NFPE LEADERS MET CHAIRMAN 7th CPC


A delegation of NFPE headed by Secretary General Com.Krishnan along with the General Secretaries of all wings appeared in the Office of the Pay Commission at the call of the Chairman, in Janpath Hotel, New Delhi at 10.30am on 29-05-2014 and met the 7th CPC Chairman, Honourable Justice Mr.A.K.Mathur and his Members in full quorum. The interactive session / meeting lasted for one and half hours. 
Various points regarding the revision of wqges and service conditions of Postal ;employees and functioning of the Department of Posts were discussed which are summarized as follows :

1)     Role and Functioning of the Department of Posts towards the people of India.
2)    Various staffing pattern of our Department and huge reduction of Staff strength due to unjustified abolition of posts.
3)    GDS who run 1,29,000 Post Offices – a factual account and their sufferings. NFPE urges for bringning the GDS within the ambit of 7th CPC.
4)   Duties and responsibilities of various cadres of staff of the Department of Posts including Postal Assisatants, Sorting Assistants, PA(CO), PA(SBCO), Postal Accounts Staff, Postmen, Mail Guard, MTS and Civilwing Staff.
5)   Justification for upgradation of their pay scales.
6)   Improvement in the promotional avenues of postal staff of different categories with a special emphasis on the Grade Pay for MTS, Gr.C employees (Rs.1800/- to 1900/- & Rs.1900/- to 2,000/- i.e., only a paltry amount of Rs.100/- in every 10 years)
7)    Postman duty and their poor promotional avenues.
8)  Specialities of the Assistants and Supervisors and their poor promotional avenues and many other issues.

The concept of Pay Band and Grade Pay, whether beneficial and the principle of determination of minimum pay was also discussed.


Regarding merger of DA and Interim Relief , the Chairman made it clear that unless the Govt. asks the Pay Commission specifically, to submit interim report, Pay Commission will not submit any recommendations on DA merger & IR.

IN-HOUSE  TRAINING  ORDER  FOR  SELECTED  P.A.s  OF  2011-12  ISSUED  IN  SOUTH  KOLKATA  DIVISION 
      
      Order of in-house training for 39 selected P.A.s (2011-12), whose all pre-recruitment formalities have been completed, has been issued by South Kolkata Division today.

      According to this order (having no. B-2/Direct Rectt/PA/2011-12 (in-house training) dated 30.05.2014) issued by the SSPOs, the training will commence from 02.06.2014 and will continue for 12 days.

      We congratulate our Divl Union of South Kolkata for their success in convincing the Divl Administration and effect of the order of the Chief PMG dated 20.05.2014. All other divisions are requested to please cite this news to respective Divl Heads and move to issue analogous orders in no time.

CIRCLE  OFFICE  REITERATES  INSTRUCTION  FOR  IN-HOUSE  AND  PRACTICAL  TRAINING  FOR  NEW  P.A.s 
    Circle Office has issued another letter yesterday (no. Rectt/R-8/Direct Quota/2011-12 dated 27.05.2014), addressing SSPOs, South Kolkata Division, in which it has again been clearly instructed to implemented the order of the Chief PMG dated 20.05.2014. The letter has been issued in reply to some queries made by South Kolkata Division. Significantly, the same letter of the C.O. has also gave clearance to the Divl Heads to arrange the practical training to the selected P.A.s against the vacancies for the year 2011-12.
    
    The Circle Union will meet the PMG, Kolkata and PMG, South Bengal Regions tomorrow to facilitate the process. All divisional secretaries are requested to please pursue with respective unit/divisional heads to start the in-house training followed by the practical training forthwith.We expect that the trainings would start shortly in accordance with the orders.
    
    There is no speaking order except from this one, though confusions are still being spread. Please avert it, check before you believe or further propagate such news.   Follow this blog for update.

