                                This mass demonstration of NFPE Group of Union  ……………. Divn. / Branch, Strongly condemns the whimsical order of West Bengal Circle Administration to keep all delivery post offices open on 25.12.2016 and 01.01.2017 on the plea of emphasizing prompt delivery of e-commerce articles. This unilateral and arbitrary decision has made all staffs subject to humiliation before the members of public and deprived the families from company in the festive season. Staffs are also exposed to work for 21 days continuously beyond all rules and logic.

     This demonstration demands immediate cancellation of the said order from giving effect on 01.01.2017.

Formation of Reception Committee for next Joint Circle Conference of P3, P4 and GDS Union, likely to be held at Siliguri under Darjeeling Divn from 4 – 7 October’ 2017.

      The Joint Extended Working Committee Meeting of AIPEU, Gr.”C”, Postmen & MTS, GDS and PWU, Darjeeling Divn held on 18.12.2016 at Siliguri HO Recreation Club. Com Sarbada Ghatraj, President, P3, Com Nanda Sen, Vice President, P3, Com Raj Kr Pradhan, President, P4, Com Pradip Dutta, President, GDS and Com Rakesh Bhujel, President, PWU were presided over the meeting.  Com Tapan Dasgupta, Convener, 12th July Committee inaugurated the meeting and he nicely described the present attacked on working class (including postal employees) as well as our task.
     Some leaders, organizers from other mass organizations are invited in the meeting. From this meeting, one Powerful Reception Committee was formed for next Circle Conference.  Com Annwesha Biswas, Circle Secretary, P3, Com Manoj Shaw, Financial Secretary, P3, Com Bijoy Gopal Sur, Circle Secretary & All India President, GDS, Com Krishna Roy, Asstt. Circle Secretary, P4 and Com Sukumar Mondal, President, P4 were present in the meeting.  Com Rameshwar Bakshi, Dist. Convener, 12th July Committee, Darjeeling Dist. also addressed the meeting. Com Bijoy Gopal Sur, Com Sukumar Mondal and Com Annwesha Biswas delivered their speech in the meeting on behalf of Circle Union. Lastly one powerful Reception Committee was formed from this meeting, key posts of which are as below. This Committee is determined to take all out preparation for holding of successful Circle Conference’2017. In this context this is to mention that the above conference like likely to be held on and from 4 – 7 Oct 2017.

         We the Circle unions also hope for the best.

      Comrade Gopal Chandra Singha, GDSMP, Maguria Town S.O. under Purulia Division , West Bengal Circle and the Divisional GDS Secretary of AIPEU-GDS (NFPE) breathed his last on 15.12.2016 in New Delhi where he went to participate in the 'Parliament March' at the call of the Confederation. He could not participate in the March as he fell sick from the previous night, reportedly from chest pain, and was taking rest at the Kalibari, where the West Bengal comrades stayed. He was brought to Ram Manoha Lohiya Hospital , New Delhi by our comrade  and stayed back at kali Bari after medical treatment.
        But during the day of the program, his condition worsened and he passed away at Kalibari. He was only 51, left two daughters with their mother and his own aged parents at home. His brother went to New Delhi to receive his mortal body after post mortem. He was discharging the responsibilities of the Divl Secretary since the year 2012.
        On behalf of the Circle Union Com. Janardan Majumder & Com. Ajit Rana, Com. Arup Chatterjee, Com. Bibhas Dey from confederation  & other leader were present there for  necessary assistance &  stayed there till completion of Post mortem of Com Singh. Com. M. Krishnan, Secretary General, Confederation , Com. R. N. Parashar, General Secretary, NFPE Com. Sitalaxmi other all India Leaders went to Ram Manohar Lohiya Hospital to tribute last salute to Comrade Singh.  Confederation, NFPE (CHQ) &  Circle Unions express deepest condolence to the bereaved family for the sudden irreparable loss. We shall surely stand by the side of the family by all means in the coming days with all of your support.

MARCH TO PARLIAMENT ON 15th DECEMBER 2016 - MAKE IT A GRAND SUCCESS

CENTRAL GOVERNMENT  EMPLOYEES AGAIN CHEATED BY NDA GOVERNMENT
STRIKE IS INEVITABLE

A THUNDERING SUCCESS!

          Dr. Urjith R Patel, Governor, Reserve Bank of India has made the following observations in a media conversation which is published in RBI website.

(1) The disbursement of salaries and arrears under 7th Pay Commission award has not been disruptive to inflation outcomes.

