MOBILISE  OUR  COMRADES  AND  COLLEAGUES  WITH  MORE  CONVICTION  TOWARDS  THE  STRIKE  ON  2nd SEPTEMBER : PROPAGATE  INSPIRATION  EVERYWHERE 

     Comrades, we are approaching the day to exhibit unprecedented unity of the working class of India --- 2nd September 2015. We had enough reasons to jump into action to make the call of strike by 11 Central Trade Unions successful, and those reasons have become more pertinent after the failure of two rounds of discussions with the Central Govt due to their rigid attitude.

     The Govt is establishing each day that it is the Govt of the rich and for the rich. On behalf of the Group of Ministers, a press statement has been released which is far from facts and concocted. The statement has tried to express that the leadership is almost satisfied with the discussion, as if something very positive has been decided in respect of several demands. But the CITU has revealed the actual discussion, the stern, rigid attitude and tactics of the Central Govt to confuse the countrymen. We are sure that you all have already gone through the statement of CITU, issued by Com. Tapan Sen, in yesterday's blog of NFPE.

    We apprehended that by this time, the Govt would impose some harsh and anti-labour policy through the 7th Central Pay Commission. But while the CPC requested for 2 months additional time, the Govt voluntarily allowed them 4 months, which is obviously to hide those unpopular measures before the strike. So, it should ignite the grievance of our comrades even more. It can be summarily stated that the Govt is not in a mood to completely accept any of the 12 common demands of the strike.

     The 2nd September strike is a golden opportunity for us to show rock-solid unity among all sectors of workers, labourers and employees. Our strength to shake and scrap the anti-people policy of the Govt can be decisive for coming ages for our country. So, apart from a working-class strike, it is also a patriotic movement.  Through this struggle ---- it will also be proved who are with us by the side of the workers and employees, and who in disguise supporting the agenda of the anti-poor Central Govt.

     Therefore comrades, put entire strength of the organisation to make the strike successful. We know in our state there may be threats, physical attacks and violence from the political hooligans backed by ruling power. We have to let people identify that how in the name of opposing strike, they are actually making the hands of Central Govt strong to banish workers and labourers from the privilege of social security in our own country.

     Let us come forward, fight and make the future enlightened.

HUNGER-FAST  AT  C.O.  DEFERRED  ON  THE  REQUEST  OF  CIRCLE  HEAD : TO  BE  RESUMED  IF  DEMANDS  ARE  NOT  FULFILLED
     
        As per the calls of the Circle Unions, comrades of Kolkata and neighbouring divisions assembled in large numbers in front of the chamber of the Chief PMG and on the floor to start the indefinite relay hunger-fast in the demand of transfer of Sri Bidhan Chandra Das, SSPOs, South Hooghly Division to any post without independent charge and drop all proceedings against our organisers and members in South Hooghly Division issued by him on flimsy or fake grounds out of grudge.

      The previous evening we received a letter from the Chief PMG regarding this program and in response, we issued the following letter to her. 




    
        On the basis of the above letter, a discussion has been held with the Chief PMG and the Circle Unions have decided to defer the program at her request. It has been made clear that it is not possible for us to wait for indefinite time and the same program would be resumed in first week of September if the officer is not transferred by that time.

     Copy of the above letter is being sent to all divisional secretaries. We are sure that comrades will not relax taking the assurance as any settlement and continue preparing for the struggle. There may be necessity to spread the program in all divisions in West Bengal. Please continue suitable preparation.

Condolence meeting of Late Com. Parimalanand De Bhowmick and Late Com. Satyen Roy held on 21st August’2015.