CIRCLE  UNION  DELEGATION  MEETS  CHIEF PMG : DISCUSSES  THE  ISSUE  OF  THE  SELECTED  P.A.s  FOR  THE  YEARS  2011-12

   The much-awaited meeting with the Chief PMG has materialised today, as a Circle Union delegation comprising of Com. Janardan Majumder (Circle Secretary, Group-C), Com. Nirmal Dey (Circle Secretary, Postmen & MTS) and Com. Somnath Goswami (Asst. Circle Secretary, Group-C) met the Circle Head in the afternoon and elaborately discussed the issue of training, completion of PVR etc. for the candidates selected against the vacancies for the year 2011-12. 


   The Circle Union has also given him a letter mentioning the problems as discussed during the meeting with the candidates on last Friday. The letter is reproduced below.



     The Chief PMG has expressed his concern regarding the issue as he also felt that our offices need more staff as early as possible. He has assured us to take the following steps :
  • In response to our request to take up the matter with the State Govt for completion the PVRs by Police immediately, he has assured that he would pursue by issuing letters to appropriate levels of the State Govt.
  • For the candidates with complete PVR, he would instruct Regional PMsG so that they also issue directions to all Divl Heads for implementation of the order (dated 20.05.14) of in-house training. Chief PMG has also requested Circle Union to pursue it with the PMsG. Circle Union will now issue letters to and meet PMG, Kolkata Region and PMG, South Bengal Region within a day or two accordingly.
  • For the LGO exam passed candidates, there is still no order. The Chief PMG has assured that he would write to the Postal Directorate seeking approval for in-house training for them as well, or induction training at PTCs as early as possible, as PVR is not a factor for them.    


     On the basis of today's discussion, it can be concluded that the Circle Union has successfully presented the situation and the Circle Head has also shown positive attitude to resolve the problems. We shall continue pursuing it further, but at the same time, our attention has also been drawn to another aspect.

     There are some obliquely interested corners from where confusions are being purposefully created. While our Circle Union was whole-heartedly and vigorously pursuing the entire issue from the very beginning and always reported the actual situations transparently, some efforts have now been surfaced to draw all candidates away from this integrated process. We request all to please remain careful about these elements which are actually intended to betray staff unity and weaken the pressure we have finally created. As per our commitment, we have succeeded to bring about orders and administrative persuasion immediately after the election. Individualistic efforts will now only foil and delay the progress. So, we request all candidates to please keep close contact, watch this blog and put your trust with the organisation and ask our divisional leaders also to pursue with respective Divl / Unit Heads. Please let us know the situation in your division.

      As declared and scheduled by the Circle Union, among the candidates who are waiting appointment in PA cadre in the vacancies of 2011-12, 60 (sixty) attended in a discussion at Yogayog Bhavan yesterday. On behalf of Circle Union, Com. Somnath Goswami presided over the meeting and apart from Circle Secretary Com. Janardan Majumder, comrades Asit Bangabas, Manoj Shaw were present. Divl Secretary of Central Kolkata Divn Com. Lalbahadur Patra and Com. Bibhas Ghara were also present. 

       The situation has been discussed by the Circle Union and opinions were exchanged. Two main aspects which came out from the meeting were --- PVR is not complete in respect of a large number of candidates, so they would not get chance at present for in-house training. The second problem is that some divisions are not implementing the order of in-house training (dated 20.05.14) and raising different doubts which need clarification by the C.O.

     As the Chief PMG could not manage time to meet as scheduled earlier, telephonic discussion was done with him, DPS (HQ) and ADPS (Rectt) during this meeting. Chief PMG has kindly allotted a revised time on Monday at 5 P.M. Circle Union delegation will meet him on this issue. It has been finally decided that emphasis will be given so that Circle Administration persuades appropriate authority for prompt completion of PVR in all divisions, and the in-house training is also started everywhere in no time, abating all doubts and ambiguities.

