Validity of Self Attested Documents 


It is a constant endeavour of the Government to simplify procedures by introduction of self certification. For this, all Central Ministries / Departments as well as State Government / UTs have been requested to review the existing requirement in this regard and make provision for self certification, wherever possible. Response from 25 States / UTs has been received indicating action taken by them.

Different organizations prescribe different criteria for attestation, subject to statutory and legal provisions. As per its mandate, Department of Administrative Reforms & Public Grievances has been requesting them to adopt self-certification, wherever possible, as a measure of administrative reform.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Narendra Kumar Kashyap in the Rajya Sabha today.

Link pay of government workers with productivity, recommends finance panel

NEW DELHI: The 14th Finance Commission has suggested linking pay with productivity with a focus on technology, skills and incentives, a move aimed at raising the productivity of government employees.

The panel has recommended that in future additional remuneration be linked to increase in productivity.

The Seventh Pay Commission is expected to submit its recommendations by August and it has been asked to look at the issue of raising productivity and improving the overall quality of public services in the country.

The Sixth Pay Commission had also said that steps should lead to improvement in the existing delivery mechanism by more delegation and de-layering and an emphasis on achieving quantifiable and concrete end results. Emphasis is to be on outcome rather than processes, it had said. The earlier Pay Commissions had also made several recommendations to enhance productivity and improve administration.

The 14th Finance Commission's recommendations assume significance at a time when the Narendra Modi government has focused its attention to improve the delivery of public services and is taking steps to use technology to improve efficiency.

The Union government has taken several steps to shore up the bureaucracy and has changed the way attendance is measured in government offices.

"Further we recommend that Pay Commissions be designated as Pay and Productivity Commissions with a clear mandate to recommend measures to improve productivity of an employee," said the 14th Finance Commission headed by former Reserve Bank of India Governor Y.V. Reddy.

The Reddy panel said productivity per employee can be raised through the application of technology in public service delivery and in public assets created.

"Raising the skills of employees through training and capacity building also has a positive impact on productivity. The use of appropriate technology and associated skill development require incentives for employees to raise their individual productivities," the Reddy led panel said.

"A Pay Commission's first task, therefore, would be identify the right mix of technology and skills for different categories of employees. The next step would be to design suitable financial incentives linked to measureable performance," the panel said.

 An internal study by the Commission showed that the expenditure on pay and allowances (excluding expenditure for Union territories) more than doubled for the period 2007-08 to 2012-13 from Rs 46,230 crore to Rs 1.08 lakh crore.

GENERAL BODY MEETING HELD ON 21-02-15 AT TARAPADA MEMORIAL HALL


Com. R N Parashar, Secretary General, put emphasis on united struggle.

      Postal Co-ordination Committee (NFPE), West Bengal Circle held a general body meeting on 21 February’2015 at Tarapada Memorial Hall, KolKata. The meeting started at about 6 PM. A large no. of organisers/leaders assembled in the meeting. Presidium comprising Com. Aparesh Lahiri and Com. Nirmal Dey presided over the meeting. Most of the Circle Secretaries and office bearers of different Circle union under Postal Co-ordination Committee were present in the meeting.
     Com. R N Parashar, our beloved Secretary General, NFPE was the main speaker. At the very beginning Com. R N Parashar, on behalf of house paid homage to our late lamented leader Babu Tapapada Mukherjee, garlanding at his statue. After that our beloved Secretary General was felecited by Com. Aparesh Lahiri. Com. J. Majumdar, Secretary, Postal Co-ordination Committee told in brief the main object of the meeting. Then Secretary General delivered his speech. He described nicely how the present Central Govt. in the name of “leveraging” has intensified attack on postal services, only to privatize this sector. He described that Govt. of India is not at all interested to settle the sectarian demands as well as common issues like marger of DA, grant of interim relief etc. He intimated the present position of court case on GDS - issues and described how under constant pursuation backed by movements mainly under NFPE, the financial demands of part time/contingent paid employees achieved recently. He stressed on necessity of united struggle and made appeal to take all out efforts to success the ensuing all india indefinite strike from 6th may’2015 on 40 points charter of demands at the call of Postal JCA (NFPE/FNPO & respective GDS organization) and also the coming “march to Parliament on 28th April’2015 at the call of National Council (JCM) staff side organization (NJCA – Railway, Defence & Confederation) on 10 points charter of demands of 7th Pay Commission, against privatization in Govt. establishments and induction of FDI in Defence / Railway sector etc.
     Finally, he put special emphasis on “membership verification 2015” in case of Departmental Employees as well as GDS. He mentioned, “the more we (NFPE) grow up, the more we (our department and struggle) survive” So, our every unit, every organisar has an important role to increase the membership of all affiliates including GDS (NFPE). Then he made appeal – come out comrade and ensure it.
     Com. Aparesh lahiri on behalf of presidium expressed sincere thanks to Comrade R N Parashar with positive assurances to implement properly all the proposals/requests/advices he made. Some photos of the meeting are given below :--

OFFICE MEMORANDUM

Subject:- Revision of rates for various treatment procedures under CGHS.