Postal Co-ordination Committee (NFPE), Calcutta Postal Club and Pensioner Co-ordination Committee jointly held condolence meeting of Late Com. Parimalanand De Bhowmick, Ex- General Secretary, Calcutta Postal Club and Ex- Treasurer, AIPEU, Gr. “C”, West Bengal Circle and Late Com. Satyen Roy, Ex- Secretary, AIPEU, Postmen & MTS, North Kolkata Dn. Com. Nirmal Chandra Dey and Com. Suvash Dasgupta presided over the meeting. They were honored by all leaders and one minute’s slience was observed at the beginning. In memory of Com. Parimalanand De Bhowmick and Com. Satyen Roy, particularly reflecting his organizational activities in Calcutta Postal Club and Our organization (NFPE), one resolution has been placed by Com. Janardan Majumdar, Secretary, Postal Co-ordination Committee. Then Comrade Rabindralal Bhattacharjee, President, Pensioner Co-ordination Committee, West Bengal paid homage to Com. Parimalanand De Bhowmick and Com. Satyen Roy by brief speech. After that Com. Sibsankar Roy, our respected leader, Com. Chittaranjan Chowdhury, Ex-Secretary, AIPEU, Postmen & MTS, East Kolkata Dn. and member of pensioner Association and Com. Krishna Kanta Gupta, Ex- Secretary, AIPEU, Gr. “C”, Barabazar HPO Branch and Orgn. Secretary, Pensioner Co-ordination Committee, West Bengal  expressed organizational gratitude in Parimalanand De Bhowmick and Com. Satyen Roy.  
      All comrades who delivered their speech on Com. Parimalanand De Bhowmick and Com. Satyen Roy were worked together in organizational for a long time. So, recalling the past, they described Com. Parimalanand De Bhowmick and Com. Satyen Roy as a good man as well as a good leader.
     Meeting took oath that we will struggle hard to move further taking the doctrine to Com. Parimalanand De Bhowmick and Com. Satyen Roy with us for ever.

26th  AUGUST : DAY-LONG  DHARNA  IN DIVISIONS  AND  LAUNCH  OF  INDEFINITE HUNGER-FAST  BY  CIRCLE  UNIONS  IN FRONT  OF THE  CHAMBER  OF  CHIEF PMG, WEST BENGAL CIRCLE

    26th August, next Wednesday, will be day of two programs in West Bengal Circle. Our Federation has already issued a call to hold day-long Dharna in all divisions in protest of the rejection of the demand of inclusion of GDS cadre under the purview of 7th Pay Commission by the Finance Ministry. The Government in the Centre in one hand requesting us to give up LPG subsidy to ignite a flame in the kitchen of the poor, on the other hand it is putting out the flame in the kitchens of poor GDS employees.

     On that very date, Circle Unions will start an indefinite hunger-fast movement right in front of the doors of the Chief PMG, West Bengal Circle, to achieve the demand of transfer of Sri Bidhan Chandra Das, SSPOs, South Hooghly Division. This was the decision of last joint circle working committee meeting. We have seen enough of assurances and gestures, now we need to compel them to act. We cannot be patient spectators when a mere Divisional Head in West Bengal challenges NFPE and vows to reduce us. We fail to understand as to why a part of the administration is not interested to transfer him despite placing several conclusive instances of biased and vindictive activities of this officer against us.     

     It was the decision of our last working committee meeting that our South Hooghly Divisional Unions will not have anymore discussion or meeting with the Divl SSPOs. There is no point in continuing the local liaison at this stage. 

    Thus, this being one of the most determined fights of recent times, we request all comrades to prepare for a greater struggle not only at Circle level, but also in all divisions. It is now not only an issue of South Hooghly Division, it is the question of surrendering or combating the threat to our mighty organisation and we have chosen the second way ---- to combat. Let us be ready in unison to record another victory.

   WEST BENGAL CIRCLE UNIONS DEEPLY MOURN THE DEATH OF SMT. BINAPANI MAJUMDAR, MOTHER OF COM. JANARDAN MAJUMDAR, CIRCLE SECRETARY, GROUP-C AND DEPUTY GENERAL SECRETARY, GR-C (CHQ), TODAY AT 9-30 A.M. SHE WAS 75. SHE WAS SUFFERING FROM BREATHING TROUBLE, WHICH TURNED ACUTE THIS MORNING AND SHE SUCCUMBED TO THE AILMENT.