REVISED  ORDER  RELEASED  TODAY  BY  CIRCLE  OFFICE  TO  PAVE  THE  WAY  FOR  AWAITING  P.A.s/S.A.s --- OUR  TAKE  AND  FOLLOW  UP  PROGRAM

     The C.O. has released another order today, superseding the earlier order of 'engagement' issued on 02.05.2014. This order (check out below) finally conveys administrative acceptance to our categorical demand to start in-house training and appoint all successful candidates against the vacancies in P.A. cadre for the year 2011-12 immediately.




     Just a day before, the Group-C Circle Working Committee meeting held (on 19.05.2014) in Kolkata took up the issue and discussed for long. The fact that in-house training has been arranged in North Bengal Region has also been pondered over. It has been concluded in unison that to resolve the situation, as decided before the election, the Circle Union will move vigorously and a program for submission of a memorandum to the Chief PMG will be held at the Circle Office on coming Friday (23.05.2014) at 2 P.M. 

   Accordingly, Group-C Circle Secretary Janardan Majumder visited the C.O. today and our organisation succeeded to convince the Circle Administration that at present situation, there is no alternative to in-house training. Thus, today's order has been issued. We are happy to let you all know that the Chief PMG has also kindly allotted us time on Friday to meet and receive the memorandum by the selected P.A.s.

    However, the order in its present version could not make all points clear. There are still certain aspects on which the Divisions would need clarifications. Apart from those, please also note that completing all pre-appointment formalities (like Police Verification Report) is still a pre-condition, which is pending for a large number of candidates. Administrative action is required for earliest issue of these PVR by Police authorities.

      Therefore, the program on Friday will be held at Yogayog Bhavan as scheduled. All selected P.A.s are requested to attend Yogayog Bhavan (on Central Avenue, Chandni Chowk metro station, opposite Indian Airlines office) by 1:30 P.M. The pros and cons of the situation will be presented and discussed thoroughly. 

       All Circle Office Bearers and Divisional Secretaries are requested to put in maximum effort for the presence of the candidates and organisational representatives in the program.

Com. Barda Bhattacharya,former joint convener of 12th july committee, WB, Ex president and secretary of WB CGCC, Addl. Secretary General, All India Audit & Accounts Association and Veteran leader of Central Government Employees passed away today morning in Kolkata. Postal Co-ordination committee, WB Circle  conveys its heartfelt condolences.

UNRULY  ROTATIONAL  TRANSFER  MEMO  TRIGGERS  VEHEMENT  MOVEMENT  IN  MALDA  DIVISION ---- CIRCLE  UNION  IN  SYNC

     The Rotational Transfer memo this year issued a couple of days back by the Divisional Superintendent, Malda Division, has set grave wave of resentment among the staffs and triggered timely and spontaneous movement by our Divl Unions to express the furore. 

      The transfer orders in the memo have been issued for 51 Group-C employees, out of which only 11 have completed their tenure. The rest 40 employees have been transferred pretenure, without any prayer or option and it appears that special care has been taken so that these employees are posted at inconvenient offices. All rulings of the Directorate, including the latest one this year in supersession of earlier orders, have been desperately violated by the Divl Supdt. Needless to say, our members have been affected, and our leaders have been ordered to be transferred , be it within the periphery of rules or not. In cases of our leaders, remarks have been noted to relieve them immediately. 

      It is remarkable that the Divl Unions of Malda Division have reacted instantly and appropriately with negotiation and agitation. During the strong yet disciplined protest of our comrades, the Divl Administration has nothing to say but to repeat the lame excuse of 'interest of service'. The discussion continued to late hours. Though at beginning the Divl Administration took a stand of implementing the orders as it was, but effective arguments, consolidated gathering of all staffs and the pressure of the situation made him to finally agree that at present, there would be no implementation of the memo.

       The Circle Union was also intimated by the Divl Union at right time about the irregularity and high-handedness of the Supdt. Circle Secretary Com. Janardan Majumder immediately contacted the PMG, North Bengal Region and also the Divl Supdt over phone. On behalf of the Circle Unions, he requested the PMG, NB Region, to intervene and clearly communicated the Divl Supdt that such audacity of acting beyond all rules would not be accepted. The entire memo needs to be cancelled and modified.