With reference to the above mentioned subject the undersigned is directed to draw attention to O.M. No. S.11045/36/2012-CGHS (HEC) dated 1.10.2014 whereby CGHS package rates for various treatment procedures were notified by the Government empanelled hospitals under CGHS Delhi and NCR. This Directorate has been receiving representations from different stake holders regarding discrepancies in these notified rates. The matter was examined in this Directorate and now it has been decided with the approval of competent authority to revise the rates of following treatment procedures under CGHS.

 Reimbursement to beneficiaries/empanelled hospitals shall be limited to ceiling rate or as per actual, whichever is lower. The other terms and conditions as regards to CGHS package rates remain unchanged.

2. The revised rates shall come into force from the date of issue and shall be in force till further orders and are applicable in all CGHS cities.

3. This issues with concurrence of Integrated Finance Division of Ministry of Health and Family Welfare vide diary no.C-2289 dated 13/02/2015.

OBITUAY
          Our beloved member Com. Arindam Sarkar and PA Kolkata GPO passed away on 17th Feb.’2015. He was admitted at a nursing home at Bidhan Nagar. He was nearly 52. He was out an out honest, sincere worker and also a bonafied member of our organization. We express our shock over his untimely death and also express our condolence to his bereaved family.
           There is an allegation that he was mentally torchered by Sri Arun Sarkar, Deputy Director, Kolkata GPO. As per Doctor’s report, his previous disease like progressive asymmetric paraplegia got aggravated as a conseguence of “recent severe mental stress.” We are apprehending that he received his stress as a result of rude/inhuman treatment by Sri Arun sarkar, Deputy Director, Kolkata GPO. Actually, it is learnt, this Director is habituated to behave rudely with office staff. His attitude is such which is not fit in a civil society. It is also learnt, he even does not know how to behave with female employees also. As a result, all cross section of employees of Kolkata GPO are severely annoyed with this office.
           So,we are again expressing our shock at one hand while on the demanding remarkable punishment against Sri Arun Sarkar, Deputy Direcor, Kolkta GPO for peace and franquility in sector.

Circle Conference of AIPSBCOEA, West Bengal Circle

                 3rd Circle Conference of All India Postal SBCO employees union, West Bengal Circle successfully held on 15th Feb.’2015 at Auditorium Hall , Yogayog Bhawan. Com. Paramesh Roy Chowdhury and Com. Nathuram Biswas presided over the conference. Com. Tapan Dasgupta, President, AIPEU, Gr. “C”, West Bengal Circle and Joint Convener,12th July Committee inaugurated the conference. Nearly 100 comrades including delegates/visitors and guests were present in the conferenace. Com. Birendra Tiwari, General Secretary,   All India Postal SBCO Employees Association nicely described present attack on SBCO sector, Postal Department as a whole. He also made an appeal to build up united struggle to save our department.
                Com. Asit Das, Circle Secretary placed bi-ennial report and 7 (seven) delegates including 2 (two) female delegates took part on discussion. Finally the report was passed unanimously. Other speakers like Janardan Majumder, Circle Secretary, Gr. “C”, Sanjay Chakraborty, Circle Secretary  R-iv, and com. Bijay gopal Sur, Circle Secretary, GDS(NFPE) delivered their speech. Leader like Com. Manoj  Shaw, Finance Secretary, Gr. “C”, Com. Somnath Goswami, Asstt. Circle Secretary, Gr. “C”, and Com. Ganesh Das, Finance Secretary, Admn. Union were also present in the conference.
     Smt. Arundhaty Ghosh, Chief Postmaster General, West Bengal Circle, due to her sudden assignment could not attend the conference. However, she sent her message wishing the conference a grand success. Conference took commitment so that within a short period of time, our organization may be the biggest organisation in our circle as well as at national level.