(2) The extension of two months given to the Ministry of Finance to receive the notification on higher allowances under the Pay Commission's award, COULD PUSH IT'S FULLER EFFECT INTO THE NEXT FINANCIAL YEAR rather than this financial year.

          The above statement by the Governor, RBI clearly indicates that THE ALLOWANCES WILL BE REVISED ONLY AFTER FEBRUARY 2017 AND WILL COME INTO EFFECT IN THE NEXT FINANCIAL YEAR ONLY.

          Earlier to a question regarding increase in Minimum Pay and Fitment formula Minister of State for Finance Shri Arjun Ram Meghwal gave the following reply in the Raja Sabha on 23.11.2016.

          "The anomalies arising out of implementation of 7th Central Pay Commission will be examined by the Anomaly Committee which has already been constituted. Based on the report of the Committee, the matter will be considered by the Government and appropriate decision will be taken. 

From the reply it is clear that the question of increase in Minimum Pay and Fitment factor is to be decided by the Anomaly Committee. That is why the Government has not formally constituted THE HIGH LEVEL COMMITTEE as assured by the Group of Ministers to the JCM Staff side leaders in the  30th June night  discussion. And this is the reason for Group of Senior Officers behaving as if they .don't know what the task is assigned to them. Now by 30th December SIX months will be over after the 30th June assurance given by Group of Ministers including Shri Rajnath Singh , Hon'ble Home Minister , Shri Arun Jaitley , Hon'ble Finance Minister and Shri Suresh Prabhu , Hon'ble Railway Minister . Employees and Leaders have never expected such blatant breach of assurance given by Senior Cabinet Ministers of NDA Government.

          The revision of pay and pension of thousands of Autonomous body employees and Pensioners  is also pending for the last six months. On 17.11.2016 Finance Ministry has given instructions to all Autonomous bodies NOT TO EXTEND the benefits of 7th CPC to employees and Pensioners of Autonomous bodies UNTIL FURTHER ORDERS.

          The One man Committee constitute by Government for revision of wages and service conditions of three lakhs Gramin Dak Sevaks of Postal Department had submitted it's report to Government on 24th November 2016.  Even after 20 days, the Government is not ready to publish the report or give copy to the recognised Federations.

          The revision of wages of Casual, Part-time Contingent and Contract workers, consequent on implementation of 7th CPC wage revision is also pending.

          The one and the only favourable recommendation of 7th CPC ie; Parity between past and present pensioners (Option - 1) stands referred to a Committee which has taken a stand that Option - 1 is not feasible.

          None of the demands raised by Confederation in its 20 point charter of demands is settled.


      THERE IS NO SHORT-CUT OTHER THAN STRUGGLE.

Com K G Bose – in remembrance, in obsession                
  Today, 42nd  death anniversaries of our late lamented leader, teacher, and philosopher Com K G Bose has been observed with profound gravity at his house as well as K G Bose Sarani Post office at Phoolbagan, Beleghata. Initially, leader of different organization including 12th July Committee, CGCC, Pensioners’ Association paid their tributes to the remarkable memory of Com K G Bose. Family members of Com K G Bose also paid their tributes. Leader like Com Tapan Dasgupta,  Joint Convener, 12th July Committee, Com Sisir Roy, Leader BSNL co-ordination Committee, Com Jyotsna Bose, Ex-Leader BSNL and Com Janardan Majumdar, President, CGCC remembered historical woks of Com K G Bose in middle class organization as well as common man and took oath to strengthen our organization to face present challenges from so call neo liberal economic policies, communalism etc.

     Some interest corners are spreading message that March to Parliament on 15 December’ 2016 has been postponed. This is simply rumor. Don’t believe.
    Some interest corners are spreading this only to strengthen the hand of Central  Govt. who is not ready to agree with our legitimate demands minimum pay, good fitment formula, 5 promotion etc. in 7th CPC.
   So, take all our preparation to success March to Parliament on 15 March’ 2016.

Comrade Tapan Dasgupta retired from service.


     Com Tapan Dasgupta, our beloved leader retired from service on superannuation on 30th November’ 2016. He started his career as BPM in 1977 in Nadia South Division and finally promoted in PA Cadre 1992. He joined in Kolkata City unit in 2001 after being elected as Circle Secretary of Gr. “C” union.
     He also worked in organization as President of Central Govt. Organisation. Now he has been leading as Joint Convener, 12th July Committee, the great organization of middle class employees / teachers etc.
     Above all since from his young age he has been contributing a lot for the cause of common man, employees in particular. In organization we regard him as our organizational guardian.
     We wish his good health. We are sure he will guide us as before.