        Malda Divisional Union has convened an urgent Working Committee meeting today (11.05.2014) to discuss and decide the next course of action. Circle Union wishes to congratulate the Divl Union for their instant reaction with proper spirit, intensity and control. Halting the Divl Administration from implementing the memo now is only a temporary achievement. Strong movement has to be launched with 100% participation of all comrades in the division to make them scrap the entire memo. The Circle Union is in close liaison with the Divl leadership and has decided to take appropriate measures to support and achieve the target. 

        Let us all be prepared for bigger movement circle-wide if it is so required.

SAD DEMISE

Mr A. D. Patel, DPS, South Bengal Region has expired last night due to severe heart attack.  He joined our circle as DPS (Mails & BD) in November 2013 and transferred as DPS, South Bengal Region on 27.12.2013. Originally hailing from Gujarat, he breathed his last at the rented residence in Brahmapur, Kolkata.

      The Circle Union extends its condolences to the bereaved family for the untimely and irrepairable loss.

POSTMAN RESULT OF 2014 HAS BEEN PUBLISHED

RESULT OF POSTMAN EXAMINATION OF 2014 HELD ON 04/05/2014 HAS BEEN PUBLISHED WITHIN ONE DAY. WE CONGRATULATE ALL THE SUCCESSFUL GDS OFFICIALS FOR THEIR BRIGHT FUTURE IN INDIA POST.  
CIRCLE  OFFICE  HAS  ISSUED  AN  ORDER  FOR  SELECTED  PAs/SAs  FOR  THE  YEAR  2011-12  MERELY  FOR  ENGAGEMENT  NOW,  NOT  APPOINTMENT 

    The Circle Office has issued an order communicating the Chief PMG's instruction for engagement of the selected PAs/SAs against the vacancies for the years 2011-12, which appears like an effort to provide a relief to the situation of tremendous staff shortage. There is no arrangement for in-house training, this is not at all any sort of appointment, not going to benefit the young aspiring candidates in seniority or drawing salary as per pay scale. This has no resemblance to the demand placed by our Circle Union. The text of the order dated 02.05.2014 (addressed to all Regional PMsG, Divisional & Unit Heads) is appended below :

       Sub: Appointment of newly selected candidate in PA cadre against vacancy of 2011-12.

     This is in connection with appointment of PAs/SAs by direct recruitment against the vacancies of the year 2011-12.
     As per the usual procedure, a candidate may be directed to undergo training at the PTCs only after completion of pre-appointment formalities viz. character and antecedents verification, medical examination and verification of their educational certificate. But in practical, it is noticed that police verification, which is a mandatory requirement before appointment of any candidate is taking much time which resulted delay in making the offer of appointment to the selected candidate.
     Keeping in view of the acute shortage of PAs/SAs in this circle, the Chief PMG, West Bengal Circle, has kindly ordered to engage the newly selected candidate in PA/SA cadre in back offices or non-sensitive branch and in ordinary sorting respectively and if required, an undertaking may be taken from the candidates before such engagement.

     Please note that this is far from the demand of this Circle Union as this would not serve any material purpose of the candidates other than a meager daily wage. The department did not make any move to expedite their formal appointment pending the verifications. The Circle Union will again strongly pursue the Chief PMG to take personal initiative immediately after the Loksabha Election so that the Police Verifications are done throughout West Bengal expeditiously. 
   The Circle Union has also noted that due to misunderstanding and misinterpretation of this order, a confusion has been spread that in-house training has been ordered and this was represented like an achievement of our demand. We have not at all demanded such 'engagement' . This is most unfortunate and the Circle Union wishes to request everyone to go through all orders meticulously and take time to properly interpret orders before bringing it to all others' notice or publicising them. We still are vigorously continuing to place our demand for their appointment which would not be compromised with such orders.
