Circle zonal convention of Kolkata Zone….

     Circle Zonal convention of Kolkata Zone held today (31.07.2016) at Shyambazar So under North Kolkata Dn. After hoisting the Red Flag of NFPE and garlanding at the matyrs’ column convention started. Com Sachidanand Biswas, Vice President, P3 and Com Jayanta Bagchi, Asstt. Treasurer, P4 presided over the convention.
     Com Janardan Majumdar, President, P3 and Dy. General Secretary (CHQ), P3, inaugurated the convention. He described nicely the scenario of working class and our tasks there of, Specially 2nd Spt. Strike.  
      80 comrades including 10 Circle office bearers are present in the Zonal Convention from different divisions of this zone. 13 Comrades (out of 80) took part in discussion over the draft paper placed before the house by the Zonal Convenors. Discussions/suggestions/proposals of the comrades were unique and fitted with present situation.
     Com Sanatan Das, Circle Secretary, P4 replied nicely all the points/queries raised by Comrades. Com Sanjib Barua, Circle Secretary, SBCO, Com. Goutam Kundugrami, Circle Secretary, Part time workers union and  Com Uttam Paul, Ex- Circle Office bearer P3 and Zonal Convenor also delivered their valuable speech. Com Gobind Sil, Com Subash Chakraborty and Com Manoj Shaw elected as Zonal Convenor unanimously on behalf of Part time workers, P4 and P3 union respectively.   
      On behalf of president, Com Sachidanand Biswas expressed vote of thanks.

Observance of 29th July 1946 at the call of Postal Coordination Committee, West Bengal Circle.

     Postal Coordination Committee, West Bengal Circle today at Tarapada Memorial Hall observed historic 29th July 1946 with profound honour and dignity. After hoisting the Red Flag of NFPE and garlanding at the matyrs’ column program started. Com Asit Das, Com Sukumar Mondal, Com Chittya Ranjan Dutta presided over the program.
     Com Sibsankar Roy, our respected leader was the only speaker. He described nicely the glorious history of 29th July 1946 in Postal Movement as well as struggle for India Independence. He then related the lesson of 29th July strike to present ongoing struggle. He described the vindictic role of Central Govt. on Central Govt. employees, common people in particular.
     Finally, he made frantic call to the organizers, leaders of NFPE to take sincere efforts amongst the employees irrespective of union to make coming 2nd Spt. Strike a grand success.

        Postal Coordination Committee has taken decision to carry on mass signature program against reduction of interest in small savings, suffering in CBS and also decrease of rate of interest in GPF.
       This program along with Pensioners and Postal agents ogranisation will be started from historic 29 July ahead. Already requisite proforma with leaflets have been distributed amongst city divisions. Those displayed on this blog. Please down load copy and get printing as per requirement.
       Please take all out efforts so as to complete the work within a time frame. Respective Circle Secretaries, Division/Branch Secretaries and Circle office bearers are requested to take care of.

         Sir, 
                We the undersigned depositors in small savings in the Post Offices and employees of state and central Govt. establishments, Banks, Rail, BSNL, Defense, Teachers and non teaching staff of various establishment are the victim of the Govt. of India decision to reduce drastically the rate of interest in various small savings scheme and to review the same at an interval of three months. Such decision is badly hampering the interest of the depositors of small savings scheme, who are mostly of lower or middle income group. The depositors in Monthly Income Scheme and Senior Citizen accounts had to lose an annual return of Rs. 600/- & Rs. Rs. 700/- respectively for Rs. One lakh deposits. Loss in respect of Time Deposit is more. Such is the position of “Sukanya Samridhi Yojana”. Efforts are going on to reduce the rate of interest in Banks.

                 The Ministry of Finance in a letter stated that the Govt. of India was going to introduce low interest economy in our country. The Finance Minister had made the issue more clear by stating that the rate of interest in savings was reduced with a view to reduce the interest rate in borrowing in order to encourage more capital investment in the country. He also advised the people at large to invest their money in share market for better return. We cannot but emphatically state that the approach of the Finance Minister is not in the interest of the Common man of the country but in the interest of the Finance Capital. We are oppose to such steps.

                Lacks of SAS Agents are dependent on Small Savings Scheme. The livelihood of their family is earned from the small Savings Scheme. The reduction of the rate interest will badly hamper their livelihood as the investment will be diverted from Post Office.  The Govt. of India has also reduced the rate of interest in GPF to the tune of 0.60% by which the Central Govt. employees will be hard-hitted. This is also part of same policy of depriving the working people.

              This is also to invite your kind attention to the intolerable situation arising out of introduction of Core Banking Solution without proper infrastructure and adequate trained manpower and equipments causing immense sufferings of the depositors of small savings and Post Office staff as well. The speed of service is very low because of the failure of link provider SIFY. Link failure is almost every day’s affairs. The Authorities at lower level used to tell that there are two net work called Network Service Provider I & II . But, experiences show that when NSP - I cannot work NSP –II is not also available for the reasons best known to SIFY. We are also of the opinion that the FINACLE software used in CBS is not in a position to bear the entire work load of the Post Offices at large, we are also of the opinion that the Department of Posts is introducing the new system in much hurry without studying the ground reality resulting immense hardship of both depositors including old man and staff at large. The staffs are also being subjected to penal measure for the small and honest error although they are compelled to work beyond their duty hours without any extra remuneration. We are astonished to know that the proposed for installation of Central Servers in four Zonal basis to improve the Services, to provide Passbook printers in each office, to increase band width submitted by the service unions/Federation  have turned down by the highest postal Authorities for the reasons best known to them.

               Under these circumstances what have been emunarrated above we, the undersigned, strongly urges upon you to intervene into the matter so that the grievances of common people are redressed by upward change of the rates of interest rate and immediate redressal of the problems arising out of introduction of Core Banking Solution in the greater interest of staff, depositors and SAS Agents of the Country.

29th JULY 2016: 70th ANNIVERSARY OF THE UNFORGETTABLE DAY OF LABOURER MOVEMENT: ATTEND TARAPADA MEMORIAL HALL AT THE CALL OF POSTAL COORDINATION COMMITTEE

   We are only a couple of days away from the 70th anniversary date of one of the most glorious day of the working class movement in India --- the strike of 29th July 1946. On this day, the working class of Bengal and Assam observed 'Hartaal' and 'Strike' in support of the ongoing strike of P&T Workers from 11th July.  

  3,50,000 workers and labourers were assembled in 'Maidaan' area of Kolkata on 29th July 1946. Salil Chowdhury wrote and sang the famous movement-ballad --- 'Dheu Uthchhe Kara Tutchhe...', Poet Sukanta Bhattacharya wrote --- 'Bidroho Charidike Bidroho Aaj...', Poet Subhas Mukhpadhyay wrote the poem 'Maidaan Chalo'.    The Postal Coordination Committee has convened a commemorative meeting on coming 29th July at Tarapada Memorial Hall, 37. G.C. Avenue, Kolkata-13 (first floor of Circle Union office). Com. Shibsankar Roy will be the main speaker. All comrades of Kolkata and neighbouring divisions are requested to attend the program in the evening to recollect our glorious past and re-energise our moral even more.
