SEMINAR & CIRCLE  STUDY  CAMP:
OUR  COMRADES  HAVE  MADE  IT  HISTORIC

The Seminar and the Circle Study Camp on Disciplinary & other Rules completed successfully with avid participation of the delegates.

  The program started with hoisting of NFPE flag by Com. Tapan Dasgupta, Gr-C Circle President and garlanding the martyr's column.
   After a brief inauguration by Com. Shib Sankar Roy, Jt. Convener, 12th July Committee, ex-Circle Secretary Gr-C & ex-AGS(CHQ) and our teacher, video clips were shown having observations of Smt. Manjula Parashar, Secretary(Posts), Sri Kapil Sibal, Minister of Communication & IT, Sri Sachin Pilot, Minister of State and Sri Samir Kochar, a prominent businessperson speaking on the situation of India Post in the Round Table on National Postal Policy in New Delhi on 1st February last.
   This was followed by the Seminar on 'India Post: Present Scenario, challenges & our tasks' by Smt. Sharda Sampath, Hon'ble Postmaster General, Kolkata Region. Through PowerPoint slides she discussed the present situation of deep trouble and the struggle of India Post to hold and enhance the social relevance once it had.
     Com. K.V.Sridharan, G.S. Gr-C(CHQ) then took over to present the first item of the Study Camp --- 'How to present cases before the administration citing Rules', with an excellent PowerPoint presentation. 
The next subject was much awaited. Com. Shib Sankar Roy took the class on 'Disciplinary Proceedings and the Role of Defence Assistant'. He also prepared a brief yet effective note in Bengali on the subject which was distributed among the delegates. The subject was explained drawing reference to real-life cases supplied to the delegates also. Com. Rabindralal Bhattacharya, ex-Deputy Secretary General of NFPE and our teacher, subsequently made the discussion more lively citing different incidents from his 50-years experience over the matter. Interactions and a set of Q & A on CCS(CCA) & Conduct Rules were followed next.
       The next class was taken by Com. Gouranga Deb Maity, Asstt. Circle Secretary & AGS (CHQ) on 'RTI Act 2005: A Tool for Trade Unionists'. Com. Maity explained the procedure & advantages of seeking information under this Act. The scope for the Trade Union leaders is huge if this is used against the administration, especially against the corrupt and reluctant parts of the administration which acts against the interest and welfare of general staffs. 
     The house was adjourned with placement of the work paper by the Circle Secretaries and distribution of subjects of Group Discussions.

      The session started with presentation of the Groups on the subject given overnight. Com. Sridharan explained each issue with reference to relevant rules and guided the discussion.
       Then Com. I.S.Dabas, General Secretary Postmen & Gr-D/MSE (CHQ) deliberated on 'The Problems of Postmen/Gr-D & the Rules covering delivery system, duties of overseers & Gr-D'.
       Simultaneously. a meeting with the comrades of Postmaster Cadre also took place in another room. Circle leadership and Com. Sridharan were present and took part in the discussion on their unique problems and career prospects. To pursue and resolve their problem in this Circle effectively, a Circle Sub-Committee of 9 comrades was constituted (separate news will be blogged shortly).
   The joint session resumed again with Com. Sridharan presenting GDS Rulings with another attractive PowerPoint presentation. This session covered both GDS Conduct & Engagement Rules and B.O.Rules. Then the final subject ---- Contributory Negligence' was taken by Com. K.V.Sridharan. With the aid of aptly prepared PowerPoint presentation, the G.S. made the complicated issue simple and catchy. 
             Our participants (159) have given us honest feedbacks with their appreciation, suggestions and commitments to propagate this cultivation upto divisional levels. All comrades were given many sets of Questions & Answers both in Bengali & English, an 88-page study material, all the Q & As, all PowerPoint presentations are available with Circle Union (actually there were two more presentations on Disciplinary Rules & History of P&T Movement in India. A very important document having Vigilance Guidelines of the Postal Directorate is with us, which Com. Sridharan had shown and talked about.

BUT THE CIRCLE UNION WILL BE HAVING SOME DISCRETION WHILE SUPPLYING THESE DOCUMENTS AND PRESENTATIONS FOR OBVIOUS REASONS. REQUESTS SHOULD COME THROUGH THE DIVISIONAL SECRETARIES.
          Circle Unions expect that the Divisions will feel more confident operating the organisation and this program will be observed in all divisions in due course. Let us work together and explore new avenues to build up a stronger organisation.

