered for exemption from submitting the information.

Those who have already submitted the details will have to re-submit the form for the current financial year on or before September 15, 2014. Information also has to be furnished about the properties owned by the spouse and children.

On January 1, President Pranab Mukherjee gave his approval for the Lokpal Act and regulations. Following this, amendments were made to the Lokpal Act to make it compulsory for all Central Government employees to furnish their property details.