   BOTH HIS PARENTS REMAINED SOURCES OF CONTINUOUS INSPIRATION AND SUPPORT TO COM. MAJUMDAR IN DISCHARGING HIS ORGANISATIONAL RESPONSIBILITIES. THEIR DEMISE IN TWO CONSECUTIVE YEARS IS NOT ONLY A LOSS TO COM. MAJUMDAR, BUT OUR ORGANISATION HAS ALSO LOST GREAT PATRONS.

     NFPE GROUP OF UNIONS, WEST BENGAL, PAYS HUMBLE RESPECT TO HER MEMORY AND EXPRESSES CONDOLENCE TO THE BEREAVED FAMILY.

SERVE  STRIKE  INTIMATION  TO  THE  DIVL/UNIT  HEADS  OF  WEST  BENGAL  CIRCLE

    Comrades, as per the decision of Confederation and NFPE, the strike intimation for 2nd September 2015 has to be served today. Our Federation is serving the notice to the Directorate. 

    Accordingly, all Divl secretaries are requested to serve intimation of the strike to respective Divl Head with mention of serving of the notice at Dte. by our Federation. The charter of demand, which is already given in CHQ/Federation blog, should be enclosed with the letter of intimation.

     Please arrange to form a huge gathering at your Divl headquarters with flag, festoons and posters, explain the main demands before the common mass of our comrades and submit the intimation amidst a spirit of combat. The Circle Union is serving the intimation at C.O. today.

      Let us get prepared for the strike against all odds, attacks and pressures ---- it is the struggle to protect the right of respectable social existence of the entire working class.   
MEMBERSHIP  VERIFICATION : PLEASE  FOLLOW  UP

    All divisions and units have successfully submitted the declarations for membership within the last date, i.e., 06.08.2015.  Please note that our responsibility does not end with this submission. It requires to be followed up till the deduction of subscription starts.

    The last date for submission of individual complaint has now been extended till 21.08.2015 to the Divl/Unit Head. If there is any complaint against the Divl/Unit Head regarding this matter, complaint can be lodged directly to the DPS (HQ), C.O. Meanwhile, please emphasise on the scrutiny of forms in presence of union representatives, which was mentioned in earlier Dte. letters.

     The process of scrutiny at Divl levels has to be completed and sent to DPS(HQ) within 11.09.2015. After disposal from the C.O., deduction has to be started from the salary to be paid on 31.10.2015.

      Please remain watchful so that the above schedule is maintained meticulously.

COMRADE  PARIMALANANDA  DEY  BHOWMICK  PASSES  AWAY

    One of the prominent leaders of yesteryears' postal movement of West Bengal, Com. Parimalananda Dey Bhowmick has passed away yesterday at his daughter's residence at Dumdum. He was 96.

    Com. Dey Bhowmick joined erstwhile Department of Posts & Telegraph in Dinajpur Division of undivided Bengal (before partition). Later he moved to different parts of the Circle, served in Central Kolkata Division (Park Street H.O.) and retired from North Kolkata Division as the SPM, Ghughudanga S.O.

    During his long span of life nearly a century, he remained a proud soldier of the 1946 postal strike and participant of the historic 29th July 1946 Hartaal in Kolkata. He was the Divl Secretary of East Kolkata Group-C Union and later President there. He also discharged the responsibilities as the Assistant Circle Secretary and Treasurer of  Group-C Circle Union, West Bengal. The Circle Unions felicitated him for his inspiring contribution to the organisation on 27th October 2013 during the open session of last Circle Conference in Central Kolkata Division.

     West Bengal Circle Unions pay deep respect and homage to the memory of the departed leader and share the pain with the bereaved family.