CIRCLE  STUDY  CAMP  : DIVISIONS  PLEASE  NOTE  THE  GROUPS  FOR  GROUP-DISCUSSION

The Branch Unions of Kolkata GPO are fully prepared for the seminar and Circle Study Camp. Com. K.V.Sridharan is arriving on 9th evening, Com. Dabas on the next morning. 
   GPO comrades have arranged comfortable place for stay and the sessions. The sessions will be conducted in the auditorium (room in the photo), decorated with white boards, permanent speaker system and projector.  A PowerPoint presentation will be shown on disciplinary rules. Another video will also be shown on the National Postal Policy.

Participants will be having following documents:
  1. An 88-page study material (book), questionnaires on CCS (CCA) & CCS (Conduct) Rules, questionnaire on staff-matters (these all are contributions of Gr-C CHQ Team);
  2. Questionnaire on Postmen & Gr-D/MTS, questionnaire on GDS Rules;
  3. A Note prepared in Bengali by Com. Shib Sankar Roy on Disciplinary Proceedings;
  4. A collection of solutions to everyday computer-problems in our offices (prepared by Com. Jayanta Chandra, Howrah Divn)
  5. Two Rule-16 disciplinary cases as models (item no. 4 & 5 --- one set per division). 
  6. A Review of the 28th February strike, with incidents of attacks on our comrades, will be given to all comrades.

  The Department has posted the videos of the 1st February 'Round Table On National Postal Policy' in YouTube.  You can see that in the meeting, both Kapil Sibal and Sachin Pilot, Ministers of our Department, were present and delivering the objectives and outlines of the National Postal Policy. With Secretary (Posts) Ms. Manjula Parashar and other high-ranking officers, representatives of FICCI and other commercial houses and media were also present.

HOWRAH  DIVISIONAL  UNIONS  ORGANISED  STUDY  CAMP  ON  RULES  AND  TRADE  UNION  MOVEMENT 
    Howrah Divisional Unions arranged Trade Union Study Camp at Howrah H.O. from the evening of 3rd March to 4th March 2012. The camp was organised in the model of the All India camp at Puri. 

   Com. Shib Sankar Roy, Jt. Convener, 12th July Committee and our teacher, spoke on the History of Trade Union Movement in India. Com. Gouranga Deb Maity, AGS Gr-C (CHQ) & A.C.S. Gr-C,  delivered in the session of Disciplinary Proceedings. Sri A.K.Maity, SSPOs, Spoke on utilisation and scopes of RTI Act 2005. Study material was supplied to around 100 participating comrades. 50 questions and answers were supplied in printed form in Bengali. A note on disciplinary proceedings prepared by Com. Gouranga Deb Maity was distributed among the participants. Another note on day-to-day troubleshooting of computer-related problems for computerised offices, prepared by Com. Jayanta Chandra, P.A. (System Assistant), Howrah Divn and member, Circle Union's Technology Sub-Committee  had also been circulated.
    Apart from the Divisional Leadership of Howrah, Secretaries and activists of other divisions like South Hooghly, Tamluk, Asansole also extended their help and some of them were also present. Com. Asim Deb, Vice-President, Circle Gr-C Union and invited as Convener, Sangrami Dak Sub-Committee, was also present. The program was a grand success.
    Circle Union congratulates comrades of Howrah Divn for this timely effort and as the Circle Level Study Camp follows on next Saturday & Sunday at Kolkata GPO, all divisional/branch secretaries are requested to take similar efforts in their divisions in coming days.

SEMINAR  &  WORKSHOP  ON  RULINGS / DISCIPLINARY  PROCEEDINGS  IN EXTENDED  CIRCLE  WORKING  COMMITTEE  OF  CIRCLE  UNIONS : 10-11  MARCH 2012,  KOLKATA  GPO : GENERAL  MEETING  OF  COMRADES  OF  POSTMASTER  CADRE  ON  11th  MARCH   
 