Postal Co-ordination Committee, West Bengal Circle.
Demonstration before RBI, Kolkata


     The Co-ordination Committee of Central Govt. Employees and Workers Union & Association (COC), West Bengal demonstrated successfully on 6th December' 2016 before RBI, Kolkata against harassment of Central Govt. Employees and Pensioners as a result of demonetization. After demonstration, the leaders of COC met Regional Director of RBI. She assured them best endeavour, but could not convey a time frame by which status quo ante can be restored.







REVISED  MEMORANDUM  AND  RESOLUTIONS  TO  BE  ADOPTED  FROM  TODAY'S  PROGRAM 

    Comrades, there will be a modification in the resolutions to be adopted from today's program which were given in this blog yesterday. 
           (1) The GDS Pay Committee related resolution and recipients will remain the same. 

           (2) The charter of demand prepared by the Central Postal JCA will have to be submitted to the DG (Posts) and the Hon'ble Minister of Communications, Govt of India, along with the following text of resolution:
    This demonstration of all cross-sections of postal employees of West Bengal Circle condemns the inaction and reluctance of the management of the Department of Posts towards solving the 17-points demands placed centrally by the Central JCA and demands justifiable settlement to each of the issues at the earliest.

              (3) The resolution on the issues shortlisted by the Circle Unions will have to be adopted in the following format and be sent to the Chief Postmaster General, concerned Postmaster General and the Secretary General of NFPE.
      This demonstration of postal employees and workers of ____________ division/unit expresses its strong protest and deep resentment over (1) the non-Payment of due revised wage to the Part-Time Workers and non-disbursement of working wage to DRMs at various divisions/units and unrealistic termination of their engagement entailing in dislocation of service and unjustified pressure on working staffs ; (2) Inaction of West Bengal Circle Administration to remove huge WOS currency notes from post offices and supply of sufficient legal tender currency notes instead. The post offices, Head Offices in particular, are being subjected to whims of bank management and humiliation before public. The role of a section of officers belonging to different tiers are lacking of parity, proportion and transparency.

          This demonstration is particularly critical of the misinterpretation of Dte. order regarding pay advance and its implication towards adjustment while payment of salary by the Circle Office, for which salary of all employees for the month of November 2016 were paid in cheque, at some places including GDS officials though they were not covered in Dte. order. 
            This demonstration demands justifiable solution to all the above problems in no time to bring about change in the present scenario of indifference and inaction, otherwise circlewide trade union movement of unprecedented intensity will be resorted to.

    The charter of demands finalised by Central Postal JCA on various departmental issues:

 
CHARTER OF DEMANDS
1.    Settle the demands of various cadres of Postal department relating to 7th CPC recommendations submitted to Secretary, Posts in memorandum dated 08.12.2015.
2.    Implement cadre restructuring in all remaining cadres in the Department of Posts and settle the residual issues arising at implementation stage. Finalize RRs in MMS Cadres.  
3.    Grant Civil Servant status to Gramin Dak Sevaks and grant all benefits of departmental employees on pro-rata basis.
4.    Revision of wages and payment of arrears from 01.01.2006 to all casual, part-time, contingent and daily-rated mazdoors and regularization of services.
5.    Fill up all vacant posts in all cadres including promotional posts  and GDS.
6.    Conduct membership verification of Gramin Dak Sevaks and declare the result of the verification already conducted among departmental employees during 2015.
7.    Revision of OTA & OSA and fixation of norms for CRC/Speed post and Parcel in RMS and FMC  for Postman Cadre .
8.    Settle problems arising out of implementation of CSI and CBS.
9.    Grant of upgraded 3050 pay scale to Postmen w.e.f. 1.1.1996 as per Supreme Court Judgment.
10.  Withdraw “Very Good” bench mark condition for MACP and future increments and holding of DPCs timely..
11.  Grant of S D.A. & HCA to the Assam & NE & remove discrimination.
12.  .Problems arisen out of demonetization Scheme and grant additional remuneration of full day salary for Sunday/Holiday and hourly rate for extended duty hours. Provide proper infrastructure including fake currency detector and counting machines. Not to direct the  officials to make  good the loss where fake currency  machines are not provided.
13.  Stop Sunday/Holiday working completely.
14.   Discussion on     Memorandum of AIPSBCOEA.
15.  Declaration of Result of LGO & other LDCEs in remaining Circles.
16.  Finalization of Recruitment Rules of AAO Cadre in Postal Accounts.
17.  Repairing and Maintenance of Departmental Buildings.