       Circle Unions have circulated the above notice (Divl Secretaries may please download it, if not already received, and apply for Special CL for the delegates) of the Seminar and extended CWC, in which workshops will be arranged on Departmental Rulings for each cadre, Disciplinary Proceedings, RTI Act 2005 etc. Smt. Sharda Sampath, PMG, Kolkata Region will deliver her speech in the seminar on 'INDIA POST : ITS FUTURE, CHALLENGES AND TASKS AHEAD'. Minute-to-minute schedule will be given shortly in this blog. Meanwhile, please note the following guidelines for participating in the program.
  1. Divl Secretaries of P-III, P-IV & ED will be delegates. Their attendance is a must. There will be night session on 10th, everyone will require to stay. Return tickets/ plans must not be booked before 6 P.M. of 11th.
  2. Many interested/willing comrades are contacting the Circle Union directly for participation. They may please contact respective divl secretary.
  3. As exception only, the Divl Secretary may bring one additional delegate, selected carefully, with him if he/she is already performing as Defence Assistant, writing defences, or will effectively be involved in Circle Union's Defence Sub-Committee for such purpose. The camp is seriously and exclusively arranged for such comrades with definite objectives. Divisions which intend to send additional delegate (not more than one) should intimate Circle Union in advance, for convenience of the host branch unions. All delegates will be entitled for Special CL.
  4. The delegate fee will be Rs.250/- per head. Circle Unions will bear the fees for the Circle Office Bearers.
  5. A general meeting of the comrades belonging to Postmaster cadre in our Circle is arranged, as decided in the last meeting with them, on 11th March at Kolkata GPO. Our General Secretary will remain present in the meeting. Comrades are requested to attend at 1 P.M. This is a separate program and not a part of the Workshop. A separate letter on this program will be circulated shortly among the divisional secretaries.  
            Circle Unions request maintaining above guidelines scrupulously. 

THE  TERROR  CONTINUES  IN  THE  'UNIQUE  DEMOCRACY'  OF  WEST  BENGAL 
       The environment of panic and terror continues even on the next day of the historic strike. Despite severe threats all over the state, the political hooligans could not succeed to foil the strike. The desolate streets, locked gates and empty vehicles told the story other way. Many of our comrades were threatened before the strike to attend office, but they did not. So, the hooligans appeared today at places to take their accounts.
        
     Early information reached us today that at Srirampore H.O.(South Hooghly Division), Police picked up Com. Subrata Nag, Group-D Mail Peon from office without permission or intimation to the departmental administration. No reason furnished, no warrant shown, no allegation uttered. Information from local sources also reached at the office that the Offg. Postmaster (our member) would be attacked shortly as he did not obey the dictum of the miscreants not to strike. Few such known faces were also noted gathering in the vicinity. An FIR was also reportedly filed against the Offg. Postmaster for not opening office. The Divl Leadership contacted the Divl Supdt and the Circle Secretary met the PMG, South Bengal Region immediately. Both the officers reacted appropriately and the Police was intimated by the department that the Postal Employees proceeded on strike upon serving prior notice. Finally, the Police released Com. Subrata Nag and the Divl Supdt assured us that no FIR was lying and the department filed no complaint against anybody, Police was hyperactive due to some outside influences.
          
      At Nakshalbari S.O. in Darjeeling Division, few political miscreants found gheraoing the office today morning and waiting for the staffs to come, whom they threatened the other day not to participate in the strike. Our comrades were aware of probable attack and they kept safe distance. Divl leadership intimated the Supdt and Circle Secretary also talked with Sri M.L.Kalia, PMG, North Bengal & Sikkim. The PMG talked to the higher ranks of the Police and finally, a police force went to the office and dispersed the gathering.
           
         At Nandan nagar and Kanchrapara S.O.s in North Presidency Division, the situations were no different. The SPM of Nandan nagar S.O. was directed today morning by the miscreants to meet them in an adjacent office of a Political Party (opposing the strike) before he left for home. However, security was arranged and he did not require to oblige them. Postal staffs of Kanchrapara S.O. had previous experiences of similar threats.
            
         Comrades, there are several more instances. We are only citing these as we intend to let you all know that how bravely our comrades are fighting. The threats and today's revengeful attitude establish that the hooligans could not succeed in their mission, but we have achieved ours. Please hold the demonstration today at recess hours to bring all these issues into light. Involve every single postal employee, expose our enemies and build up class-hatred.

HOWEVER, CIRCLE UNIONS SUGGEST YOU ALL TO HOLD THE DEMONSTRATION TODAY (01.03.2012) AND SEND THE SAVINGRAM AS GIVEN IN THE PREVIOUS BLOG. INADVERTENCE IS REGRETTED.
